On November 10, the State Control Department (GKU) "Organizer of Transportation" began a mass check of the health status of drivers and the qualifications of medical staff of all city commercial carriers in the capital, which will last until November 23. As Izvestia was told in the press service of the department, this is not connected with the recent severe accident that caused casualties - such a check was planned for a long time. Moreover, such checks will become permanent.

Recall that on the evening of November 2, on Krasnodarskaya Street in Moscow, a taxi driver drove into the oncoming lane, and then knocked down a group of people waiting for the arrival of public transport. As a result of the incident, a pregnant woman died, four other people were injured. The driver has been arrested. He claims that he felt very unwell that day and lost consciousness while driving. GKU "Organizer of Transportation" will apply to the prosecutor's office with a request for an extraordinary inspection of the carrier "Transavtoliz", where the driver worked.

Maxim Danilin, project manager at the Movement Without Danger expert center, noted in a conversation with Izvestia that although in January-August 2016 there was a decrease in the number of victims in road accidents involving passenger transport throughout the country, the number of victims in such accidents is increasing.

So, if for the same period last year 223 people died in accidents involving buses in Russia, then this year the number of deaths decreased to 149. In eight months of 2016, compared to the same period last year, the number of accidents increased from 3125 to the number of victims in the country - from 4949 to 5053.

According to Maxim Danilin, it is necessary to intensify work to improve the level of security. Studying this problem, the experts of the "Movement without danger" came to the conclusion that over the past two years, the proportion of "individuals - legal entities" among the owners of passenger transport has changed significantly.

So, if the number of owners - legal entities remained virtually at the same level as in 2014, then the share of private owners increased significantly and reached half of the total number. This has a direct impact on the number of accidents - the number of accidents has increased mainly due to buses owned by individuals.

Maxim Danilin believes that a large number of accidents with vehicles owned by private owners are due to the lack of a pre-trip medical examination and technical inspection, work regime control, driver rest and savings on consumables.

He is sure that “first of all, it is necessary to legally equalize the duties related to road safety among the owners of passenger vehicles. Otherwise, the number of accidents involving private buses will increase.”

The State Public Institution Organizer of Transportation told Izvestiya that this problem practically does not affect Moscow, especially after the transport reform and the cancellation of most route taxis.

According to Yulianna Ramazanova, a representative of the department, such problems in Moscow can only concern intercity transportation, which are not under the control of city services. In particular, she gave the example of two accidents on the Moscow-Yerevan flight, which resulted in deaths and injuries.

Maxim Danilin agrees with this. As he told Izvestiya, “the trends in Moscow are positive. Less than 10% of traffic accidents occur in the capital through the fault of drivers of buses, trolleybuses and trams of the State Unitary Enterprise. This is the lowest figure in the last 12 years. Such results were achieved, in particular, due to the removal of low-quality carriers from the market (minibuses in the first place), joint work with drivers and the traffic police, and in 2015 Mosgortrans launched a traffic safety service that controls the operation of urban transport on lines, and control "accident - no!".

But if we talk about Russia as a whole, then here the situation is completely different. And the reason, according to Maxim Danilin, is that at the moment there are no uniform requirements for the skills of drivers of passenger transport at the legislative level. The order of the Ministry of Transport No. 287 dated September 28, 2015 “On approval of professional and qualification requirements for employees of legal entities and individual entrepreneurs engaged in transportation by road and urban surface electric transport” does not contain specific requirements for the skills and qualifications of the driver.

To be hired as a bus driver, it is enough to present a driver's license with an open category D, as well as a medical certificate. At the enterprise, the driver must undergo instruction and training, which is carried out within the company without the presence of independent experts. Also, confirmation of qualification remains at the discretion of the head of the company and is carried out by the company's employees without the involvement of third-party organizations. Nobody controls the quality of these events.

In addition, there are no uniform requirements for the process of conducting pre-trip briefings. At the same time, the employee conducting the briefings, according to the traffic rules, does not bear administrative responsibility for the quality and information content of the classes.
