Accepted by the Interstate Council for Standardization, Metrology and Certification (IGU). Currently, they are normative non-legal acts.

Standards adopted before 1996 were normative legal acts and therefore were mandatory for application in those areas that were determined by the preamble of the standard itself. For documents adopted after 1996, normativity in itself has ceased to mean that the document is binding. Currently, the document becomes a mandatory regulatory legal act after registration with the Ministry of Justice.

In the Russian Federation, the federal law on technical regulation No. 184-FZ of December 27, 2002 separates the concepts of "technical regulation" and "standard", in connection with which all standards should lose their mandatory character and be applied voluntarily. Until September 1, 2011, in the period before the adoption of the relevant technical regulations, the law provided for mandatory compliance with the requirements of the standards in the part corresponding to the goals of protecting the life or health of citizens, property of individuals or legal entities, state or municipal property; protection of the environment, life or health of animals and plants; prevention of actions that mislead purchasers. Since September 1, 2011, all normative legal acts and normative documents in the field of technical regulation, not included in the list of mandatory ones, have voluntary application.

On the official website of Rosstandart, free access to standards and changes to standards was opened, however, the documents are presented in low-resolution graphic copies, with “watermarks” and copy protection.

Classification of standards

OKS is part of the Unified System for Classification and Coding of Technical, Economic and Social Information (ESKK) of the Russian Federation. The classifier is intended for use in the construction of catalogs, indexes, selective lists, bibliographic materials according to international, interstate and national standards and other regulatory and technical documents.

The objects of classification of the OKS are standards and other regulatory and technical documents.

The norms, requirements and characteristics adopted and in force in relation to the production of goods, as well as the provision of works and services, are regulated by the approved GOST (state standard). By definition, GOST is a regulatory document, in accordance with the requirements of which the standardization of production processes and the provision of services is carried out. The obligation of GOSTs remains until the development and approval of the technical regulation, which allows you to cancel the certificates of conformity.

Classification of GOSTs of the Russian Federation

The classification of GOSTs of the Russian Federation is based on a universal classifier used in relation to the standards established in the USSR. It is a hierarchically designed 3-4-level alphanumeric encoding system.

1. The first level of encoding is a section, the designation of which is carried out using Russian capital letters. A total of 19 letters are involved.

2. The second level is a class, indicated by numbers.

3. The third level is a group, digital encoding is used.

4. The fourth level is not present everywhere and denotes a subgroup of goods or services; the dot field is also indicated in numerical terms.

In October 2000, the all-Russian classifier of standards was put into practice, which partially replaced the Soviet model. During its development, the ISO international standardization system was used. In accordance with it, a system of digital designations in the format 001-2000 began to be used for marking, additionally with the abbreviation "GOST", in relation to goods and services of the Russian Federation - "GOST R". The Soviet system continues to remain relevant for the development of many systems of standards, and is also used as the main interstate base for regulation and standardization in many countries of the post-Soviet space.

The value of GOSTs

The significance and importance of GOSTs is determined by the fact that each approved document contains key requirements that the goods, works and services for which it is adopted must comply with in order to ensure their efficient and safe operation. In particular, the document defines:

  • consumer characteristics
  • specifications and requirements
  • methods for monitoring their production
  • technical compatibility
  • rules for storage, transportation and packaging of goods
  • product disposal standards

The state standard must go through the registration procedure, which is carried out by a special state body - the State Standard of the Russian Federation. It fixes the standards being put into effect, as well as replaced or canceled GOSTs.

Decree of the Government of the Russian Federation of December 29, 2007 No. 966 amended Decree of the Government of the Russian Federation of August 15, 2003 No. 500, approved a new version of the “Regulations on the Federal Information Fund of Technical Regulations and Standards” and a unified information system for technical regulation.
