The Del family case: the most important issues in the history of the removal of children. Nancy Thomas Methods

It is very difficult for me now to assess and analyze the situation, I am worried and worried about my children, who were taken away from us. It seems to me that I am going crazy from the horror and improbability of what is happening. It seems that this is not my life, but some kind of fantastic dystopia. Thanks to friends, family and acquaintances for their support and offers of help. It was really scary without you. I was promised to give the children back and asked not to take any action. For the sake of the children, for the sake of their speedy return to the family, I was silent. But the children are still not at home. And I want to publicly declare.

1. I did not beat our children, including Seryozha. My husband did not beat our children, including Seryozha. He talked, inspired, explained, scolded - yes. But he didn't. We didn't beat our children. Now the question is, let's say my husband beat his son to hematomas. Why would I, a foster mother, take such risks and send my beaten son to the garden? By the way, there was information that another child, who did not go to the kindergarten that day, was also beaten, but guardianship officers did not find any bruises on him.

2. My husband left on the day of the events to St. Petersburg for the funeral, it was a planned trip - his mother died. When he left, this horror had not yet begun, we believed that everything would now be clarified and the children would be returned to us.

3. Everyone asks us, who did we cross the road to? I don't know, I can only guess. But for the last week, the teacher daily, convincingly and purposefully complained about Seryozha: she behaves badly, fights, offends others. Yes, Serezha is a very difficult child. But adopted children are rarely simple, and who of the established adoptive mothers will argue with me?

4. During these days, the diagnoses of our children and the secret of the adoption of some of them were disclosed.. Guardianship employees give comments in which the diagnoses of children are clearly heard, diagnoses, I note, to which society is treated strictly negatively. And our children now have to live with it. There is no way to erase this information from the Internet. Who exactly, what experts and journalists will be responsible for what is written?

5. Wild articles with wild headlines appear in the media.. In the comments, people talk about how we could infect our children in a foster family and consider our “income”. The persecution of our family has begun, but we are adults, we will survive, it is terrible that our children suffer. Children, each of whom has already experienced the loss of a blood family and received accompanying injuries.

6. Now about bruises. A number of media writes about hematomas and some scratches on the neck. They showed me a photo on the phone in custody, they said that dad beat him with a belt. I saw, attention, the most common bruises on the pope and elbow. Which the child could get in the garden. I asked a question in guardianship, was he also beaten on the elbow with a belt? In a few days these bruises will pass, and to defend your position, I'm sure you can write anything you like. You can even beat the child so that the necessary hematomas appear not only on paper, but also on the body. Why not? After what happened, I admit this.

7. Resume.Ten children, adopted and adopted, were taken from our family without documents, based on two bruises and the words of a six-year-old adopted child with mental retardation and attachment disorder (specialists know what RAD is). I believe that everything will turn out as a result, the nightmare will end, and our children will return home, this hell will end. But how are we going to live now?

Particular attention is riveted to the Zelenograd court, where sooner or later the fate of a large family, from which 10 foster children were seized at once, must be decided. Some, however, have already returned. But not everyone. The main question is: where did the bruises come from and were there any cases of force being used in the family? Previously, a special meeting was even convened on this subject with the participation of the Commissioner for Children's Rights. Psychologists worked with the children themselves.

Still only a pre-trial meeting, but already a stir. On February 1, in the Zelenogradsky District Court, they were waiting for Svetlana Del, a mother from whom eight foster children were taken away by the guardianship authorities. The reason is that the teacher found traces of beatings in one child. One lawyer came to court.

“She found two bruises, and suddenly, immediately, without any proceedings, without questions from parents, without checks, brutal actions were taken in a civilized way to remove the children,” says Ivan Pavlov, a lawyer for the Del family.

The defense of Svetlana Del believes that the children should be given away before the end of the proceedings. The opinion of representatives of guardianship is unequivocal: the kids in the family have nothing to do. And it's not just bruises: one unscheduled check, inspection of the apartment, and here are the data:

“The girl who was standing in the corner when they approached her said: I feel bad here, please take me away from here,” said Anna Matveeva, senior inspector of the juvenile department of the Internal Affairs Directorate of Staroe Kryukovo and Silino of the Zelenograd administrative district of Moscow.

Svetlana Del does not communicate with the press. He does not comment on the situation. On the social network, he simply asks: return the children. Mom 16 times, partly adopted, coach of the school of foster parents. This is how Svetlana Del introduces herself here. Her page is open, the number of subscribers has exceeded 20 thousand. There is a story under every photo. Here, for example, she tells how she taught her daughter with cerebral palsy to walk independently. Didn't pick up again.

“Then I realized that she had everything - you’ll regret it a little, rollback. Everything is overcoming. Otherwise, he won't walk or talk. You have to be a tough mom, but it's hard, ”she says on her Instagram.

But this, of course, is not at all the cruelty due to which the children were taken away. Really frightening things brothers and sisters said about dad.

“I asked: “Seryozha, what happened to you?” He said: "My father beat me in the evening." There was a blue bottom, just a big hematoma on the bottom on the right side. And then he turned to his right side, and he also had such a large hematoma on his thigh, ”said Galina Golubkova, teacher-psychologist of the preschool department of gymnasium No. 1528.

Now these boys and girls are under the supervision of psychologists, four independent groups of specialists. Children are complex. Svetlana and Mikhail Del took care of the disabled. Not only cerebral palsy. Down syndrome, HIV. It has long been known that such a family needs air.

That is why the situation is not easy, says Arina Sharapova, a member of the Public Chamber of the Russian Federation. She personally communicated with the children who were taken away, hoping to hear that they wanted to go home.

“The kid himself, sitting in my arms, told me how his father beat him. Not only him, but everyone else. Apparently, it was a strict discipline, in principle, it is not forbidden. But here, apparently, she was already overdoing it, you understand, she went over the edge. That is, when the children just wanted to take a piece of bread, they were not allowed - and the children stole bread, the children were malnourished,” said Arina Sharapova, a member of the Public Chamber of Moscow.

At the same time, the family definitely did not have financial problems. They were supposed to receive almost all medicines free of charge. The total amount of benefits for those who were in the family under guardianship is almost 700 thousand rubles a month.

“There, two girls went to a private school, once every six months, in my opinion, there is some kind of interactive training, there were checks for the Globus school, there were no other checks, so make sure they were really spent on food, for clothes, it is not possible with us, ”said Galina Stenina, deputy head of the department of the Staroe Kryukovo and Silino districts of the Zelenograd administrative district of Moscow.

Photos on the Internet as a possible argument: the money was spent on the needs of children. Rest abroad, additional classes and sections. Good quality beautiful clothes. But in real life, things were different. In any case, this is the opinion of parents who met children every day in the corridors of the kindergarten.

“In the photographs, the children are dressed up, that is, they are wearing some kind of overalls. Serezha has never been brought in this jumpsuit, which is in the photo on Instagram. The shoes are short, winter is in the yard, the pants are so short,” Lyudmila, a member of the parent committee of the kindergarten, worries.

True, the Del family has a lot of defenders. Parents staged a flash mob on the network: they laid out the bruises of their children, they say, anything happens to children, maybe he fell. And friends of Svetlana and Mikhail Del consider the family exemplary.

“Mikhail treats Sveta and children very well, that is, this is the standard of a family, you look at them and understand: these people love each other and love their children,” says Svetlana Del’s friend, mother of many children Maria Ermel.

This story conditionally divided the parents of not only Moscow, but the whole country into two camps. Some say that the law has been violated, and children should not be taken away from the family so abruptly. Others remind: there is no smoke without fire, the children themselves told psychologists about the beatings, which means that it is dangerous for them to stay in this family.

Whether the actions of guardianship are lawful will be decided by the Zelenogradsky District Court. The first hearing in the Del family case is set for February 8.

Svetlana. These are the children whose fate we must now pray for - they were selected from the Del foster family and again plunged into the abyss of the orphan system. I can’t accept the thought that like that, indiscriminately, they were all taken away as things and doomed to ... no, it’s better not to think

"Meet our Katya. Perhaps my most difficult child. Although in this nomination Rita is now successfully stepping on her heels. :-)

Katya is originally a house child. There were three children in their family, in addition to Katyusha, there was also an older brother and a little sister. Lived - did not grieve. They drank, probably not without it. But they were not registered in custody, the neighbors did not complain. At the age of three months, my sister died .... She suffocated while her parents noted something there. After that, the parents finally set off in all serious ways.

Katya was taken by her grandmother. And again, everything was fine with the girl. And then my grandmother remembered that Katya should have been tested, since her mother (and grandmother's daughter, respectively) had a couple of unpopular diagnoses. They went to take tests (a year and a half later than expected), and take one diagnosis and confirm it ....

The next morning, her grandmother took Katya to an orphanage. Why does she have a sick child? She actually just got married and was pregnant. Grandma at that time was 38 years old, if anything. I don’t know how she explained all this to Katerina, but Katya was waiting for them to return for her.

The shelter is temporary, it's not forever .... And some children were taken back ... But not Katya :-(

About a year later, we took her into the family. Such a good girl, developed according to her age. Polina will have a sister-girlfriend.

Yep, shaaaaa.

The first year in the family, Katrin burned so that my hair really stood on end. The psychologist had a version that she took revenge on me for taking away my image from my grandmother - the image of the new mother was superimposed on the image of the blood mother. So I got it for myself and for that guy, as they say ...

Shortly after arriving home, I went to the store with the girls Katya and Polya.

Since Katya was "new", I was afraid that she would get lost and held her hand tightly.

Attention, this is important! I constantly held her hand in mine, and with the other hand I rolled the cart and put food there.

We have almost reached the cash registers and then Polina says: “Mom, Katya has hairpins and toys in her shorts and tights ..” I really broke into a cold sweat. She really had stolen things hidden everywhere. And she didn’t just put them in such a way that the cameras didn’t pick up and I didn’t see. She took off her guard! With one hand! Sonya's golden pen just nervously smokes on the sidelines. For her there are no locked doors and closed locks. I don't know where she got these skills. I can guess, but that's just my speculation...

She is also very sensitive to emotions and intellectually above average. Eh, these brains would be in a peaceful direction! Actually, she doesn’t need to steal, she is a super-manipulator, people take everything off themselves and give it away :-) I only spoil raspberries. She also cut books. In small spaghetti, so as not to stick together.

These books are a different story. I had a whole library brought from England. I studied there in my youth and for every free ruble, or rather a pound, I bought books. I collected a large library ... Then I took them out in two stages, because I took away only a small one on the plane. In general, it was these books that Katerina destroyed. From each - the first third, in order to do more. And she didn’t know how to read, but she unmistakably chose English books !!

Wow, how upset I was .... Well, what else to tell or enough horror stories? :-)

Honestly, there were thoughts more than once why I took it. Why did I open the PR page and read the pink PR text. Why rushed with a baby in her arms to the city of Vyborg. Fool, che :-) Sometimes (very, very rarely) I close my eyes and imagine our family without ..... Without difficult children. But what to do then. Life is generally not a walk across a field of daisies. Return - no. I can not. She will not be well in dd. It was good at the hostel. In the baby group and temporarily. In dd they will beat her hard and ... I won’t write what they will do, but she won’t survive there for sure. I can't give a child to certain death...

We live on. I protect from society as much as possible, everywhere with me. Now everything is fine at home. He doesn’t tear books, he doesn’t poop (sorry) in flower pots, etc. I don’t dare to give it to school yet, I will study at home with a tutor, I really hope that after graduating from elementary school I will be able to go to a public school like all children.

How did your husband react? Wasn't happy, of course. But the main blow was not on him, since by the time he arrived from work, all the consequences had already usually been eliminated. Their relationship is good, since Katya always treated her dad with respect :-) She never spoiled his things, etc. At one time she even tried to push us, but this number does not work in our family.

After some time, quite a long time, a tempting idea came to my mind to give Katyusha to the garden. Our garden was wonderful, my three children had already gone there by that time. I'm not just like that, I'm smart! Straws lay down and all that. I went to meet the teachers in advance, told about Katya's features.

Petranovskaya's books to help, again. I was completely delighted with the conversation, Katya got really very wise and professional educators. I spent a couple of weeks in euphoria almost. Katya, of course, desperately tried to manipulate, but the wonderful teachers did not give in, they looked after my maiden with both eyes, kept their bags with them and stopped attempts to put pressure on pity.

It was a good time, it's a shame it didn't last long. Because after 2 weeks I was called to the head of the garden. And persistently (threatened with complaints to the guardianship authorities) they asked to feed Katyusha at least on weekends! For she, poor thing, of course, eats well in the garden, but from Friday to Monday she can’t hold out in any way ... You are paid money for her !! Is it a pity for porridge??

I didn’t feel sorry for Kashi, but from amazement, the gift of speech disappeared for a while. While I was coming to my senses in shock (it must have been a funny sight), I was told that Katya, not finding understanding among the teachers, went straight to the headmaster's office, where she told about her difficult life. She said, the poor fellow, that no one in the group was friends with her (which is true, because there was nothing to rummage through other people's lockers) because she, a poor orphan, does not have the physical strength to play and walk, because they don’t feed her at home. At all. She was less than 6 years old!!!

Slightly coming to my senses, I spent an hour crucifying about deprivation, manipulation, adaptation. With quotes from Lyudmila Petranovskaya and Nancy Thomas. I called out in elementary logic. But why should I starve Katya alone?? The rest I obviously feed. It seemed to me that I even periodically met understanding in the eyes opposite.

But the verdict was disappointing. "I have 30 years of experience working with children. THIS child cannot lie." Touché. We left the garden, of course ...

MOSCOW, January 18 - RIA Novosti, Larisa Zhukova. In Zelenograd, Svetlana Del continues to fight for the return of her ten children. A mother of many children sued the police and guardianship authorities after the seizure.

The resonant story was overgrown with all sorts of rumors and once again drew public attention to the problems of foster families. RIA Novosti tried to understand the situation, relying on Del's online diary, sources in the guardianship authorities of Moscow and the Zelenograd police department, as well as expert opinion.

With no warning or ruling

On January 11, the Zelenograd police took Svetlana's ten children away without any notifications or orders. Within an hour, according to family friends, they were taken from two different kindergartens, a school, a ballet studio, and a Christmas tree. Two ended up in a shelter - Svetlana was allowed to visit them. Eight - in the infectious diseases department of the hospital in different wards. There is a quarantine, and you can not visit them. Three stay at home: the older children managed to pick up the younger Nikita from the kindergarten. Guardians show no interest in them.

No documents were provided to Svetlana's lawyer. In custody, they explained that the boss took the papers to Moscow. At the same time, according to family friends, they said in custody that they had no complaints - only the police.

However, a RIA Novosti source in the Zelenograd police department said that Svetlana Del never attracted the attention of the authorities. The signal to remove the children came from guardianship.

Commissioner for Children's Rights Anna Kuznetsova said that there were no complaints against Svetlana Del: the children could be returned to the family. The Investigative Committee also became interested in the incident - the Moscow Glavk conducts a pre-investigation check on the legality of the actions of the guardianship authorities.

"Take and don't argue"

Svetlana Del and her husband Mikhail moved to Zelenograd in 2014. Prior to that, they lived in St. Petersburg and were known as active foster parents. The family was atypical: before the birth of their own child, they took on the upbringing of seven adopted children, after - six more. In addition, under their care was the son of a missing friend and two teenagers who were soon to leave the orphanage.

In 2009, when Svetlana started keeping an online diary, they raised three adopted children and Mikhail's daughter from her first marriage, Masha, in a large country house in the village of Lisiy Nos on the shores of the Gulf of Finland.

Svetlana's husband - the general director of Europe TV, a company that produces television programs and films awarded three times by TEFI - is rarely mentioned in the diary. Svetlana herself, a physician by training, worked in the press service of the Mariinsky Hospital and worked part-time at a real estate agency. In her free time, the woman participated in the work of the April charity fund for helping children from orphanages.

Having become a volunteer, Svetlana soon realized that the only thing that can really help is to take the child from the state institution to the family.

It all started in 2006 with Dasha, Svetlana's first daughter, she wrote in her diary:

“I remember with the orphanage where my girl was, we went to some kind of concert, and then went to dinner. And my daughter had a “boss” (curator - approx. RIA News). The three of us go: the small one is in the middle, and we hold her hands on both sides. And I understand with my mind that I need to let go of my hand and take another child, that this is stupid, but I can’t ... In general, I took her.

Three months later, Svetlana took Dasha's brother, Philip, from the orphanage. The boy was given away reluctantly: with neurological diseases he was called "unpromising", but after only a couple of months Svetlana had the feeling that they were "connected by the same umbilical cord."

A year later, Dasha’s second brother, Misha, was also taken away: “My husband himself said: it’s impossible like this - he alone will remain there. We take it and don’t argue ... I didn’t argue.”

"You do not have kids!"

Svetlana adopted the eight-month-old Polina - "Polishka, Polyunya, Khomyachishka" with a serious medical diagnosis in May 2011: "Fields are a miracle. True. This is some kind of gift from Heaven. I'm not a sentimental person, but Polya conquered the whole family. It seems to me I feel her every move, every smile."

Having four adopted children, Svetlana continued to volunteer: she went to orphanages and even took patronage over teenagers Sasha and Vanya. They were soon to leave the orphanage. A mother of many children took her children to museums, water parks and oceanariums, to various circles, took them to the Black Sea to Taganrog to her parents, as well as to Bulgaria, Italy, Finland and Switzerland. From these trips there were photographs with smiling faces. Described their successes and talked about each small victory. Baptized.

But each time, when interacting with the leadership of the orphanage, schools and guardianship authorities, she was reminded that she did not have her own children.

"My favorite question is, 'Do you have children? These are orphanages, and yours? If you suddenly give birth to your own, where are these? ". Yesterday I just saw how, in all seriousness, the director of the vocational school persuaded Sasha that it would be better for her to be an orphan, and not live in a family."

One guardian - the state

In December 2012, Svetlana went to Yekaterinburg, where an AIDS epidemic has now been declared, to fetch ten-month-old Mila. At the same time, she began work on getting custody of little Zhenya with a central nervous system disorder. As she wrote, the children in the orphanage almost do not walk and cannot speak, but with "diligence and individual attention" a few could be helped.

The director of the orphanage, however, said that Svetlana's initiative looks strange:

"Zhenya does not need a guardian. He already has a guardian - this is the state. And in general, you have too many children. So many - this is suspicious."

Svetlana was never embarrassed by such claims, but she did not win the battle for Zhenya - he had to stay in the orphanage. In winter, the mother of five adopted children found out that she was pregnant.

In May 2013, the Del family was replenished with two more daughters - Vika and Rita - again from Yekaterinburg. Svetlana told the members of the forum that she was invited by the local guardianship authorities. And the girls, according to Del, communicating with her, began to change before our eyes. For the better.

Every three months, all children with a severe diagnosis visited the hospital, where doctors measured their viral load (zero in recent years), and gave medicines for three months in advance.

In July, the only native son appeared - little Nikita. And already in November, Svetlana and her husband took custody of three-year-old Sergey and one-year-old Lera, who her friend could not take away.

On New Year's Eve 2015, the mother of eleven children brought three babies at once: Artem, Katya and Petya. The latter was a welcome child in his birth family, but he was diagnosed with Down syndrome. The boy's parents abandoned him. Katya also ended up in an orphanage with living parents who decided to arrange their fate without her.

“But after all, not very pretty, and with Down syndrome, you also need a family, what can you do. Don’t disappear because of one unfortunate extra chromosome,” the volunteer mother of many children briefly commented on the new replenishment.

Family or orphanage

To questions about how she copes with so many children, Svetlana answered: with the help of a nanny, husband, grandmothers and older children with whom they were "very lucky." Someone called her a "level 80 mom".

However, the opinions of members of the forum about the well-being of this large family were divided. Some, having been visiting, wrote that the children give the impression of being well-groomed and loved. Others asked how Svetlana's family differs from the orphanage. For example, a negative opinion was formed by the user marilandi, who decided to leave her child at Del's house for the day:

“My child has never seen a single adult all day and was thrown into the care of Philip. When asked why the child said that she was not fed, Sveta could not clearly answer. in oil."

Nancy Thomas Methods

According to preliminary data, the reason for the seizure was the message of the educator that there were bruises on the body of six-year-old Serezha Del: the boy allegedly said that his father had hit him.

Svetlana wrote about Seryozha that he suffers from "attachment disorder" according to Nancy Thomas: "He lies all the time. Without meaning. Often without benefit for himself. Ask, for example, what was in the garden for breakfast? He will say - sausages. But in fact "porridge. What's the point of lying? What's the difference to me?"

However, the "attachment disorder" symptom proposed by Nancy Thomas is considered by psychiatrists and psychotherapists to be unproven by science. And her teaching is completely dangerous. The fact is that the SMA woman was a cynologist and did not have a psychological education. Her theory was based on the experience of training dogs: the dog handler suggested that parents ignore the basic needs of children (for example, food) in order to teach them to obey. Among the victims of such upbringing, the organization Advocates for children in therapy names Vanya Skorobogatov, who was adopted by an American family in 2003 and died in 2009 from abuse.

Foster families bullying

Despite all of the above, Maria Ermel, the mother of four foster children with developmental disabilities and a friend of the Del family, is sure that it is difficult to find more adequate parents than Svetlana and Mikhail. She calls the incident with the removal of ten children at once bullying foster families. The guardianship authorities committed a crime by disclosing data about children, she is sure:

"They chose a beautiful, bright family and decided to destroy it. They have already destroyed it: they trampled it and humiliated it. Even if the children are returned: how will they go to school now, with their diagnoses made public?"

According to her, this situation is beneficial for the management of orphanages: “About 100,000 rubles are allocated for each child per month, and up to a million for a child with a disability. given to parents are easy to steal."

Astakhov: the number of those deprived of parental rights has decreased by a third in 5 yearsThe number of parents deprived of parental rights has decreased by a third over 5 years, according to the annual report of Pavel Astakhov, Commissioner for Children's Rights under the President of the Russian Federation.

However, the head of the group for the development of a professional standard for specialists in guardianship and guardianship bodies, a member of the government commission for minors, Galina Semya, considers this version untenable: “Money for a child in an orphanage is allocated in the municipal budget, they do not go down from the federal budget. It is more profitable for local authorities to pay foster parents 20 thousand rubles than to allocate a million for a child.

In 2015, Svetlana took her last daughter, Irina, with a CNS lesion. At the same time, Michael issued custody of all adopted children.

professional parents

One third of the children from the data bank for adoption are with disabilities. Foster parents who decide to take custody of them are entitled to monthly rewards. In Moscow, they are the highest in Russia - 25 thousand rubles for each parent and about 20 thousand for child benefits, says Galina Semya.

“A minimum of 50 thousand rubles a month is received for a disabled child, if there are both parents in the family. There are frequent cases when they abuse payments: smelling big money, they begin to take out loans. mortgage."

A source in the Moscow guardianship authorities told the agency that a family with 15 children with disabilities recently arrived in Moscow. Parents are not heroes, but enterprising people, she says:

“Now they have a dacha-palace, horses, and children practically don’t live at home - all the time in sanatoriums or somewhere else ... But for some reason, when a child with behavioral disorders from an orphanage is sent to a madhouse, then this is punitive psychiatry, and when his adoptive mother sends him there - this is a concern for his health. The mother called the guy a thief only for sausages taken without asking from the refrigerator. "

As the head of the capital's department of social protection Vladimir Petrosyan stated, the agreement on guardianship of eight children was terminated with the large Del family: the city transferred to them over 630 thousand rubles a month. According to him, there is evidence that "the children were deprived of a lot."

In addition to large payments, there is another tempting offer in Moscow: if parents raise five foster children, three of them with disabilities, and for ten years there are no claims against them from the guardianship authorities, then they have the right to receive an apartment. Coincidentally, Svetlana Del has been a foster mother for about ten years and recently moved to Moscow, the city with the highest payments for the care of children with disabilities. Then the problems started right away.

“As far as I know, the police went to take the children to different parts of the city, without warning or documents. What threatened them on the Christmas tree, in the ballet studio? I don’t see such urgency. This is cleaner than any juvenile country like Norway,” Galina says in turn Family.

According to her, the guardianship authorities showed unprofessionalism and even committed a crime by seizing ten children at once and distributing them to different places. In Moscow, under the Department of Social Protection, there is a special council that considers selection issues within three days:

"There are specialists who can assess the situation by talking to the children, determine the origin of the bruise: as a result of being hit with a belt, burning a cigarette or during a game. I do not understand why they were not involved."

Last year, according to Galina Families, 61,621 children were deprived of their parents and sent to an orphanage. Of these, only five thousand were returned to the family. The main problem is that there are no legal mechanisms that allow children to be returned if the guardianship authorities made a mistake. Just as there is no term "withdrawal" - instead of it, lawyers still use the more politically correct "selection until the circumstances are clarified."

A member of the government commission on juvenile affairs considers the situation with Svetlana Del not hopeless: thanks to the noise that was raised in the networks and the media. But how many lesser-known parents risk not returning their children home is much more difficult to say.

For a week now, the Russian-language section of the Internet has been discussing the situation that is unfolding in Zelenograd (Moscow region). Ten children were removed from the family of Svetlana and Mikhail Del. Svetlana has been a member of the Littleone forum since 2007. We have tried to chronologically outline all the events associated with the high-profile case.

2006-2013

  • Svetlana Del works as a volunteer in one of the orphanages in the Leningrad region and there she meets a girl, Dasha. Some time later, Svetlana and her husband accept Dasha herself into their family, and then her two younger brothers. Later, the family adopts 12 more children. Together with the son born in 2013, there are sixteen children in the family: relatives, adopted, wards, transferred under a foster family agreement. Most of the children adopted into the family had serious diseases - infectious, genetic, musculoskeletal. Nine children have the status of disabled people.

There are several forms of placement in the family of children left without parental care:

1. adoption - occurs by a court decision, adopted children receive all the rights of consanguineous (born children), retain the right to receive a survivor's pension, if one has been assigned, but no additional funds from the state are paid to the adopted child. The secrecy of adoption is protected by article 139 of the Family Code of the Russian Federation and article 155 of the Criminal Code of the Russian Federation;

2. guardianship (for children over 14 years of age, guardianship) - the registration procedure is carried out by the guardianship authorities, the child retains the status of being left without parental care, the state pays funds for the monthly maintenance of the child;

3. foster family - an agreement is concluded between foster parents and guardianship authorities. Foster parents receive the salary of the foster parent, payments for the monthly maintenance of the child, targeted payments for large expenses.

  • Since 2009 - then there were three children in the family - Svetlana led her own topic on the Littleone forum, where she talked about the everyday life of her rapidly growing family. Later, an Instagram account appeared, 90% filled with photographs of children. The family gave the impression of being prosperous: the children played football, ballet, skied, baked homemade cookies and went to the Christmas tree in the Cathedral of Christ the Savior. An active social life was not only virtual: the family communicated a lot with other participants in the section on adopted children of the Littleone forum and their photos appeared in the topics of thematic meetings, in the topics of other forum members who came to visit the family or invited the family to their place. Svetlana herself eventually became a coach at the School of Foster Parents.

Since September 2012, each candidate for adoption of a child into a family must undergo special training at the School of Adoptive Parents, where psychologists, educators, teachers and experienced adoptive parents talk about possible problems and ways to overcome them. A certificate of school attendance is a mandatory unit of the package of documents required to become a candidate for adoption, guardianship, foster family.

  1. Law enforcement officers came to the apartment of the Del family, examined the conditions in which the children are kept, examined the children themselves, and made a decision on the spot to remove the children from the family. At the same time, Svetlana's daughter was withdrawn from ballet classes, another daughter from a New Year's event, and a six-year-old son from kindergarten. Acts of the removal of children were not provided in any of the places, as well as documents confirming the authority or at least the identity of the people who carried out the removal.

Children in an orphanage before adoption. From the family archive

  • According to law enforcement officials, the teacher of one of the children, a six-year-old boy, found two bruises on his body. Answering the questions of educators, the child, according to police officers, said that he was beaten by "dad". The kindergarten forwarded this information to the relevant authorities, resulting in the removal of 10 children from the Del family within one day. The two older boys were able to escape on their own and managed to pick up their three-year-old brother from the kindergarten and hide them, as a result of which all three remained with the family.
  • Two children were placed in an orphanage, eight children were placed in the Moscow Children's Hospital No. Speransky. These 8 children from birth have health characteristics, and therefore they must receive appropriate therapy twice a day. The mother tried to hand over the medicines with her children, and later to hand them over to the hospital, but she was refused on the grounds that the doctors in the hospital had to carry out the examination themselves, after which they would prescribe the treatment. As a result, therapy was interrupted for the first few days of the children's stay in the hospital, which, given their diagnosis, poses a certain risk to their health.

  • The family turns to Anna Kuznetsova, Commissioner for Children's Rights under the President of the Russian Federation, for help. The apparatus of the authorized person is connected to participate in the situation.
  • A family friend posts information about what happened on her Instagram, and the story of the Del family becomes public.

A wave of indignation rises in the foster parents section of the Littleone forum. All forum participants argue that it is simply impossible to believe in the possible ill-being of the family and the threat to the life and health of children. We asked for a comment from one of the forum participants, who is personally acquainted with the family.

“I met the family of Svetlana and Mikhail about 5 years ago. Trite and accidental: I threw a call to LV, who can take from me a few bags of new soft toys for gifts to children from orphanages (my daughter is figure skating, and toys were thrown on the ice in large quantities), and Sveta responded. Our casual acquaintance continued in the summer: it turned out that Sveta lives in the same Lisy Nos where I spent every summer with my children. Gradually we got to know each other better, became closer, became friends. My daughter and I visited Svetlana almost every day, we saw their way of life. My daughter played with the children more and more, and I talked with Sveta and Mikhail, if he was not at work. Since then, we spent all the summer months together in Lisy Nos, and the rest of the time we went to visit each other. In the courtyard everything was thought out for kids, and not just for playing, but for rehabilitation. For example, not a standard playground was bought, but made to order: with some kind of climbing frames, jumping ropes and slides that develop the motor skills of children, for whom many of the movements that are natural for ordinary children were not without effort. Moreover, the children did not just run to the playground under the motto: "Busy - and thank God!" Sveta constantly monitored whom to launch on which “shell”. And I think that this is not Sveta's “jamb”, but her great merit, that older children helped her to deal with the younger ones, whom, I note, it was Sveta who raised them so loving, caring and adapted to life. In addition, there was a large sandbox in the yard with a lot of buckets, molds, scoops and cars, and a trampoline. Under the canopy of the house there was a huge "car park": in total, probably a dozen and a half children's bicycles, balance bikes, scooters. That is, a normal courtyard of a large family, concerned about the organization of leisure and the development of their children. And what a caring husband and father Michael was! It seems incredible to me that such a patient, calm, I would even say, a little phlegmatic Mikhail not only raised his hand to the baby, but even raised his voice beyond measure.

Ludmila Petranovskaya- a psychologist, a member of the Association of Family Care Specialists "Family for a Child", one of the founders of the Institute for the Development of Family Care, the author of the book on foster children "Child of Two Families" makes a publication in his LiveJournal, in which he expresses his opinion about what is happening: "We do not know , we cannot and must not yet know whether or not the child has been physically punished. For me personally, since we are quite familiar with Svetlana, it's hard to believe, but my feelings have nothing to do with it. Information has been received, work must be carried out to verify it. Professional work in cooperation with foster parents. What we know is that based on the words of a 6-year-old child alone, without doing any work - not even any conversation with foster parents, 10 children, including adopted ones, are taken away from the family. Children are lied to in the process, the foster mother is not given any documents on selection, the children are scattered around shelters and hospitals without providing therapy. The foster mother offered many options for the duration of the proceedings: relatives could take the children, the family was ready for any form of cooperation to clarify the essence of the matter. But they are not even allowed to visit their children (at least this was the situation last night). All this is monstrous unprofessionalism and, in fact, is child abuse. Much more cruel than the hypothetical physical punishment that took place.

“Taking away” is a term enshrined in Article 77 of the Family Code, which contains information that “in the event of a direct threat to the life of the child or his health, the guardianship and guardianship authority has the right to immediately take the child away from the parents (one of them) or from other persons in care which he is. The immediate removal of the child is carried out by the guardianship and guardianship body on the basis of the relevant act of the executive authority of the constituent entity of the Russian Federation or the act of the head of the municipality. The same article obliges the guardianship authority to apply to the court with a claim for restriction or deprivation of parental rights within seven days after the withdrawal.

  • The Department of Social Protection of the Population, represented by its deputy head Tatyana Barsukova, tells Interfax that “On January 10, kindergarten employees revealed the fact of ill-treatment - bruises were found on the body of one child. The guardianship authorities were called, and together with the police officers, the fact of beatings by the father was witnessed.” According to her, in connection with this, a decision was made to temporarily remove the children from the family and place them in a safe place.

At the same time, according to her, 10 children were removed from the family, and not 12, as previously reported. Yes, eight

  • (the diagnosis was removed by the author of the article for ethical reasons and due to the illegality of disclosure) the children were placed in a hospital where they receive the necessary medicines, two in social institutions. Two more older children and one natural child are with their mother.” Mothers are allowed to see their children, said Barsukova.
  • Lawyer Anna Mishelova visits the guardianship authorities and the police in order to obtain copies of the seizure documents, but both departments refuse her on the grounds that the documents were sent for pre-investigation verification. After that, Anna filed a complaint with the Zelenograd prosecutor's office against the actions of the police and guardianship authorities. The complaint was accepted and since then the case has been under prosecutorial supervision.
  • Svetlana herself takes part in an emergency meeting dedicated to the analysis of the situation with the removal of children, to which Anna Kuznetsova invites her. The results of the “meeting of the special commission” are written on the website of the Office of the Commissioner in FB: “According to the representative of the guardianship and guardianship authorities of Zelenograd, there is no talk of depriving the mother of parental rights. It was decided that the woman would visit the children without restrictions. The issue of transferring adopted children to the closest relatives of the mother is also being resolved. Anna Kuznetsova herself declares: “We must thoroughly understand the situation, consider all the conditions under which the return of children is possible. But for this you need to understand what happened, get a general picture of the health of children, their psychological state, get clear guarantees from mom and dad that the children in this family will be safe.”
  • Svetlana is verbally informed that she will be given the children who are in the orphanage. Later, the decision was changed - they said that until all the circumstances were clarified, a relative of Svetlana could take the children to her. In the evening, when the children were already being dressed in order to give away, the decision was changed again - the children will remain in the shelter at least until Monday, January 16th.

  • All executive authorities left for the weekend, and the situation unfolded in the Internet space and the media. The story was covered by all television channels, including federal ones. Internet publications have published many articles where, with or without names, the exact diagnoses of children were disclosed, although even their number was not always accurately indicated.
  • At the Littleone forum, they begin collecting signatures for an appeal to Russian President Vladimir Putin.
  • Open a support group In contact with.
  • They launch the hashtag #help bring the kids back on Instagram.
  • Collecting signatures for a petition
  • They explain to parents who are unfamiliar with the peculiarities of adopted children what the diagnoses of ZPR and RRP mean, contained in the medical records of the seized children, including the boy who “testified” against the adoptive father.

Reactive Attachment Disorder (RAD) is a disorder in the ability to form close and trusting relationships. It occurs in children whose love for their parents in the first years of their life was not reciprocated, whose needs were not met; occurs in children who have experienced parental mistreatment or abandonment, cruelty towards themselves. Children suffering from RAD have difficulty in establishing attachment to foster parents; in order to attract attention to themselves, they can tell anyone around them that their parents do not feed them, offend, beat, punish, etc.

Mental retardation (abbr. ZPR) is a violation of the normal pace of mental development, when individual mental functions (memory, attention, thinking, emotional-volitional sphere) lag behind in their development from the accepted psychological norms for a given age.

Left without parental care, and later transferred to another family, children often continue to call mom and dad both pairs of parents - relatives and adoptive ones. In the event of situations similar to what happened, it is necessary to involve child psychologists who are familiar with the characteristics of such children.

*Maria Ermel, Svetlana's friend and mother of nine children, some of whom are adopted, commented:

“We need to understand what kind of children we have. Imagine an adult who has been betrayed by his family two or three times in a row. *Will this person be able to trust someone else? Represented? Now imagine that it was not an adult, but a child. A child who was abandoned by his parents was not stroked or kissed, but starved and beaten. And then they quit. And so, this little man with great and not childish grief ends up in the family of a foster parent. Do you think this heartbroken child will instantly forget everything and will love mom and dad? No. This little person will treat the new adults in his life in the same way as he was treated earlier in the orphanage and in the birth family from where he was thrown out. With indifference. Aggression. Hatred. And it will take a long time before such a child can begin to feel something other than hate and love. It's called attachment disorder.

And a child with this disorder always wants to be the center of attention. To collect as much emotional infusion from others as possible. Such a child is ready for anything for the sake of this attention - lie, steal, hit.

And even if we are talking about domestic children, let's be serious: if you suddenly take your child away, isolate him from you, what will he say to anyone later? Yes, he will say everything. All that is asked of him and not asked. Everything. Our children are not partisans. In captivity, they will lay out everything they want to hear from them. These are homemade. And a child from an orphanage, with an attachment disorder, who has just begun to trust new adults who have suddenly disappeared somewhere - like those old ones, will say from his pain everything he would like to say about being betrayed again. . Because he is alone. And again there are no people around who said they would always be there. ”

  • Svetlana's daughter, 19-year-old Daria, visits the children in the orphanage. Later, she will tell that they let her in due to the fact that she came with the film crew of one of the TV channels. The children, according to her, really want to go home: "Polina has every breakup - a tantrum."
  • TASS published a message from a representative of the press service of the Moscow Department of Social Protection: “Children temporarily removed from their families will remain in our institutions, probably until the end of the day. We are preparing documents for transfer to the sister of the foster mother. It's not a quick process."
  • The opinion of the Commissioner for Children's Rights in Moscow, Yevgeny Bunimovich, was also published there: “There are no questions now about the deprivation and even restriction of parental rights, this is nothing, I hope that the children will return to the family as soon as possible. I don't feel that children should be isolated from this family."

January 17, 2017

  • Svetlana and her eldest daughter Dasha again make an attempt to see the children who are in the hospital, and with whom she is also officially allowed to meet. They are allowed to give packages with gifts and notes to the children, but they are not allowed to see the children again - according to the staff of the institution, quarantine has been declared in it. Svetlana has not seen the eight children who were taken to the hospital since they were taken away.
  • The seventh day expires from the moment the children are taken away from the family. According to the law, the guardianship authorities are required to go to court within seven days with a claim for restriction of parental rights or deprivation of parental rights. Or return the children to legal representatives.
  • Family lawyer Ivan Pavlov publishes on his page message that the family went to court: “Today, our lawyers filed a lawsuit against the guardianship authorities and the police. We will demand explanations - almost a week has passed since the children were seized, and we have not seen any documents. And, of course, we demand to return the children home. At the same time, appeals were sent to all involved authorities - to the hospital and the shelter where children are kept, to the guardianship authorities and the police. We ask you to present documents that allow you to take away from the family and keep children in such cases. So far no one has."
  • The Office of the Ombudsman immediately publishes two messages on the Del family, which state that “the situation with the removal of children from the Del family is under the close supervision of Anna Kuznetsova, Commissioner for Children’s Rights under the President of the Russian Federation, who has repeatedly made a statement about the need to return children to the family ".
  • In one online publication, information suddenly appears that the children in the family of Svetlana and Mikhail Del were not only subjected to physical punishment, but also starved. Allegedly, in the apartment where the family lived with children, there was dirt, there was no bed linen and food. The source of information is a page on the social network of one of the adult daughters of Svetlana - Alexandra. It turns out that the girl posted a “request for help” there, in which she talks about how hard it was for her to live in a foster family: “My brother and I lived in a foster family with Del Svetlana Sergeevna, and it so happened that we don’t know where the money from our savings books […] We were also not properly fed, we ate empty pasta, occasionally sausages for all the children, a bun, mayonnaise, rarely beaten cucumbers and tomatoes, and sometimes glanders. But they had sausage and all sorts of things in the refrigerator, just like we were sent to the store for alcohol and cigarettes, and there was assault.” The spelling has been preserved. The page has been removed, the girl refused to contact the press, including the author of the article.

Flashback: 2012-2014

The history of the appearance and stay of Alexandra and her brother Ivan in the Del family has been preserved in the very topic where Svetlana talked about the life of her family in the section for foster parents on the Littleone forum. Currently, the topic has been withdrawn from public access at the request of Svetlana until the end of the proceedings.

Sasha and Vanya were practically adults in the family - Sasha was only two years away from coming of age. According to Svetlana herself, these two years were not enough for Alexandra to be able to socialize. The main problem of children who have lived in orphanages for many years is their inability to adapt to life outside the institution. They simply do not understand how life is built outside the orphanage walls, they have no idea about basic things - where does housing come from, money for living, how, where and for what do they buy food and how they pay for utilities. Sasha was 18 years old, she categorically refused to study, and later to work. After coming of age, she and her adoptive parents could not agree on the rules for Sasha's residence in the house of Svetlana and Mikhail. Even then, in the conflicts that arose with her foster mother, she used the “native” method for children with attachment disorder - she drew attention to her person with stories that she was offended in the family.

Messages from Svetlana Del's thread on the Littleone forum (2014):

“Our Sasha is weird, there are just no words how. Tomorrow I will go to the guardianship to consult, although I am not sure that this is the right decision. And will they not consider us "problematic". Come on, the main thing is not this, but the fact that the soul is sickening. Our Sashka screwed up the day before yesterday from home. Of course, this did not happen overnight. Spring-spring, love-love. Again [...] Now my beauty writes some garbage in the social. networks that they say this evil guardian woman kicks her out of the house, took everything, gets money for her and other children, spends on herself, and feeds them with slop. […] We are not afraid of any checks, of course. Today was just the plan. She spoke about the situation. Guardians seem to be understanding. True, she said that our maiden, uh, reputation is no longer very good. And it would be necessary to send it to the place of permanent registration. Moreover, they give an apartment there. But she doesn't want to. Doesn't want to leave. He doesn't want an apartment. He wants to live in St. Petersburg and "build love." I don't have pressure levers. Feeling of complete helplessness and meaninglessness of the last three years.

“Sasha will come today, we will talk. So far, the option that she offers - on weekdays she walks and relaxes with her MCH, and on weekends with us - I absolutely do not like it. Today I went to the guardianship, discussed the problem. It turns out Sasha has been telling all sorts of stories for a long time, they say they put her in the worst room, in winter they turned off the heating in her room on purpose, they don’t let her out of the house and force her to “labor”. They don’t buy clothes, they feed badly, etc. Guardianship, of course, is in the mind and understands everything, fortunately. Moreover, he lives next to us and sees children every day.

Petersburg guardianship, who had known both the family and the girl for a long time, was on the side of the adoptive parents. Sasha already then accused her adoptive father of beating children, but Mikhail did not take this seriously and felt sorry for the girl.

Svetlana wrote: “He is a good dad. Sasha will shed a tear and he will definitely regret her. […] I’m crying, she, in fact, is trying to say that you beat children. My husband doesn't seem to take it seriously. Like, I'm not beating who will believe this nonsense. And Sasha, they say, is not lying from a great mind, does not know what he is doing ... "

Attempts by the parents to reason with the girl did not lead to success.

Svetlana shared on the forum: “Well, to my proposals to agree on the rules for living in our house, Sasha said: “I’ll find a place to live, but they’ll figure it out with you, you’ll still find out what I can do,” and went proudly.

Almost 3 years later, Alexandra posted on her page on the social network information about how bad she was in her foster family, and as a confirmation she posted a video in which one of Svetlana's younger daughters, Katya, complains that her "mother" offends her. The video was filmed and first posted online in 2014. Then Katya just got into the Del family and, most likely, she called her biological mother “mother” in this video.

Adopted daughter Alexandra's allegations

Now that Alexandra has come forward with new accusations, she calls her nanny Lidia Yasinetskaya, who worked in the Del family, as a witness. Lydia, who herself grew up in an orphanage, transferred her daughter to a state institution because of the impossibility of raising her on her own. Svetlana helped Lydia pick up her daughter, invited both of them to live in her house and paid a salary for helping with the rest of her children. In this situation, Lydia supported Alexandra and left negative and revealing comments on the network, similar to those of Alexandra herself and posted on the same resources and at about the same time. Currently, Lydia evades comment, it was not possible to get in touch with her.

We asked Veronika Kudryavtseva, Chairman of the St. Petersburg Association of Adoptive Parents, mother of nine adopted children, to tell us about the characteristics of children taken into the family as adults:

“The older the child adopted for upbringing in a foster family, the greater his experience, the wider the range of proven methods of influence. Before meeting his foster parents, he was forced to survive. That's right: survive! First, in his birth family - most often teenagers are removed from dysfunctional families and experienced neglect, hunger and violence - and then adapt to the endlessly changing very different adults around him in the orphanage. The "program for survival" becomes a model of behavior, the only possible one for them. The variability in how this manifests itself is very wide. These are endless provocation, manipulation, theft, lying, aggression, sexualized behavior, self-harm, oppositional behavior, etc.

Everyone uses the available arsenal exactly to the extent that he had to master it. And this, of course, is not the fault of an orphan teenager. This is his problem! As a rule, what foster parents who have adopted a teenager into the family have to face is directly proportional to what he had to endure. How traumatized this child was. How many times, how many people, how long ago he was betrayed by adults whom he tried to trust. All this is nothing more than a test. The child asks the question: “Do you really love me? Even like this? And what if it's like this?"

It is worth remembering how an ordinary child from a family behaves during the “transitional age”. Even those children who were loved, who were taken care of, for whom, it would seem, everything was done, during puberty they make their parents clutch their heads. What does a foster parent get when faced with a severely traumatized child who came to the family precisely in this very puberty period? I think everyone understands that this is hell ...

People from the outside, who are attracted by teenagers with their demonstrative behavior, from the outside, everything can be seen in a completely different way. "Good" aunts and uncles rush to save the unfortunate orphans. Protect them. Join the accusations against the adoptive parents ...

Just trust that everything is in order with the checks in our case! Specialists, in accordance with the law, regularly conduct a survey of housing space, living conditions, nutrition, and the mode of spending funds paid for the maintenance of children. Guardianship authorities, as well as services working on a contractual relationship with them, cope with the control function to the fullest!

Everyone who supports the types of behavior of the adopted teenager described by me above does not help, as it seems to him, but only complicates and delays his socio-psychological rehabilitation. Parents are forced to spend themselves not on a child, but on excuses and endless explanations.

Only experience, knowledge of special psychology, understanding of the peculiarities of behavior will allow foster parents to survive, now. Only in this way can the family overcome the trauma of the child. Only time. If it exists…”.

January 18, 2017

  • On the night of January 18, all children from the hospital. Speransky was transferred to the Zelenograd shelter. Phones were given to the children. The eldest of the girls, Victoria and Margarita, immediately sent messages to their mother “I miss mom” and “Mom. I. Sku, ayu. Mother. , I love "(author's spelling).
Svetlana was invited to the orphanage at 10 am to be present at the diagnostic conversation of the children with independent psychologists. When she arrived, she was told that the children had already talked to psychologists without her participation.
  • The head of the Department of Social Protection of Moscow, Vladimir Petrosyan, on the air of one of the Internet channels, said that an independent commission had conducted an audit and finally established the fact that the foster father beat the children. In this regard, the kids will not be returned back to the family: “It is absolutely impossible to return children to this family, because absolutely all the children categorically confirmed the fact that their dad beats, they are afraid of this dad.” He also said that they talked with representatives of the investigative and law enforcement agencies, who stated that a criminal case had been opened under Article 116 and that there were facts that the children were deprived of a lot.”
  • The lawyer of the Del Family, Ivan Pavlov, publishes a post on his Facebook page, in which he claims that no one informed the family and lawyers that the return of the children to the family was no longer planned, or that a criminal case had been opened: “None of them bothered to come to parents, bring and hand over documents, contact a lawyer, inform about the initiation of a case. Instead, the Department of Social Protection prefers to publish information in the media - no one has yet proven guilty, there is no verdict, there is not even a single summons.
  • On the same Internet portal where a few hours earlier Vladimir Petrosyan’s statement was published that “all the children absolutely categorically confirmed the fact that their father beats”, there are videos in which journalists ask children a question about the use of physical violence by the father and no one of children, except for the same child with RRP and mental retardation, does not confirm that their father beat them. Even when a journalist asks children a direct question about whether their dad beat them, they deny this fact.
  • TASS publishes a statement by Federation Council Speaker Valentina Matvienko, who believes that removing children from a family should be a last resort when other measures no longer work. “In this case, there were hasty actions, there were no sufficient grounds. We had to figure it out first, get to the bottom of the problem. And only if there were serious facts, then only after that to seize,” the speaker concluded.

Petrosyan Vladimir Arshakovich - Minister of the Government of Moscow, Head of the Department of Social Protection of the Population of the City of Moscow. It was this department that in 2016 signed a contract with the Syamozero Park Hotel camp, in which 14 children died as a result of rafting on boats, after which many violations were found in the camp and it turned out that these violations were detected earlier, before the conclusion contract, which did not prevent the company in 2016 from re-concluding a contract with the Department of Social Protection of the Population of the City of Moscow.

In the wake of what happened in Karelia in 2016, Vladimir Petrosyan gave interview, part of which we consider it appropriate to quote:

Have you spoken to affected children? What do they say about what happened? Was there a warning that a storm was coming?

I am with them now. The children are happy with their trip to the camp. They say: "Have a good rest." They love these trips. Some children claim that there was a warning, others that it was not.

The contract was signed by his deputy Tatyana Barsukova. Yury Ursu, assistant to the head of the Communist Party faction in the Moscow City Duma, published on his blog an analysis of the terms of reference for the purchase, in which he saw a deliberate restriction of competition at the auction. In connection with this, the change.org portal began collecting signatures under an appeal to the Chairman of the Investigative Committee of the Russian Federation A.I. Bastrykin demanding that Tatyana Barsukova be brought to justice for holding a fictitious tender and involvement in the death of children. In our article, Tatyana Barsukova already appeared on January 13 - it was she who revealed the diagnoses of children to the press, although by occupation she belongs to those who are obliged to keep information constituting a medical secret.

We contacted the mother of the selected children and asked her to comment on the situation. Svetlana Del said: “Today I was told to arrive at the shelter at 10 am for a joint conversation with psychologists with children. But I didn't get to see my kids. The "specialists" interviewed the children without me, without their legal representative. While I was waiting, I received calls and SMS from them ... We first heard each other after 7 days. The children said that they were very bored, asked when they could return home. Unfortunately, I don't have answers to these questions. Later I was informed that the children did not want to go home. It is not true!! And in the evening I was deprived of contact with the children.

As of the date of writing the article, the children remain in the orphanage in Zelenograd, the fact that they were beaten remains unproven, but not refuted either.

We can only add that during the entire time during which the children were in the hospital. Speransky, which is not subordinate to the Department of Social Protection of the Population of the City of Moscow, all responsible persons argued that the removal of children was illegal and hasty, and the children should be transferred to the family in the near future. Recall that this opinion was shared by the Commissioner for Children's Rights under the President of the Russian Federation Anna Kuznetsova, the department itself, the Commissioner for Children's Rights in Moscow Evgeny Bunimovich, Speaker of the Federation Council Valentina Matvienko. However, immediately after the transfer of children to the Zelenogorsk shelter, which is subordinate to the Department of Social Protection of the Population of Moscow, information appears that such gross shortcomings in the upbringing and maintenance of children have been revealed that 8 agreements on a foster family are immediately subject to termination.

Transfer of children from the hospital. Speransky to the orphanage and a sharp change in the position of the Department occurred immediately after the Del family filed a lawsuit on January 17 against the guardianship authorities about the illegal removal of children from the family.

Littleone will continue to monitor the development of the situation.
