OKPD 2 is a term denoting the all-Russian classifier of products by type of economic activity OK 034-2014 (KPES 2008). This classifier was changed and entered into force on June 1, 2018. Section 38 OKPD 2 includes services for the collection, treatment, disposal and disposal of waste.

OKPD 2: Removal and disposal of solid waste

Garbage removal is becoming increasingly popular among novice Russian businessmen. The main stages at the beginning of work are the obligatory obtaining of a license and the purchase of appropriate equipment.

MSW (municipal solid waste) are materials that are difficult to dispose of in a domestic environment, but have already lost their consumer properties.

The issue of the removal of such garbage has become a global problem throughout the country, as it affects almost all spheres of people's lives.

OKPD 2: Services for the removal of solid waste

OKPD 2 was introduced in pursuance of Order No. 14 of Rosstandart dated January 31, 2014, thereby replacing OKPD, OKP and OKUN. The same order introduced OKVED 2, which replaced OKVED 2001 and 2007.

These two classifiers “consider” the activities of the entrepreneur from two sides, since they have different purposes:

  • OKVED is a classifier of types of activity, and OKPD-2 is a classifier of types of products;
  • codes from OKPD-2 are assigned independently, and OKVED-2 is entered in the public register by the body in which registration takes place;
  • with the help of OKVED, information is encoded in the Unified State Register of Legal Entities, and OKPD-2 encoding is used when placing government orders, as well as to ensure the functioning of the state contracting system.

All these codes are necessary for the preparation of regulations that regulate various areas of economic activity, as well as for the formation of statistical information at the international level.

Services for the removal of municipal solid waste (MSW) are included in group 38 under OKPD-2, as well as under OKVED. When conducting public procurement for the service of collection and removal of solid waste, OKPD-2 codes are applied.

In the documents provided for participation in the auction, in addition to other mandatory information, the OKPD-2 code of the service purchased by the public procurement organizer is indicated:

  1. When purchasing a service for the removal of solid waste, the OKPD-2 code 38.11.11 "Collection of non-hazardous municipal waste suitable for reuse: cardboard, paper, plastic, etc." is applied.
  2. If waste unsuitable for further use is collected and removed, then such garbage collection will be indicated by the code 38.11.21.
  3. If it is necessary to process and dispose of garbage, a code from group 38.2 is applied.

OKPD-2 also includes codes for various types of waste, for example, glass - 11/38/51. And the export of MSW of medical origin is designated by the code 38.12.11.

Since 2017, the provision of services for the removal of solid waste has been carried out under a contract for the provision of services for a fee, which has the following features:

  • the contract is drawn up between residents of an apartment building, as well as the private sector, management organizations, HOAs and a regional operator;
  • removal and disposal of solid waste is also paid by the owners of non-residential premises;
  • the agreement is in writing;
  • the contract is concluded for the entire period of validity of the status of a regional operator (from 10 years) or less. If this status is lost, the contract is automatically extended with its successor.

A detailed decoding of individual code designations can be found on the corresponding page of the full classifier OK 034-2014 on OKPD2.ru, in particular, see code 38.11 OKPD 2. Attention should be paid to the decoding of code 38.11 according to OKVED 2, given that for the first four characters of the code a certain correspondence is established between the type of product according to OKPD 2 and the type of economic activity according to OKVED 2, the result of which was this product (service or work). Detailed descriptions of specific codes in these two classifiers will help with the search and selection of the correct codes for OKPD 2.

Order No. 14 of Rosstandart dated January 31, 2014 introduced the OKPD 2 classifier instead of OKUN, OKP and OKPD. The same document approved OKVED 2 to replace OKVED 2001 and 2007.

Services for the removal of solid waste: OKPD 2

Two classifiers OKPD 2 and OKVED 2 have different purposes:

  • OKVED 2 - classifier of types of work, and OKPD 2 - products. They characterize the activities of an organization or an entrepreneur from different points of view;
  • OKVED 2 is mandatory entered into the public mandatory register by the registering authority, and OKPD 2 is assigned independently;
  • With the help of OKVED, data is encoded in the Unified State Register of Legal Entities, and the OKPD 2 code is relevant when placing government orders, for the correct operation of the contracting system.

At the same time, all these codes are used in the preparation of regulatory documents designed to regulate various areas of the economy, as well as the calculation of statistical data in international matters.

The service for the transportation of municipal solid waste according to OKPD 2 is included in group 38, according to OKVED, the removal of solid waste is also in group 38.

According to the current documentation, the term "garbage disposal" or "MSW disposal" is abolished, the wording "waste disposal" is used. Also, the coding does not use the term "collection of MSW", but rather "collection of waste".

Rules No. 354, clause 148 regulate the procedure for the provision of services for working with municipal solid waste. According to the rules, all work is performed only after the conclusion of a contract for the provision of services for a fee.

This agreement has some features:

  1. The contract is signed by the regional operator and citizens living in apartment buildings or owners of houses in the private sector. On behalf of the tenants, management companies, homeowners associations can sign contracts for the export of scrap.
  2. The owners of non-residential premises also pay for the collection, removal, disposal, disposal, disposal of solid waste. These can be owners of various enterprises located on the first floors of residential buildings - hairdressing salons, shoe shops, ateliers, shops, cafes, office organizations.
  3. As a rule, the contract is concluded in writing, but it is possible to perform work as a result of conclusive actions.
  4. The contract is concluded for the period for which the organization received the status of a regional "garbage" operator. The usual term is 10 years, but may be less. If the waste disposal company loses this status, the contract is automatically extended and renegotiated with the successor of the former operator.
  5. According to the new rules, a contract can be negotiated and signed not only with a regional operator, but also with an individual entrepreneur or another company licensed for these types of work.

  • mass, volume, composition of the scrap that is planned to be exported;
  • methods of accounting for the amount of solid waste;
  • time, place and intervals between removal works;
  • the procedure for settlements and payments and the terms for making payments;

Each person must understand what MSW is, since we all now pay for the service "MSW removal".

Solid household waste is considered to be items that have already been used by a person and have become unusable, or have lost their relevance or consumer qualities.

MSW is divided into organic (waste from cooking) and household waste (plastic, paper, cardboard, rubber). Of the total set of all MSW waste, they make up 25%.

Every year their number grows and gradually turns into a problem of grand scale.

IMPORTANT! Already 4,000,000 hectares of our country are occupied by landfills and landfills, where about 35,000,000,000 tons of garbage are stored!

This is one of the most important problems, as it affects literally every person. In terms of 1 person, about 400 kg of municipal solid waste is generated from its activities per year.

OKPD 2: Collection and removal of solid waste

For proper regulation in the field of solid waste removal, the OKPD 2 classifier is used.

According to the OKVED branch, class 38 is located in section "E" and has 3 subclasses:

  • accumulation and collection of municipal solid waste;
  • disposal and processing;
  • recycling activities.

When filling out an application for registration, choose codes consisting of at least 4 digits. For example, code 38.11 implies:

  • transportation of non-hazardous waste from the territory of the organization, collected in containers or special bins;
  • collecting materials that can be recycled and reused;
  • services for the removal and collection of containers from public places, as well as crushed stone and sand;
  • waste collection of a textile enterprise;
  • removal of waste generated during the construction of buildings and structures (stones, bricks, concrete, etc.). It can be private or multi-apartment buildings, as well as other construction projects;
  • services for the removal and transportation of non-hazardous solid waste.

This section does not include work with waste of I-IV hazard class, and also does not provide the possibility of sorting plastic and paper, disposal of non-hazardous waste at landfills.

In OKPD 2, each type of waste has its own codes. For example, glass is designated 11/38/51.

OKPD 2: Disposal of solid waste

Transportation of garbage and its disposal have become a popular business idea. To open your own business in this area, you must obtain a license and purchase the appropriate equipment and vehicles.

Such a company will never be left without work, as garbage is constantly generated in huge quantities. Annually this figure is about 60,000,000 tons in our country alone.

This state of affairs has turned the problem of collection, removal and disposal of garbage into one of the main areas of state activity.

Entrepreneurial businessmen can turn this issue into a great source of income, while improving the ecological situation on the planet.

In order to start work, it is necessary to register as an individual entrepreneur or open a company by submitting an appropriate application to the local authorities.

The application must indicate the correct activity codes from the current OKVED list.

Code of services for the treatment and disposal of waste - 38.2, non-hazardous waste - 38.21, non-hazardous waste for final disposal - 38.21.10.
