MEMORANDUM ON CORPORATE SOCIAL RESPONSIBILITY OF GAZPROM-MEDIA HOLDING JSC

1. General Provisions

1.1. This Memorandum is the basic document that defines the principles and activities of Gazprom-Media Holding JSC in the field of Corporate Social Responsibility. The memorandum meets the objectives of improving the efficiency of interaction with key stakeholders, strengthening the reputation and image of the company, increasing investment attractiveness and quality of business management, and creating a favorable internal and external environment for the organization.

1.2. This Memorandum applies to projects in the field of corporate social responsibility and charitable activities of the Holding. The Memorandum is not an exhaustive set of rules and does not provide recommendations for every situation that may arise in the course of the implementation of charitable and socially significant projects.

1.3. This Memorandum does not replace the need to comply with the requirements of the current legislation of the Russian Federation. In the event of a conflict between the requirements of the Memorandum and the requirements of the current legislation of the Russian Federation, it is necessary to be guided by the requirements of the legislation.

2. Terms, definitions and abbreviations

2.2 Corporate social responsibility (hereinafter referred to as CSR) is the responsibility of an organization that is part of the Holding for the economic and social consequences of its activities through ethical corporate behavior, the implementation of socially significant and charitable projects, support for environmental initiatives, development of the volunteer movement, etc.

2.5 Stakeholders are persons or a group of persons who are interested in cooperation to solve specific issues in the field of social responsibility and charitable activities.

3.Goals and objectives of the Holding in the field of Corporate Social Responsibility

6. Formats for the implementation of corporate social responsibility programs

6.1. The Holding defines the following formats for the implementation of initiatives and projects in the field of CSR as the main ones:

−Socially significant projects of the Holding, in which it initiates and implements them with the help of its media resources;

−Providing media support to socially significant projects implemented jointly with stakeholders;

−Implementation of programs aimed at involving the Holding's employees in volunteer projects and charitable activities.

7.Interaction with stakeholders

7.1. The Holding builds relationships with stakeholders based on mutual respect and equal partnership. The Holding considers the following persons and/or groups of persons as stakeholders:

The Native Towns program is being implemented in 28 Russian cities. CASE: GRANT COMPETITION "HOME TOWNS"

One of the most effective tools for involving local communities in Gazprom Neft's social activities is the grant competition, which is based on the principle of involving citizens and other stakeholders in the discussion of territorial development tasks. The competition allows creating conditions for fair competition and selection of the most promising projects and contributes to the development of professional competencies of local public associations interested in implementing socially significant ideas.

The first grant competition "Native Towns" was held in the Orenburg region in 2013. In 2014, the competition was already held in six regions of Russia.

The grant competition as a tool for interaction with stakeholders allows:

  • reach the required target group of beneficiaries;

  • determine the current problems of the territory where the company operates;

  • activate local community initiatives;

  • support only the best projects;

  • attract additional resources to the implementation of projects;

  • ensure consistency, transparency, accountability and efficiency of social investment.

Grant competition nominations and profile of participants

The Home Towns competition nominations correspond to the five key areas of the Home Towns program: Cities for People, Fields of Victory, New Horizons, Cultural Code, and Keeping Traditions.

Both registered public, charitable, non-profit organizations, state and municipal institutions (universities, schools, social institutions, etc.), as well as registered bodies of territorial public self-government, can take part in the competition.

For comprehensive consulting support for the competition, the Native Towns Federal Consulting Center (FCC) was established, in which leading experts from NGOs take part.

The head of the FCC is Natalia Kaminarskaya, executive secretary of the Non-Commercial Partnership of Grant-Giving Organizations “Donor Forum”.

The main tasks of the FCC:

  • training of the company's specialists in the regions;
  • conducting training seminars for potential applicants, and then for the winners of the competition;
  • direct mailings to potential participants;
  • advising applicants on all issues;

  • summing up the results of the competition and monitoring the progress of projects;
  • preparation of reports and closing of projects.

For prompt consultation of applicants, a consulting telephone call center was created for the participants of the competition, as well as a website and an online application system.

Training of contestants and winners

For potential participants of the competition in the regions, FCC experts conduct seminars on the basics of social design and preparation of projects for the competition, for the winners - seminars "Project Management", and after the completion of the competition for all participants - seminars "Work on Errors".

In 2014 participated in various seminars 294 person. In addition, FCC specialists provided more than 1600 telephone and more 700 written consultations.

GRANT COMPETITION 2013

A pilot grant competition for social initiatives was held by Gazprom Neft in 2013 in the Orenburg Region. The competition, the grant fund of which amounted to RUB 1.6 million., made it possible to identify and finance projects to address the most pressing socially significant problems in the region. In total, the competition received 38 applications from regional NGOs, of which 12 received the support of the company.

GRANT COMPETITION 2014

Based on the results of the successful implementation of the first pilot grant competition in 2013, Gazprom Neft decided to replicate the successful and effective model of grant funding to other regions of its presence.

In 2014, the Native Towns competition was held in six regions - in the Orenburg region, Khanty-Mansiysk and Khanty-Mansiysk district, Noyabrsk, Muravlenko and the village. Khanymey, Tomsk, Kargasoksky and Parabelsky districts of the Tomsk region, Tarsky district of the Omsk region and in Omsk.

DEVELOPMENT OF THE HOME TOWNS GRANT COMPETITION IN 2015

Brief summary: equipped with a sensory room for the rehabilitation of children with disabilities and classes with them according to a specially designed program. Acquired 13 units of the necessary equipment, during the implementation of the project, the rehabilitation course was completed 37 families with children with disabilities and 14 children with various problems. Every day in the sensory room there is a special rehabilitation program for about 10 children. According to parents, the children really like to get together for classes, there is an opportunity for additional socialization of children.

Project: "Ethno-educational center "Yuva""(Khanty-Mansiysk and Khanty-Mansiysk region)

Organization: AU « Khanty-Mansiysk Technological and Pedagogical College.

Short summary: 20 students undergoing teaching practice were trained according to a special educational program for the preservation and development of the ethnic culture of the indigenous peoples of the Far North. As a result, it was eight ethnocultural events for more than 200 preschoolers, schoolchildren and their parents. Musical instruments, national costumes of the Khanty and Mansi peoples were made for their holding. Children and their parents got acquainted with the traditions and culture of the small peoples of the North, their music, ornamentology, pagan traditional amulets, chest decorations, the sound of the language . The events had a great positive response both among the hosts (kindergartens and schools), and among the students and teachers of the college.

Project: "Studio for children and family creativity "Lego-animation""(Muravlenko town and Khanymey settlement)


Organization: MAUDO "Center for Children's Creativity".

Brief summary: within the framework of the project three family master classes for families with different social status in order to organize joint leisure activities for children and parents and teach the basics of legoconstruction and animation. 47 people became members of the studio, including 29 children. After a theoretical acquaintance with the basics of animation, the families were given the opportunity to shoot an animated story themselves, using the Lego constructor, tables equipped for film sets, cameras and lighting devices.
