The list of television programs that Pavel Astakhov has been hosting on a regular basis since 2004 is impressive. By the way, Pavel Astakhov has repeatedly defended the interests of Yu.M. Luzhkov and E.N. Baturina in courts. With varied success. He ascended to such an extent that he said at one of the meetings with admirers (I quote the transcript): "I went to Hollywood at the invitation of Fox Studios ... Our secular lion did not change his habits even after in 2009, in connection with his appointment as Commissioner for Children's Rights, he had to suspend his practice as a lawyer. Practicing as a lawyer, yes, but not social life.

The movement of Pavel Alekseevich to power began in 2007. I don’t know if this is a coincidence or not, but this was preceded by rather unpleasant events for him. The Moscow Investigative Committee tried to initiate a criminal case against him. At the beginning of the year, another novel by P. Astakhov, "Raider", was published (last year a feature film was even released based on this book). In the "Raider", of course, the brilliant lawyer Artyom Pavlov is depicted, who opposes the intrigues of the villain named Spirsky. According to the plot, this same Spirsky "hired guys from the Main Investigation Department" who "for quite a moderate fee could open a criminal case, conduct searches and completely destroy the entire defense system of the victim company." The procedure for taking over a business with the help of corrupt investigators was described in such detail that the real GSU investigators took it all personally. According to Ivan Glukhov, the head of the Main Investigation Department of the Main Internal Affairs Directorate of Moscow, the prosecutor's office began checking the "false information" contained in the novel, discrediting the honor and dignity of the officers of the Main Internal Affairs Directorate of the Main Internal Affairs Directorate of Moscow, as well as the reputation of the entire law enforcement system of the Russian Federation. Astakhov got into real trouble, he was called in for interrogations. It turned out that for many prototypes, he did not even change the names in the book.

In July, Astakhov gave a thousand interviews in which he announced that he had decided to found the All-Russian public movement "For Putin!" Presidential elections were coming up (as a result of which, as we know, Medvedev became president), but the lawyer Astakhov decided that Putin, regardless of the Constitution, had no right to leave after the expiration of his second term. In 2008, he was appointed to the Public Chamber, and in 2009, President Medvedev took him to the presidential administration - he made him Commissioner for Children's Rights. The previous commissioner, Aleksey Golovan, had to be urgently replaced: they say that the authorities were brought a compromising video, from which it followed that Golovan was interested in children not only in his service, but also, so to speak, in his personal life. Astakhov's candidacy in a time pressure situation was suggested to Medvedev by Surkov.

By the way, in connection with the movement "For Putin!" a lot of people got jealous. Why on earth Astakhov declared himself the main supporter of the GDP? TV presenter Vladimir Solovyov wrote with resentment in his blog: "A year ago I was at a congress of Putin's supporters ... This time such a meeting was also held under the leadership of Pavel Astakhov, though not in Luzhniki. I asked Pasha:" Pasha, I, of course , not proud, but why didn't they call you?" Pasha made a very sad face and said: "You know, I wanted to, but the Kremlin said that it was not necessary." So, it turns out, now it’s not you who decide whether you are a supporter of Putin or no, but it's up to the people in the Kremlin to decide for you. Simultaneously with his appointment to the administration, Pavel Astakhov became one of the 15 members of the public council under the FSB of Russia.

As soon as Pavel Astakhov became commissioner for children, he got off to a strong start. First of all, he expanded the staff of his department. On December 15, 2011, at one of Putin's televised pre-election meetings, Astakhov for the first time announced the need to cancel foreign adoption. And when the Magnitsky Law was passed in the United States, which literally infuriated Putin, it was he, according to numerous testimonies, who came and offered Putin such an "asymmetric answer" as the "Dima Yakovlev Law." Almost everyone in Putin's entourage was against it, all ministries gave a negative opinion (including the Foreign Ministry), but the idea seemed so successful to Putin that he simply did not want to listen to anyone except Astakhov. I will only add that in order to fight against foreign adoptive parents, Mr. Astakhov again needed to expand his apparatus and, of course, increase office space for him. A few months ago, the Izvestia newspaper reported that Mr. Astakhov asked the President of Russia to allocate 395 million rubles for the purchase from an undisclosed private individual for Astakhov himself and his staff of a separate building in the center of Moscow, near Staraya Ploshchad. The mansion requested by Astakhov, built in the 18th century and completely reconstructed in 1998, as Astakhov noted in a letter to the President, "has a presentable and reliable appearance," and the purchase should be made "as soon as possible."

On "Echo of Moscow" Astakhov said: "I want my children to grow up here, so that my grandchildren are Russian and speak Russian." It turns out that not in Russia at all. In Monaco, where he has an apartment of 176 sq.m, registered to his wife.

By the way, with older children there are only troubles. On April 21, 2012, 24-year-old Anton Astakhov, driving his BMW 5-series car on 1st Tverskaya-Yamskaya Street in Moscow, collided with a Toyota car. As the traffic police inspector A. Minaev, who arrived at the scene of the accident, later reported in court, Anton Astakhov “visibly staggered, stammered and spoke incoherently. My favorite teacher at Oxford defended his doctoral thesis three times, he was constantly asked to confirm the conclusions formulated in it with more and more new data ... I have been working in the stock market for a couple of years now. As soon as I turned 18, I went and opened my first depository account. Even when I was at school, I read a book by an Austrian banker, Mr. Myshkin, and I was inspired. I read many other books... I have been trading since I was 18... When I studied in America, I really liked that my university was located right on Walt Street. This is the only university on this famous street. And my friends were all brokers and traders there... I came to help the family. My father is now an official, and we need to make sure that the collegium works successfully ... My girlfriend was Japanese. I met her in England at Oxford. There was a serious relationship, I even went to Japan - met her parents. I lived there for more than a month, I thought, perhaps, to stay. But then I realized that we are very different nations. Different cultures, so it's very hard for us. All these bows when you go to the neighbors are very peculiar rules of decency ... I taught her Russian, and she taught me Japanese. Then, when I moved to London, I decided to take up Japanese again and learned it.

Here is such a talented boy, drunk, rushes around Moscow in his own BMW. Good, talented children were brought up by the commissioner for children. Dad is proud of Artyom: "Our middle son Artyom has recently begun to serve as an altar boy in the church on Sunday services, to help our confessors - Father Sergius and Father Konstantin." - Pavel, Svetlana, now many Russian women give birth abroad. But you didn’t even take your two-month-old son to Moscow for christening. Have you finally decided to stay here, on the Cote d'Azur?

Pavel Astakhov: No, of course not. In general, I don’t leave Moscow, where we now live together with our middle son Artem, for a long time. I just wander almost every weekend here, to the Cote d'Azur, otherwise, I'm afraid, the baby will wean from me ... Recently, I often traveled to international forums in France, and I was somehow introduced to the amazing gynecologist Alain Rebouillat. As soon as Svetlana and I decided on a third child, we turned to him - to be observed. It was then that I was literally amazed at how expectant mothers are treated in France. There, an ultrasound examination is done for about forty minutes, all the baby's organs are carefully examined: its bloodstreams, ventricle, heart, and so on every two weeks until delivery. I remember coming for the first ultrasound. Svetlana looks at the screen and sees nothing from excitement. “Oh,” he says, “where are the fingers and how many of them? Something is not enough.” I reassure: "He clenched his fist." - "Yes? I can't see anything! Let's see the legs." She is my alarmist, "nightmare" until the last day - how many fingers how many eyes, ears. She was worried, suddenly something was wrong, why her tummy was growing slowly, for some reason, for some reason. (Smiling.) When I hear from friends and acquaintances: "Of course, you are rich, you gave birth in France," I chuckle. We really occupied the largest ward in the hospital - three rooms: the parent's bedroom, the children's room and the guest room. But all this, including medical care, cost three times cheaper than in an elite Moscow clinic. And when, on the first evening of our stay, a nurse came to us and asked: "From fish today we have perch, sea bream, sea bass and salmon. What do you choose for dinner?" - my jaw just dropped: wow menu. Immediately after the birth, our friend Tatyana Zingarevich, who became Arseniy's godmother, came to Svetlana with gifts and champagne - after all, visits are completely free. The French were surprised: "Here are Russian women! Just gave birth - and already having fun, drinking champagne." Why not have fun in such conditions? Before us, in the same ward, Angelina Jolie gave birth for the last time. I joked: "The walls should be carefully examined, maybe Brad Pitt signed somewhere?" (Laughs.)

In short, this is how our commissioner for children's rights lives. Lives widely. Having fun and drinking champagne. Torn between Cannes and Moscow, between Moscow and Pittsburgh. But the main thing is not this. The main thing: he does not forget our Russian children. It does not allow them to be killed in America and disassembled for organs in Italy. It's no-no. Children's Ombudsman Pavel Astakhov is resigning after all, a senior Kremlin source told reporters on Saturday. The human rights activist was required to be fired for his careless “How did you swim?” in a conversation with the children who suffered at Syamozero, but similar punctures had happened to him before. Experts admit that Astakhov, apparently, is simply not made for this position. How he got to this post and why he was fired, Lenta.ru figured it out.

In the meantime, a petition for the Ombudsman's resignation continued to gain votes on change.org. The initiators called the reason for it a remark in a conversation with children who survived the storm at Syamozero. Astakhovsky "Well, how did you swim?" in a matter of hours, it turned into a meme and caused a wave of criticism against the Commissioner for Children's Rights.

By Sunday afternoon, when a Kremlin source had already determined the fate of the human rights activist, about 156,000 citizens signed for his resignation.

According to media reports, Astakhov admitted that he "really seriously flew" from the president for a sloppy statement. But the doctors rushed to the rescue, explaining that the unfortunate ombudsman acted in accordance with the recommendations of the psychologist. The human rights activist himself also referred to some special psychological techniques that were supposed to make the conversation with the affected children more relaxed. But this is far from Astakhov's first public blunder. He was immediately reminded of last year's statement in connection with the marriage of a minor in the Caucasus: "There are places where women are already wrinkled at the age of 27 and by our standards they are under 50." Then the Internet buzzed no less, and the official is being dismissed only now. So what happened - an inappropriate phrase against the background of the death of children overflowed the cup of patience, or are there any other reasons for dismissal?

In a Tom Ford suit, with a touch of cynicism

“It is unlikely that he quarreled with someone,” says political analyst Yevgeny Minchenko. “I think that Astakhov ended up in this position quite by accident: there was a well-known media figure, with high recognition, he speaks smartly, and besides, he is a lawyer.” But according to the expert, now it turned out that the children's human rights activist "does not fulfill his main function." “Given the abundance of claims against him, he still did not join this role, did not grow together with it,” Minchenko believes.

In Astakhov's biography, nothing really speaks in favor of the fact that the protection of the family and childhood was his vocation. Maternal grandfather worked in the state security agencies, the human rights activist himself graduated from the Higher School of the KGB in 1991. A decade later, he studied at the University of Pittsburgh in the USA.

And yet, for the random appointment of Astakhov at the end of 2009, the place was vacated under rather mysterious circumstances. The previous Ombudsman Aleksey Golovan, according to official information, resigned of his own free will, but his colleagues were perplexed. “I can’t even imagine what made him write such a statement,” Ella Pamfilova, at that time the head of the Presidential Council for the Promotion of the Development of Civil Society Institutions and Human Rights, was surprised. At the same time, a Kommersant source in the presidential administration emphasized that the protection of children is a priority for the president, and “in this sense, Golovan was very consistent with the tasks set.”

Unlike Golovan, who came to the post of federal "children's" ombudsman from a similar post in Moscow and is known mainly in the professional environment, Astakhov became a real guest star in the ombudsman's office. Since 2004, he has hosted the nation's first court show, The Hour of Judgment, and several other television and radio programs. In addition, the media human rights activist published books on quite pressing legal issues: “How to get an inheritance” or “Consumer rights. Legal assistance from the pinnacle of lawyer professionalism. There is also fiction in the asset - the books "Mayor", "Producer" and the novel "Raider", which was even made into a movie.

In the professional world, however, lawyer Astakhov is known for other merits. He defended, for example, the leadership of the Vlastilina financial pyramid and the American Edmond Pope accused of spying for the United States, and participated in the case of the head of the Media-Most holding, Vladimir Gusinsky.

“There are two types of lawyers in American films. One is a buff-lined, well-groomed lawyer in a Tom Ford suit, with a touch of cynicism. The other is drunk, wrinkled, compassionate. Astakhov is the first type, - Evgeny Minchenko, the president of the communication holding Minchenko Consulting, outlines the main problem of the now almost former children's ombudsman. “Astakhov still did not have an image match for this position.”


Look at the problem differently

Actually, the position of the Ombudsman for Children was formed “from below”, starting from the regional level. In 1998, the position was established in the Kaluga, Volgograd, Novgorod regions, as well as in St. Petersburg and Yekaterinburg: this happened as part of a pilot project of the Ministry of Social Development and the UNICEF Children's Fund. Gradually, new subjects were connected, and in September 2009 the position was brought to the federal level by a corresponding presidential decree.

Some sources explained Astakhov's appointment by rather close relations with the entourage of the current Prime Minister Dmitry Medvedev; subsequently, the ombudsman at least attended the events of the foundation, working under the patronage of the wife of the prime minister. But Minchenko does not agree: in his opinion, explaining the subsequent resignation by the weakening of this or that clan is too complicated and a stretched version. On the one hand, Astakhov has a really good relationship with lawyer Mikhail Barshchevsky, who is considered "a representative of the Medvedev group." On the other hand, the clan affiliation of a person in the current system is rapidly changing. Replacing Golovan, who had worked in office for only a few months, Astakhov promised not to make any revolutions. The lack of an appropriate background did not bother the human rights activist. “My predecessor is a professional with extensive experience in protecting the rights of the child. I didn’t work with children, although I was engaged in family law for sixteen years, so I look at the problem from a slightly different position, ”he told Rossiyskaya Gazeta.

According to Astakhov, it was "important for him to work with performers", for example, law enforcement agencies, who also have to protect the rights of children, but do not want to "deal with other people's family squabbles." Almost a year and a half after taking office, Astakhov presented the president with a report on the observance of the rights and interests of children in Russia. The document consisted of three volumes, one of which was in the format of a photo album. Colleagues of the human rights activist complained that the text of the report was not available to a wide audience.

Although this did not mean that the public was not familiar with Astakhov's activities. He published some of his statements on Instagram, for example, he offered to protect children from destructive information.

From time to time, he deviated a little from the sponsored topic, going into socio-economic issues. In particular, he called for distributing unclaimed products to the poor instead of destroying them.

However, according to a presidential decree, the ombudsman's duties look somewhat different and lie far beyond the media field. First of all, the commissioner is focused on working with state structures whose activities affect the interests and rights of children.

The decree states that the ombudsman has the right to request information from the federal government, independently or together with relevant structures, check the work of government agencies and officials, and also send them recommendations on restoring the violated rights of a child.

Just dangle on the Cote d'Azur

In the human rights community, they rarely commented on the essence of Astakhov's work, and even more so its compliance with official tasks. But on the other hand, colleagues had claims of an image character. Thus, Seyran Davtyan, a member of the European Ombudsman Institute, criticized the tone of the materials posted on the Ombudsman's website in one of his publications. “Pavel Astakhov rated the region “good with a minus,” Davtyan quoted an April 2011 post on the website regarding the commissioner’s visit to the Pskov region.

“I don’t know what the style of correspondence looks like between the Commissioner for Children’s Rights under the President and the Commissioner for Children’s Rights in the regions, but the style of messages posted on the information website of the Presidential Ombudsman testifies to the feeling of superiority of the Ombudsman P. Astakhov over his colleagues,” Davtyan wrote .

Astakhov's attributes of "stardom" were really visible. The 7 Days magazine devoted detailed photo reports to his family. Astakhov complained that “in general, from Moscow”, where they live with their middle son, he does not leave for a long time. “I just dangle almost every weekend here, on the Cote d'Azur, otherwise, I'm afraid, the kid will wean me,” he shared with the magazine. And about the birth of his wife in France, he said that “we really occupied the largest ward in the hospital,” where Angelina Jolie had previously given birth.

“He is a wealthy man, in the past a lawyer, and this personal well-being is directly read in his eyes, in his statements and actions,” political scientist Dmitry Orlov admitted Astakhov’s image features in a conversation with Lenta.ru.

Yevgeny Minchenko notes that Astakhov was kept in this position “for quite a long time”, although there was clearly something to improve in his work. According to the expert, the image component should be taken into account during the next appointment. “Some compassionate middle-aged woman, such as Liza Glinka, for example, would come here,” says Minchenko. “Or you can clone Pamfilova here.”

Instead of Pamfilova, however, Senator Elena Mizulina has already been proposed: according to Irina Chirkova, a member of the Duma Committee on Family, Women and Children, a woman must certainly be the children's ombudsman, and Mizulina can appeal to both the ruling party in parliament and executive structures.

Astakhov has no future political career yet, Minchenko is sure. The human rights activist did not make it to the party lists in the elections to the State Duma in time, and in single-mandate constituencies, where one has to meet face to face with the voter, he has little chance. But the political scientist is not worried about the fate of the lawyer: “He is a rich man. It won't disappear."

The dizzying career of Pavel Astakhov sometimes surprises not only those around him, but also the lawyer himself. However, there is no reason to be surprised. Indeed, all his conscious life, Pavel Alekseevich stubbornly strives for excellence in everything - in the lawyer's business, in the political and public field. And, as you know, excellent performance of their duties is the first step to success.

Ancestors of the future lawyer

Perhaps Pavel Alekseevich Astakhov would not have chosen the path of a human rights activist if it were not for his genes.
