2 The origins of social responsibility in the Soviet economy For Russia, as the legal successor of the USSR, the problems of social responsibility of enterprises, on the one hand, are familiar and understandable, on the other hand, they are fundamentally new. In the USSR, enterprises carried out a significant share of all the work on social support for the population: providing housing for workers, providing vouchers, maintaining health facilities, providing housing and communal services, and much more. However, the essence of Soviet social security differs significantly from the social programs of modern companies. In Soviet times, a huge share of services for enterprises was provided at minimal prices or financed through the budgets of all levels and trade unions.

4 The Origins of Social Responsibility in the Soviet Economy Considering the “Soviet” mentality of the main part of the country's population in Russia, society does not consider the maintenance of social facilities by these enterprises, the implementation of social and charitable programs by enterprises, as a merit of enterprises. A society with a Soviet history perceives this as an obligation, and the release of enterprises from the social burden in terms of the maintenance of the social sphere is perceived in the main mass unfriendly. Therefore, a number of enterprises continue to bear the burden of maintaining the social sphere. For reference. In Russia, more than 295 enterprises are backbone for individual cities and entire regions of the country, and 400 cities are recognized as single-industry towns. (According to the Ministry of Regional Development, a single-industry town is a settlement where more than 25% of the inhabitants work at one enterprise). Among the backbone enterprises are the country's largest companies: Gazprom, Rosneft, Lukoil, Norilsk Nickel, Kamaz, AvtoVAZ, Power Machines, Rostselmash, TVEL, Tatneft, Svyazinvest, Novotek, etc. In the public consciousness of many Russians, there is still practically no direct relationship between the level of taxes paid by enterprises and citizens and the welfare of society, and successful business is not considered as the main source of society's wealth.

The Association of Managers of Russia believes that the most pressing issues in the field of CSR are the solution of the following problems: increasing the role of personal and mutual responsibility of the employer and employee; social protection and social insurance; occupational safety and health management system; environmental protection; formation and development of the labor market; voluntary social business initiatives, including charitable programs and projects.

10 Current CSR practice in Russia CSR can and should be implemented in the interests of both business and society. Differences in the understanding of CSR are largely related to the global tradition of presenting socially responsible companies with a list of “good deeds”. A survey of 250 global business leaders conducted by the IBM Institute for Business Value showed that, while preferring to publicly discuss CSR in terms of philanthropy, in practice they are increasingly oriented towards a strategic approach: – more than 2/3 (68%) of global business leaders surveyed by IBM consider corporate social activity as a new source of income; – more than half (54%) believe that corporate social activities have already given their companies an advantage over their main competitors. The basic document that defines the mission, complex values ​​and basic norms in the field of CSR is the Code of Business Ethics (adopted in 2008). The Code of Business Ethics defines corporate social policy as an important element of interaction between the state, business and society. The Code establishes the company's responsibility to employees for ensuring stable and decent wages, an adequate level of labor protection, industrial safety, social security, medical care, etc. In relation to stakeholders, the Code is aimed at long-term cooperation, respect, trust, honesty and fairness. Based on the analysis, the current directions for the development of environmental policy in PJSC Gazprom are formulated. Proper organization of the waste management process will help reduce costs and reduce the average share of waste sent for disposal, thereby reducing the negative impact on the environment. Based on the results of the analysis, it was found that with the purchase of the VSP 45 LR compactor, labor costs are reduced by about 7 times. Modern society is developing in the face of acute social, economic and environmental problems. Since big business as a part of society has a significant impact on its development, corporate social responsibility (CSR) is becoming increasingly important. The value of CSR lies in minimizing the negative consequences of their production activities by companies, in solving the problems of global and local development, in creating an atmosphere of predictability, trust and common values ​​in society. Business thanks to CSR becomes more sustainable in economic and social terms, gets the opportunity to increase its intangible assets.

The importance of raising the level of social responsibility of enterprises in Russia was repeatedly noted by the President of the country V.V. Putin, and Prime Minister D.A. Medvedev, and business leaders, and representatives of civil society. All this makes it necessary to search for evidence-based actions aimed at supporting and stimulating CSR.

The problems of the environmental context of CSR have also been little studied. One of the main areas of environmental problems is the recycling of industrial waste. This problem should be solved both at the state level and at the production level. The interaction of the state and production is necessary, since modern technologies associated with the processing of industrial waste require significant material investments, as well as effective organizational and coordination actions. At the same time, such a fundamental topic as the prerequisites, opportunities and consequences of the participation of government institutions in stimulating CSR is extremely relevant for regions with a slow development of CSR and has not been studied enough.

The purpose of our study is to analyze measures aimed at reducing the negative impact on the environment.

The object of the study is PJSC Gazprom, which implements a program of corporate environmental responsibility.

The subject of the study is measures to reduce the negative impact on the environment, which are relevant in the process of implementing corporate environmental responsibility programs at the enterprise of Gazprom PJSC.

Work tasks:

To study the theoretical and methodological aspects of corporate environmental responsibility at the enterprise of Gazprom PJSC;

Analyze measures aimed at reducing the negative impact on the environment.

Every year, PJSC Gazprom sets environmental goals for its subsidiaries, to achieve which environmental measures are developed. An analysis of environmental performance over the past years has revealed that the main problem of environmental protection in a branch, for example, Kanchurinskoye UPGG, is the achievement of the environmental goal of reducing the share of waste sent to landfill.

The figure shows that relative to 2012, the share of waste sent to landfills decreased from 75.5% to 26%, and the goal set by PJSC Gazprom is less than 20%. The solution to this problem is complicated by many factors, namely:

1. Lack of a sufficient number of enterprises engaged in waste recycling on the territory of the Republic of Bashkortostan. There is only one landfill in the territory of the Republic of Bashkortostan, which accepts municipal solid waste, with which an agreement has been concluded. The remaining landfills are engaged in burial, which also leads to environmental pollution.

2. The territorial remoteness of the nearest landfill from the facilities of the Kanchurinsk UPGG is 113 km from the branch in Sterlitamak.

Based on the foregoing, in order to achieve the goal of “Not exceeding the average share of waste sent for disposal”, a number of measures are proposed, which are divided into organizational and technical ones.

Organizational activities include:

1. Provision by the contractor of an agreement with a solid waste landfill. Provision by contractors of a waste disposal agreement with the landfill, followed by reporting of the waste delivered to the landfill in the form of coupons.

2. Accounting for the movement of waste in services according to the developed templates. It should be noted that on a monthly basis, each service submits a report on the delivered waste according to the template, in order to control and control the movement of waste in the branch.

3. A quarterly analysis of the achievement of the goal by service is also carried out. Based on the submitted templates, a quarterly meeting of a group of HSE specialists is held on the topic of monitoring and accounting for the movement of waste with the services of the branch and the involvement of warehouse workers, the MTS and K group and, if possible, employees of contractors.

A method that has become very popular is selective collection, namely separating the collection of glass and plastic waste into separate containers. To date, the branch is already working out a method for collecting waste by specialized organizations, with the subsequent signing of an agreement.

Technical activities include:

1. Compaction of waste before removal to the landfill. To achieve this goal, it is necessary to sign an agreement with the landfill, which accepts waste m3, and to determine the number of tons, the landfill uses a conversion factor of 0.2. In this regard, it is advisable to use waste compaction, as a result of which we reduce the total amount of waste generated and, consequently, reduce the number of tons when recalculated.

2. Collection of waste paper for recycling. Organization of the collection of waste paper for further delivery to the collection point. Much attention is also paid to waste compaction. In this connection, a method was developed, which consists in pressing waste on the basis of an experimental stationary installation. Comparative analysis of stationary MSW pressing plants is presented in the table.

As a result of the analysis of the table, it was revealed that the use of the VSP 45 LR compactor will help achieve the following goals:

Reducing the number of motor transport trips;

Economy of fuel and lubricants;

Exclusion of the use of a truck crane for loading containers with waste;

Exclusion of involvement of workers of the second related profession (slinger);

Elimination of possible injuries during loading and unloading operations;

Exclusion of the need for additional retrofitting of vehicles for waste transportation;

Reduction of traffic violations, due to the fact that the route from the branch to the landfill passes along the federal highway P240.

According to the results of the analysis, it was found that with the purchase of this compactor, labor costs are reduced by about 7 times. Proper organization of the waste management process will help reduce costs and reduce the average share of waste sent for disposal, thereby reducing the negative impact on the environment.

PJSC Gazprom is aware of the importance of its contribution to solving the problems of corporate social responsibility in the field of ecology. The organization takes measures to achieve the highest efficiency in reducing the negative consequences of its activities and in improving the positive impact on society.

In the course of this study, it was revealed that the problem of environmental protection is relevant. According to the study, using the example of the Kanchurinskoye UPGG, it can be argued that the goals that the company has set for itself to reduce the negative impact on the environment are being addressed, but it will take a lot of time and effort to achieve more effective methods in the field of environmental conservation and improvement.

CASE: GRANT COMPETITION "HOME TOWNS"

One of the most effective tools for involving local communities in Gazprom Neft's social activities is the grant competition, which is based on the principle of involving citizens and other stakeholders in the discussion of territorial development tasks. The competition allows creating conditions for fair competition and selection of the most promising projects and contributes to the development of professional competencies of local public associations interested in implementing socially significant ideas.

The first grant competition "Native Towns" was held in the Orenburg region in 2013. In 2014, the competition was already held in six regions of Russia.

The grant competition as a tool for interaction with stakeholders allows:

  • reach the required target group of beneficiaries;

  • determine the current problems of the territory where the company operates;

  • activate local community initiatives;

  • support only the best projects;

  • attract additional resources to the implementation of projects;

  • ensure consistency, transparency, accountability and efficiency of social investment.

Grant competition nominations and profile of participants

The Home Towns competition nominations correspond to the five key areas of the Home Towns program: Cities for People, Fields of Victory, New Horizons, Cultural Code, and Keeping Traditions.

Both registered public, charitable, non-profit organizations, state and municipal institutions (universities, schools, social institutions, etc.), as well as registered bodies of territorial public self-government, can take part in the competition.

For comprehensive consulting support for the competition, the Native Towns Federal Consulting Center (FCC) was established, in which leading experts from NGOs take part.

The head of the FCC is Natalia Kaminarskaya, executive secretary of the Non-Commercial Partnership of Grant-Giving Organizations “Donors Forum”.

The main tasks of the FCC:

  • training of the company's specialists in the regions;
  • conducting training seminars for potential applicants, and then for the winners of the competition;
  • direct mailings to potential participants;
  • advising applicants on all issues;
  • creation of a special website http://www.grant.rodnyegoroda.ru and collection of on-line applications;
  • summing up the results of the competition and monitoring the progress of projects;
  • preparation of reports and closing of projects.

For prompt consultation of applicants, a telephone call center for tender participants was created, as well as a website and an online application system.

Training of contestants and winners

For potential participants of the competition in the regions, FCC experts conduct seminars on the basics of social design and preparation of projects for the competition, for the winners - seminars "Project Management", and after the completion of the competition for all participants - seminars "Work on Errors".

In 2014 participated in various seminars 294 person. In addition, FCC specialists provided more than 1600 telephone and more 700 written consultations.

GRANT COMPETITION 2013

A pilot grant competition for social initiatives was held by Gazprom Neft in 2013 in the Orenburg Region. The competition, the grant fund of which amounted to RUB 1.6 million., made it possible to identify and finance projects to address the most pressing socially significant problems in the region. In total, the competition received 38 applications from regional NGOs, of which 12 received the support of the company.

GRANT COMPETITION 2014

Based on the results of the successful implementation of the first pilot grant competition in 2013, Gazprom Neft decided to replicate the successful and effective model of grant funding to other regions of its presence.

In 2014, the "Native Towns" competition was held in six regions - in the Orenburg region, Khanty-Mansiysk and Khanty-Mansiysk region, Noyabrsk, Muravlenko and the village. Khanymey, Tomsk, Kargasoksky and Parabelsky districts of the Tomsk region, Tarsky district of the Omsk region and in Omsk.

In total, the competition received in 2014 289 applications, of which accepted for consideration 266 , supported 71 project. The total grant fund amounted to RUB 16,460,194.45, and the size of the grant - from 50 before 300 thousand roubles.

DEVELOPMENT OF THE HOME TOWNS GRANT COMPETITION IN 2015

In 2015, the competition is held in the territories of the Khanty-Mansiysk and Yamalo-Nenets Autonomous Okrugs, Omsk, Orenburg and Tomsk regions, as well as in St. Petersburg. The company will introduce a new format for training applicants (face-to-face consultations) and increase the grant fund to RUB 22.5 mln.

Organization: State Budgetary Institution of Social Services of the Orenburg Region "Integrated Center for Social Services for the Population" in the Novosergievsky District.

Brief summary: equipped with a sensory room for the rehabilitation of children with disabilities and classes with them according to a specially designed program. Acquired 13 units of the necessary equipment, during the implementation of the project, the rehabilitation course was completed 37 families with children with disabilities and 14 children with various problems. Every day in the sensory room there is a special rehabilitation program for about 10 children. According to parents, the children really like to get together for classes, there is an opportunity for additional socialization of children.

Project: "Ethno-educational center "Yuva""(Khanty-Mansiysk and Khanty-Mansiysk region)

Organization: AU « Khanty-Mansiysk Technological and Pedagogical College.

Short summary: 20 students undergoing teaching practice were trained according to a special educational program for the preservation and development of the ethnic culture of the indigenous peoples of the Far North. As a result, it was eight ethnocultural events for more than 200 preschoolers, schoolchildren and their parents. Musical instruments, national costumes of the Khanty and Mansi peoples were made for their holding. Children and their parents got acquainted with the traditions and culture of the small peoples of the North, their music, ornamentology, pagan traditional amulets, chest decorations, the sound of the language . The events had a great positive response both among the hosts (kindergartens and schools), and among students and teachers of the college.

Brief summary: within the framework of the project aimed at the patriotic education of the younger generation, members of the search team of the museum "Dolg" and volunteers of the project collected historical material and recorded 75 field video interviews with three veterans of the Great Patriotic War, 30 rear workers, 42 children of the war, born in 1928-1945, living in the territory of the Parabelsky district of the Tomsk region. These memoirs, as well as copies of the presented photographs and documents, will update the permanent exhibition of the museum. Also, new temporary exhibitions will be developed on their basis, "Lessons of Courage" for schoolchildren and thematic excursions will be held.

Project: "Library in youth format (organization of the territory of free communication)"(Tarsky district of the Omsk region)
