What scholarship in institutes. Rules for the appointment of an academic scholarship

The scholarship for students in 2017 is issued to all students of higher educational institutions of the Russian Federation. This year, there was an acute question of whether student payments would be increased. Annually, funding is calculated for students, they change depending on what needs the population has for the current year. In 2017, an increase in the scholarship is also expected.

As the latest official information shows, this year these payments increase by 5.9%, in the future - by 4.8%, and in two years - 4.5%, which means that over the course of three years there will be an increase due to indexation, that will not worsen the situation of the people.

Based on the percentages presented above, the minimum rate for students in Russian higher educational institutions is calculated as follows: at the moment - 1419 rubles, next year - 1487 rubles, and in two years - 1554 rubles.

Innovations in 2017

As the practice of other countries shows, this is state funding. In addition to basic payments, which do not always fully satisfy all the needs of young people, there is an opportunity to receive additional incentives for active participation in the life of the university.

Last year, the State Duma introduced a bill, with the help of which deputies plan to equalize the minimum amount of funding for students according to the minimum wage, while the minimum wage rate for the beginning of summer is planned to be increased to 7,800 rubles. After the adoption of the bill, students will increase living expenses in relation to scholarships.

Varieties

In the Russian Federation, more than one scholarship is currently being paid, there are four types of public funding in total, which differ in rate, payment scheme:

  • State academic payments;
  • Academic bonuses.
  • Social assistance to the poor;
  • Rewards and bonuses for certain types.

State Academic Scholarship

To receive this type of scholarship, it is necessary to receive positive marks (if there are no negative marks in the record book, the student will receive more) and participate in holidays, performances and activities of the institution.

To date, in 2017, the minimum amount of these payments is 1,340 rubles for those who receive higher education and 487 rubles if a person receives a specialized secondary education. You can get a maximum of 6 thousand rubles together with all allowances. If a person studies in graduate school, he receives 2600 rubles, doctoral studies - up to 10 thousand rubles.

The management of the educational institution issues increased payments only to excellent students who participate in the active life of the university. The amount of these payments is determined by the institution depending on many criteria. At the moment, payments are 5 - 7 thousand rubles for an ordinary student, 11 - 14 thousand for a graduate student.

There is a separate type of payment -. The scholarship is received by students from large families, with disabilities, without the care of their father and mother, who suffered in the aftermath of the fight against the Chernobyl accident, participating in hostilities.

  • students from large families;
  • with a disability;
  • who suffered in the aftermath of the fight against the Chernobyl accident;
  • participating in hostilities.
A person can independently apply to the administration for help if his family does not receive income above the minimum, this is considered low-income. This documentation is updated every year.

The social scholarship is terminated in accruals if the person does not pass the session, fails the exams, with unsatisfactory grades, if it is not lower than three, social payments do not change. In addition to social benefits, it is possible to receive other scholarships in parallel, this also does not affect the total amount.

Incentives

The President's Scholarship is granted only to those students who have chosen a specialty that is considered favorable for the economic condition of the state. Postgraduate students who study in the country can receive no more than three hundred scholarships. Each year, these accruals are made for up to three years.

Students who achieve merit during their studies qualify for the accrual of Presidential funding. The receipt of these payments goes through the development of student development plans, from which the Russian Federation benefits.

The main requirements for the accrual of presidential funding are:

  • full-time education;
  • for the whole year, 50% of the grades in the gradebook must be above 4;
  • receiving awards and accolades in scientific activities that help the development of the economy and science;
  • intellectual property that benefits the scientific activities of the state.

A student who receives presidential funding can, with the help of a university, study in some European countries. Those who study at an accredited state educational institution have the opportunity to receive government payments.

To this end, the pedagogical council of the university or college nominates among the available candidates (with a full-time department on a budgetary basis) who are in the 2nd year (if it is a higher education institution) and the 3rd year (if it is a university). From graduate school, a person is admitted to candidacy from the 2nd year.

7. Social payments

Social payments are assigned without competition to students who meet the stated requirements and study full-time at the budget department. These payments include:

  • state social scholarship. It does not depend on academic performance and is at least 2227 rubles per month. It can be received by students of budget departments of full-time education, permanently registered in Moscow, if they received social assistance during the year before applying for a scholarship. You can read more about who can receive a social scholarship and how to apply for it in the instructions;
  • increased state social scholarship. It can be issued by students of the 1st and 2nd courses who study well and excellently and fulfill at least one of two conditions: they are entitled to a regular social scholarship or have not reached the age of 20 and have only one parent - a disabled person of group I. Taking into account the increased social scholarship, a student cannot receive less than the subsistence minimum established in Russia as a whole for the fourth quarter of the year preceding the year when the university scholarship fund was formed;
  • help for student families. If both parents (or a single parent) are full-time students, and the child is less than three years old, in addition to basic payments at the birth of a child, they can apply.
  • one-time financial assistance. The university itself determines which categories of students and in what amount to provide material assistance. As a general rule, the university allocates up to 25% of the funds that it plans to spend this year on student payments (scholarship fund) for material assistance. Most often, students who have a child, who need expensive treatment, or who have lost their parents, can count on material assistance. You can check with your university about the grounds for receiving financial assistance.

Where you can filter them by the size of the discount and the products or services they offer.

Some stores and businesses give a discount on a student card, not on a Muscovite card, and are not marked on the interactive map, so just in case, before paying, check if you can get a discount as a student. You can read more about how to pay for purchases and receive discounts on a Muscovite card in.

Information that the size is significantly inferior to the standards adopted in Europe cannot be considered a secret, and in the conditions of the crisis, this “discrepancy” became even more noticeable. It is not surprising that the question ofin 2016-2017, today is considered especially relevant among Russians.

The issue of scholarships should be given special attention, because in modern times it is incredibly important, not only for students, but for the country as a whole. The lack of financial support from the state forces university students to look for a part-time job, which usually takes up all the free time of a person, as a result of which academic performance is rapidly falling, and instead of “excellent” marks, “satisfactory” marks appear in the curriculum (and this is at best) . Such a development of events does not benefit either the student, who spends a lot of energy on education and work, but also the state, which is interested in obtaining qualified personnel aimed at the further development of the state. Consequently, material payments in the lives of students play a particularly important role, therefore, their size should be increased, and the authorities have recently set themselves a similar task.

Scholarship payments - types and features

Before talking aboutwhat will be the scholarship for students in 2017, it is worth paying attention to the fact that material assistance for students is divided into several types, respectively, they distinguish:

  • state (social) payments;
  • academic scholarships;
  • nominal;
  • presidential and

Social scholarship is considered one of the most popular in modern times, and this despite the fact that the student's performance does not affect its receipt. It was designed specifically for people in need (orphans, members of large families or the disabled), and today its amount does not exceed 2,000 rubles a month (students of colleges and lyceums can only count on about 750 rubles). This fact once again suggests that there should be an increase scholarship for students since 2017, living wage,after all, today it has a higher size.

Academic benefits are paid to students who receive education on a budgetary basis, but they are influenced by the student's level of achievement. The university management reviews them once a semester, and if the student received poor grades, then financial assistance from the state is temporarily suspended (the student can correct the situation during the next semester). The payout is approx. 1500 rubles at the university, and about 500 rubles in colleges or lyceums. And it should be said separately that graduate students and doctors who, in fact, are also students (they just also have the opportunity to teach) and are making progress in their studies, can receive material assistance in the amount of 6-10 thousand rubles (but they must write scientific papers, which can be selected from a list developed by specialists from the Ministry of Education).

It is impossible not to mention nominal scholarship payments that people who have made significant progress in their studies and who have received documents that damage this fact (diplomas, certificates) can count on. Presidential scholarships are also hallmarks for students, only, as you can see from the name, the president is responsible for their appointment, and by analogy with them, they are appointed, the amount of which varies from 2 to 5 thousand rubles.

Will there be a raise?

The good news is thatthe size of the scholarship for students 2016-2017 in the Russian Federation will definitely increase, but not 20% (as previously planned), but only on the rate of inflation, after all, although the members of the government thought about this issue. They could not find the money to hold such an event in the budget. It is worth saying that local authorities have the opportunity to increase scholarship payments to students at their discretion (they will be able to allocate funds for this from the local budget). However, if this happens, then, most likely, only social scholarship for students 2017, because it is intended for the most needy segments of the population (although there is no talk of equalizing its size with the subsistence level yet).

The maximum amount of scholarship payments will be no more than 10 000 rubles, but not all students will be able to receive this money, and the authorities are not yet able to increase their size, because the country is going through hard times and you just need to put up with it.

Scholarship is the main source of income for a student ,who went to study in order to master the profession, and not just get a diploma while working in parallel. Polish students receive about $600 and American students about $2,000 a month, and these figures should give the authorities reason to think about how students who receive 2,000-3,000 rubles can live and study normally without wasting energy on additional searches for an alternative. source of income.

Scholarship- regular financial assistance provided by tuition fees, and sometimes by the issuance of a monthly allowance, to students, as a rule, of secondary specialized and higher educational institutions, as well as graduate and doctoral students. The scholarship is available only to full-time students. Payments can be either monthly or lump sum.

State social scholarship. The main difference between a social scholarship and others is that it does not depend on the success and academic performance of the student. Issued to those in need (orphans and children left without parental care; disabled people of groups I and II, etc.). The amount of the social scholarship from 2010 rubles. in universities and from 730 rubles in institutions of secondary vocational education. Read more in the article Social Scholarships.

Types and amount of scholarships for students in Russia

A student of a state educational institution of higher and secondary education can also count on receiving government scholarship. To do this, the teacher's council of the institution must nominate several candidates (full-time department, budgetary basis) who are studying in the 2nd year (for a vocational school) and the 3rd year (for a university). A postgraduate student can be admitted to the competition not earlier than from the 2nd year.

The Ministry of Education last year raised the issue of increasing scholarships for all students studying in educational institutions of the Russian Federation. During the debates, representatives of the Ministry of Education of Russia planned to increase student payments in 2019 by 4.0% which will remain in effect until the end of 2019.

The President of the Russian Federation obliged universities to pay scholarships to all first-year students

Russian President Dmitry Medvedev signed the Federal Law "On Amendments to Certain Legislative Acts of the Russian Federation Concerning the Payment of Scholarships and the Organization of the Educational Process in Educational Institutions," the Kremlin's press service reports.

Currently, in accordance with the Regulations on the Scholarship Fund, scholarships are paid to students who study at "4" and "5". The results of the session are the basis for determining progress. In this regard, universities often begin to pay scholarships only after the first session. The new version of the law establishes that scholarships are paid to all first-year full-time students from the beginning of the academic year.

From September 1, the most talented first-year students of BelSU will be paid a rector's scholarship

From today, BelSU has started accepting documents for full-time education. According to the rector, in 2013, as before, the university will fight to attract the most talented youth of the Belgorod region and Russia. To this end, the leadership of the educational institution has taken a number of measures that should play an important role in increasing the competitiveness of the National Research University.

“In addition, today we are thinking about how to reduce the cost of education for paying students who have completed the first year with good and excellent marks,” said O. Polukhin. - Today, such students can transfer to the budget, but only if there are free budget places. There are not many such opportunities, therefore, as an incentive for good studies, we propose to take such measures. We will reduce the cost of education by up to 50%.

First-year students will receive scholarships from September

According to him, the regulation on the scholarship fund currently does not provide for the payment of scholarships until the results of the first examination session are received. “In our country, there are about 500,000 first-year students who enroll in state-funded places in universities. And they are left without a livelihood for half a year,” Balykh stressed. - It is fundamentally wrong when the scholarship is paid to the guys only at the end of the winter session. It is necessary that they receive it immediately after enrolling in a university.”

The State Duma adopted in the third reading a law that obliges universities to pay scholarships to first-year students from September 1, and not after passing the winter session, as is practiced at many universities. This was announced by the head of the Duma Committee on Education Grigory Balykh.

When are scholarships paid to undergraduates?

The State Duma today adopted in the first reading a bill obliging universities to pay scholarships to full-time students after the order is issued on their enrollment in the first semester. The authors of the document were Vice Speaker of the State Duma Svetlana Zhurova, head of the House Committee on Education Grigory Balykhin and a number of other deputies.

The explanatory documents say that at the moment the law does not establish any criteria for awarding scholarships and does not oblige to pay scholarships before the results of the first examination session are received. In addition, the current by-laws indicate that scholarships “may be awarded” only on the basis of the results of the examination session. According to the authors of the draft law, these norms do not allow full-time students to receive scholarships for 4 months of the first year of study.

Bashkir State University will pay increased scholarships to first-year students with high USE scores

As the press center of Bashkir State University clarified, students of the head university of full-time budgetary education of all faculties (except for the Institute of Law, the Federal State Fund for the Humanities and the Faculty of Psychology) with a total score of 230 points and above will receive a scholarship of five thousand rubles. In the direction of "Philology (profile foreign philology (Bashkir language and literature, foreign language))" to receive this scholarship, you must score 300 points in four exams.

From three to five thousand rubles a month will be received by first-year students of the Bashkir State University with high USE scores in the first semester of their first academic year. This is stated in the order of the rector of BashSU Nikolai Morozkin. For the third year in a row, the university pays increased scholarships to first-year students who most successfully coped with the Unified State Examination and entrance tests.

Should students be paid scholarships?

The size of the social scholarship now is not less than 1650 rubles. Academic scholarship, as a rule, not less than 1200 rubles. Previously, the maximum amount of a social scholarship was no more than 15,000 rubles, and an academic scholarship no more than 6,000 rubles. Now the maximum size under the new legislation is not limited. How much and to whom to give is decided by the university itself. You can give all students one thousand, or you can only give excellent students who will receive, say, 15 thousand. And, according to some rectors, they have students who receive a scholarship of 20,000 rubles.

Scholarships in Russia are received by 1.7 million people. The total amount of payments amounted to 50 billion rubles. A lot of money. The debate about whether or not to pay students a scholarship has been going on for a long time. If earlier it was possible to live for a month on 40 rubles of scholarship, although quite modestly, now 1200 rubles will not be enough even for three days. Opponents of scholarships have a serious argument - a scholarship should not be an incentive to study, and students abroad do not receive scholarships for their studies. Encouragement there goes in a different way - the most talented can be paid for their studies. And yet, Russian society is not ready to refuse scholarships, and the budget does not allow increasing the size of scholarships for all students.

First-year students will be paid from September 1

Grigory Balykhin, head of the Duma Committee on Education, noted: “We have about 500,000 first-year students in our country who enter state-funded places in universities.” “And they are left without a livelihood for half a year,” he stressed. Balykhin recalled that university students who study without triples receive a scholarship in the amount of 1.1 thousand rubles.

The parliamentarian noted that the regulation on the scholarship fund currently does not provide for the payment of scholarships until the results of the first examination session are received. “It is fundamentally wrong when the scholarship is paid to the guys only at the end of the winter session. It is necessary that they receive it immediately after enrolling in a university,” the deputy added.

Scholarships in colleges and technical schools

  1. Social. Its size in college can be 730 rubles. It is supposed even for C students, if they do not have "tails" in the session. It is mandatory assigned to all students with the status of:
  • orphans;
  • deprived of a guardian;
  • affected by radiation;
  • combat veterans;
  • disabled people of 1-2 groups.

Today it is customary to scold students for not being very interested in cultural activities and art. It is hardly reasonable to complain about the youth. When you take into account how much a college scholarship is, it becomes clear why college students are not up to theaters.
