We are guided by the Human Resources Development Strategy adopted by Russian Railways until 2015. Based on this, but taking into account our peculiarities, external and internal influences, as well as the results of monitoring at the road range, we annually set up our own strategy, define goals and objectives. The main focus of our efforts is to ensure and increase staff satisfaction with work in the company. As the head of the road, Viktor Vasilievich Stepov, emphasizes, when an employee is satisfied and his goals coincide with the goals of the company, this gives a real production result. Our other, no less important goal is to provide qualified personnel with the necessary competencies and a desire to give their knowledge, skills and abilities for the benefit of the company. And the third goal is to involve the staff in solving the problems of the company, to make them involved in the common corporate cause, which is a powerful motivating factor, especially for promising young people.

It is no coincidence that in the company and on our road such attention is paid to building an effective youth policy ...

Not only on the road, but throughout its range. For example, employees of structural subdivisions, branches, directorates and subsidiaries and affiliates of Russian Railways located within the boundaries of our highway are involved in the implementation of the Leader of October 2012 active youth potential development project. In today's difficult demographic situation, we have to fight for every young person, strive to keep him, create conditions for the development of potential. This is facilitated, in particular, by the competition of youth projects "New Link 2012". They are very united and motivated to work in the company by communication of interests, sports, charitable and other corporate events, memory campaigns.

Probably, the impetus for the creation of a new personnel strategy was the reform of the company ...

Of course, when the functions of economic entities and corporate coordination were separated during the reforms, it became impossible to think and build work with personnel in the old way. In 2011, the Center for Assessment, Monitoring of Personnel and Youth Policy conducted a unified sociological survey. It was attended by more than four thousand workers from managers to privates. Other surveys were organized, in particular, on the involvement of personnel in solving corporate problems. It turned out that dissatisfaction with working conditions and the dependence of wages on its results are at risk. This provided food for analysis and corrective action. Therefore, polls will be practiced this year as well.

Tatyana Stepanovna, when will our Corporate University start operating?

The St. Petersburg branch of the Corporate University will be opened this year. If first-level managers study at Russian Railways, then at our branch - the second level: heads of linear enterprises, deputy heads of services, heads of departments of directorates, centers and services. For the first stream, those who received the highest scores in the assessment of corporate competencies by the Center were selected. In the near future, a program will be approved, including various trainings and other modern forms of education.

Much of what you said deserves a separate discussion, and we will definitely return to it in the pages of the newspaper. But today I would like to recall that a good half of the staff that the company values ​​so much are women...

I want to thank all women railway workers for their contribution to our common cause, and especially those who are responsible for the social security of employees. After all, we do not have social workers, but there are personnel officers who perform their functions together with the trade union. Here, an individual, targeted approach to everyone, attentiveness, scrupulousness, and the ability to bring what has been started to the end are so important. It is women who primarily determine the atmosphere in teams, comfort in the workplace, and well-being in families. I want to wish them to remain steadfast, to remain women, to look beautiful. Be healthy and happy. And let the representatives of the stronger half congratulate you not out of necessity, but with all their hearts!

Yesterday the government appointed a new head of the Oktyabrskaya railway. They became the protege of Nikolai Aksenenko, the former head of the East Siberian Railway Gennady Komarov. The dismissed head of the road, Alexander Kuznetsov, who was counting on the support of Vladimir Putin, failed to regain his post. Moreover, Kuznetsov was fired "for systematic dereliction of duty." Now he will no longer be able to apply for the post of Minister of Railways.
The story of Alexander Kuznetsov's resignation began on February 15, when Minister Nikolai Aksenenko invited him to voluntarily leave his post at the board of the Ministry of Railways. The reason was an accident with casualties on the stage near Malaya Vishera on January 26, when a passenger train crashed into the tail of a freight train. According to Kuznetsov's associates, Aksenenko wanted to get rid of a competitor in this way. Kuznetsov is known for his good relations with Vladimir Putin (since his time as acting president in the mayor's office of St. Petersburg) and was considered the first contender for the ministerial chair.
However, Kuznetsov refused to take responsibility for the accident: there was no official conclusion about the causes of the disaster yet. He stated that he would not resign voluntarily and that his fate should be decided by the Prime Minister (it is he who appoints and removes the chiefs of railways under the current legislation). Then Aksenenko issued an order to temporarily remove the head of the OZhD, and Kuznetsov took a sick leave and began to wait for the results of the presidential elections.
But Putin, having won the election, did not rush to help his friend. On the contrary, it is possible that Aksenenko received carte blanche to appoint the head of the Oktyabrskaya road. As a Kommersant correspondent was told at the government information department, on March 30 the prime minister signed an order to dismiss Kuznetsov and appoint Gennady Komarov, head of the East Siberian Railway, to replace him. However, the Ministry of Railways did not confirm this information yesterday. According to the department, only the proposal of the board of the Ministry of Railways on the appointment of Komarov was sent to the government, and Putin's signature on this document has not yet been signed (he was supposed to put it last night).
Nevertheless, Gennady Komarov has already booked a charter from Irkutsk to St. Petersburg, and OZhD is sure that the presentation of the new chief will not take place tomorrow.
As for the reasons for the defeat of Alexander Kuznetsov, there are different versions. According to some reports, Aksenenko wooed Putin by giving rail fare discounts to a number of regional businesses ahead of the presidential election to encourage governors to support Putin. According to others, Kuznetsov simply overestimated his relationship with Putin.
If the information of the government information department is confirmed, then it will be impossible for Alexander Kuznetsov to return to the management structures of the Ministry of Railways. The phrase contained in the government's order about "systematic dereliction of duty" does not leave him a chance. However, Kuznetsov himself intends to resist. On April 13, the Smolninsky Federal Court of St. Petersburg will consider a claim to invalidate the decision to remove him from office.

The conflict between the leadership of the Oktyabrskaya Railway and the Ministry of Railways of the Russian Federation, it seems, has entered a decisive phase. The matter, of course, is not only in personal rejection, which, as a source in the ministry told us, exists between the acting Minister of Railways Nikolai Aksenenko and the head of the road, Anatoly Zaitsev. At the end of March, the balance commission, which checked the state of affairs on the road, gave its activities a negative assessment. But, according to the OZhD, this is not yet a reason for making an unprecedented decision: to dismiss five deputies of the head of the road and a number of other specialists from the top management of the OZhD from their positions at once. The ambiguity of the situation lies in the fact that only a few months have passed since the Oktyabrskaya Railway was recognized as the best among all Russian railways.
Here is how Ictor Lobko, deputy head of the OZhD for personnel and social issues, commented on the situation: - When Anatoly Zaitsev returned to the road in May 1997, his successor Nikolai Aksenenko, having barely taken the ministerial chair, began decisive actions to remove Anatoly Alexandrovich from the post of head of the road. A month later, for the departure of a freight train (without casualties and serious consequences), the head of the road was severely reprimanded as the last measure before dismissal. Thus, Aksenenko announced his intentions. At the same time, he took one block to Zaitsev in order to eliminate all the shortcomings on the road. At the same time, efforts were made by the ministry to complicate the financial situation on the road. However, the third quarter did not turn out to be a failure, and then the minister went, as they say, for broke. He directly demanded that Zaitsev write a letter of resignation, and when he tried to find out the reason for such a demand, he frankly stated: "I just need another person here." Further, the minister did everything to bring the person to a heart attack, and Zaitsev ended up in the hospital for more than three months.
Anatoly Alexandrovich did not break down, recovered and survived. Then Aksenenko began to act differently: he decided to remove everyone who supported Zaitsev. Please note: the road is blamed for financial failures, and the main blow is directed at those who do not manage finances.
... During Aksenenko's tenure as a minister, rail transport has turned from a naturally subsidized sector of the economy (such is the world practice) into the largest taxpayer. Pumping money into the budget and off-budget funds at any cost, thinking little about keeping your economy in working order - that's the essence of Mr. Aksenenko's policy. Whatever the rationale behind all this, such a policy weakens the industry, which becomes like a driven horse.
Second. On the same day that Nikolai Aksenenko was introduced as a new minister, he appeared on television in the program "Hero of the Day". The moderator asked the following question: "Your predecessor said that he would never allow the industry to be dismembered to please the requirements of the International Monetary Fund. And you?" And the newly appointed minister replied: "Of course, we will not dismember the industry. We will divide it." Indeed, the division is quite active. By the way, the press has already become actively interested in this issue. For example, from publications in the Izvestiya newspaper and the Moscow business weekly Kompaniya, we learned a lot of very interesting details about certain aspects of the activity of the head of the industry, about what his personal interest is above all. And the Oktyabrskaya road is of particular importance in the industry. It is essentially an export-import corridor for Russia. Not only major economic, financial, but also political issues are being resolved here. And, of course, it is better to have a complete like-minded person as the boss here, and even better - a person who does not have his own opinion at all.
In conclusion, Viktor Lobko said that the management of the OZhD intends to appeal in court against the minister's actions to dismiss the specialists of the Oktyabrskaya Railway.
