Rules for the air transportation of passengers, baggage, cargo and requirements for servicing passengers, consignors, consignees - Rossiyskaya Gazeta. Basic Rules for Carrying Baggage on an Airplane

An airplane is, of course, not a train or a private car. Of course, you can’t load too much luggage into it. Each airline, therefore, has certain standards regarding the weight and dimensions of passengers' personal belongings. Aeroflot is no exception in this regard. Passengers who have bought tickets for a flight owned by this company can take luggage that is not too heavy and voluminous.

Basic concepts

All things carried by passengers of aircraft are usually divided into two main categories:

  • actual luggage;
  • hand luggage.

The last group is the portable lightweight personal belongings of the airline's customers. Their passengers have the right to take with them to the aircraft cabin. The passenger is responsible for the safety of hand luggage.

Baggage is more dimensional and heavy things that are handed over to a special compartment at check-in. Aeroflot is, of course, directly responsible for their safety. Passenger luggage must be delivered by the company safe and sound and handed over to the client immediately after arrival at the destination airport.

Hand luggage regulations

The weight of things allowed for transportation without registration depends on the cabin class the passenger is flying in. The more expensive the plane ticket costs, the more privileges are provided to the client of Aeroflot. So, business class passengers have the opportunity to take suitcases and bags with them into the cabin, the total weight of which does not exceed 15 kg. For customers of the same company who bought an economy or comfort class ticket, this figure is reduced to 10 kg. In this case, the sum of the length, width and height of the transported luggage should not exceed 115 cm.

With regard to the weight of items not subject to check-in, there may be exceptions to the rules for certain flights. It is worth checking at the box office of the Aeroflot company itself to find out for which routes other standards for the carriage of hand luggage are provided. So, for example, passengers on a Moscow-Cancun flight in both business and economy class can carry no more than 5 kg of items.

Children from 2 to 12 years old have the right to take the same amount of hand luggage into the cabin of Aeroflot aircraft as adults.

Prohibited Items

Thus, it is clear what are the rules for hand luggage in Aeroflot in terms of weight and dimensions. Of course, far from all things can be transported on a company plane without registration. For example, Aeroflot forbids passengers to take too much into the cabin with them:

  • water;
  • cosmetics;
  • different kinds of aerosols;
  • soups.

All products listed above must be placed in special packages. In this case, the volume of each such agent should not exceed 100 ml. If such products are packed in containers with a capacity of less than 100 ml, they should be placed in a special 1 liter plastic bag with a zipper.

In some cases, Aeroflot, whose baggage allowance is strictly rationed, may make exceptions to these rules. For example, baby food or medicines that are vital for a passenger can be transported in the cabin and in quantities greater than 100 ml.

In the EU countries, among other things, it is not allowed to import meat and dairy products. Aeroflot passengers should also keep this in mind.

What things are not weighed

Aeroflot passengers can take some items with them to the cabin “by default”. That is, such things are not weighed and are not standardized in any way. Such items include, for example:

  • crutches;
  • mobile phone, laptop, camera or photo camera;
  • package from Duty Free;
  • umbrellas, canes and briefcases;
  • newspapers and magazines.

Of course, passengers' outerwear is not weighed in the winter season either.

Aeroflot baggage allowance: free transportation

The company transports oversized and heavy items of passengers, as well as hand luggage, free of charge. But, of course, only if their weight does not exceed the established standards. Luggage is checked into a special compartment of the aircraft, as already mentioned, at check-in at the airport. Its weight is also normalized depending on which class the passenger is flying.

For example, 23 kg for one piece and 46 kg for two - there is a baggage allowance of 1PC. Aeroflot transports heavier items only for an additional fee. 1RS is the usual economy class. For business class passengers, these figures increase to 32 and 64 kg, respectively.

An additional fee for the transportation of items by Aeroflot is charged not only if their weight exceeds the standard. The company also has a price list for the number of pieces of luggage. Also, three dimensions of suitcases or bags for economy class should not exceed 158 cm, for business class - 203 cm.

Aeroflot: excess baggage allowance

Payment for the transportation of "extra" things in this company is quite large. How much exactly the client will have to pay in addition in this or that case, you can see in the table below.

Of course, even for an additional fee, it is allowed to transport not too heavy and voluminous cargo on Aeroflot aircraft. Baggage, the weight of which exceeds 32 kg per piece, and the dimensions - 203 kg, will not be accepted from the passenger.

If the company's client's belongings are too bulky, he will most likely have to pay 2,500 rubles for the second piece of luggage, and 7,500 rubles for all subsequent ones. ($50 and $150 respectively).

Aeroflot shares

Some groups of passengers of the company can carry excess baggage for a lower cost or even free of charge. For example, additional seats are provided for members of the Aeroflot-Bonus program and those customers of the carrier who fly to Israel, the USA, China or Japan.

In some cases, Aeroflot may also make discounts for the transportation of certain categories of items. The luggage of skiers and snowboarders (equipment), for example, from November 1, 2016 to May 5, 2017, flights of this carrier are accepted free of charge. Also, until March 25, Aeroflot passengers may not give extra money for diving and surfing accessories.

Liability of the company in case of damage to the client's belongings

Aeroflot's baggage allowance is thus precisely defined. However, of course, not only passengers are subject to certain requirements regarding the transportation of things. Aeroflot itself assumes certain obligations in this regard.

Specially hired loaders are responsible for loading, storing and unloading passengers' belongings from this carrier. Of course, the management of the company demands from these employees the most responsible attitude to business. But in some cases, passengers' luggage during loading / unloading can, of course, be damaged. In this case, Aeroflot undertakes:

  • send the passenger's belongings for repair at their own expense;
  • if repair is not possible, refund the full cost of the damaged baggage to the customer.

In order to avoid any problems when receiving compensation, the passenger must always keep the baggage tag with him until the receipt and check of the safety of things.

Loss of luggage

Of course, from time to time, passengers of the company have such a nuisance. In case of loss of baggage, the client of the company should immediately contact the tracing service at the airport. Here you will need to fill out a special form of loss and get a case number. Next, the company's employees will actually start tracking the movement of lost items using the World Tracer program. The latter, by the way, is available for ordinary people. Passengers can track their baggage on the official website of Aeroflot, in the "Wanted" section.

Passengers' opinion about the service

Most passengers believe that the company's baggage allowance is too strict. Aeroflot (economy and business class cabins in this company are quite expensive), according to many customers, could slightly increase the weight and dimensions of things accepted for free. In this regard, there are, unfortunately, mostly only not very good reviews about the company.

In addition, as can be judged from the reviews, Aeroflot employees usually do not give their customers any discounts even at the slightest excess in weight or size of suitcases. This, according to many passengers, is not observed in almost any other carrier. Some customers even have to simply throw things out of their bags in case of exceeding the norms, since their cost is much less than the amount of the surcharge for additional seats. So when collecting luggage at home, Aeroflot passengers should be as careful as possible.

Also, this company deserved not particularly good customer reviews for the overly complicated baggage check-in procedure. In order to do this, passengers often have to stand in queues for many hours.

Aeroflot does not lose things of its customers very often. However, this still happens sometimes. There are also negative reviews from those passengers from whose suitcases personal items or souvenirs were pulled out.

Rules for carrying baggage on an airplane although they are subject to federal and international law, they may still have some differences. Each air carrier has the right to independently decide what restrictions to establish. Uniform standards are applied only in terms of ensuring flight safety. About what and in what quantity can be transported by plane, is described in detail in our article.

Baggage in the law: what governs the rules for the carriage of baggage by air

The rules for the air transportation of passengers, baggage and cargo by Russian air carriers are regulated by the order of the same name of the Ministry of Transport of the Russian Federation of June 28, 2007 No. 82.

The provisions of the order apply to all domestic and international flights of civil aviation ships, both regular and charter. However, airlines are allowed to establish their own rules for transportation, including baggage, provided that they do not contradict all-Russian and international standards.

Differences in the rules, as a rule, relate to baggage dimensions, free baggage allowances, etc. That is, the provisions that are important for ensuring the safety of passengers and crew of an airliner remain unchanged.

Types of luggage

According to the general rules, baggage carried by air passengers is divided into checked baggage, that is, to be carried in the luggage compartment, and unchecked baggage - hand baggage.

Checked baggage allowance

The requirements for dimensions and weight of free checked baggage are established by air carriers. However, the differences are usually minor. The vast majority of airlines adhere to the generally accepted standard, according to which the baggage allowance is differentiated depending on the class of service and the tariff operating within this class.

For example, Aeroflot - Russian Airlines accepts baggage free of charge in the luggage compartment, the parameters of which in the sum of 3 dimensions (length, height and width) do not exceed 158 cm. At the same time, 2 baggage pieces are provided for all business class fare groups per 1 passenger , each of which can accommodate luggage no heavier than 32 kg.

Slightly lower weight norms for baggage belonging to passengers flying in comfort or economy class at the Premium fare - 2 pieces of 23 kg each. For other Economy Class fares, only 1 piece of baggage is free of charge for luggage weighing no more than 23 kg.

Baggage exceeding the specified weight will have to be paid separately - in addition to the cost of the ticket. The cost of transporting the so-called excess baggage is also set by the air carrier. On average, for domestic flights, it varies from 2,500 to 7,500 rubles. For international prices, prices are indicated in the currency of the European Union (Euro), but payment, if accepted in Russia, is made in rubles at the exchange rate of the Central Bank on the date of settlement.

Baggage allowed for carriage as hand luggage

The general rules for air transportation of baggage allow you to take a bag or suitcase with you into the cabin, the parameters of which in the sum of 3 dimensions do not exceed 115 cm (40 x 55 x 20). Such parameters allow you to easily fit luggage under the seat or on a special shelf above it.

However, these regulations do not apply to a number of things, such as:

Don't know your rights?

  • baby cradle and meals (in case of transportation of a child);
  • umbrella;
  • bouquet of flowers;
  • cane;
  • handbag or briefcase;
  • folder for papers;
  • a laptop;
  • camera and video camera;
  • mobile phone;
  • outerwear;
  • any printed publications (except for antiques, which are subject to mandatory declaration and require compliance with special transportation rules);
  • crutches;
  • suit (in a suitcase);
  • a bag containing any items purchased from Duty Free shops.

Important! Items from the above list are allowed to be transported in the aircraft cabin free of charge in excess of the established norm. Such baggage is not subject to weighing, registration and registration and is not marked with tags, unlike all other types of hand luggage and things carried in the luggage compartment.

However, there are many limitations, primarily due to security considerations. So, for example, any liquid, as well as gel-like and pasty substances are allowed to be transported in the cabin of the aircraft in containers whose volume does not exceed 100 ml. At the same time, all of them must be packed in 1 plastic bag, and their total volume cannot exceed 1 liter. Everything that is in excess of the norm will have to be given to the mourners, left in the airport storage room, or, if you don’t mind, thrown away.

Important! These restrictions apply not only to water or other drinks, but also to various lotions, creams, perfumes, toilet water, as well as shaving or hair styling gels, shaving foams, deodorants (in any form), all types of pastes (including toothpaste). ) etc.

But baby food can be transported in any volume required by the child during the flight. The same applies to medicines, but the passenger must confirm their need with relevant documents.

Drinks and other liquids, gels and pastes purchased at Duty Free can also be taken into the cabin in any quantity. However, for this they need to be packed and sealed at the stage of purchase. The seal is valid for a day. Similar requirements apply to goods purchased on board the aircraft.

Special baggage

Passengers with certain health problems that require the transportation of special medical equipment or equipment will have to coordinate their baggage with the air carrier company in advance. So, as a general rule, you will need to obtain prior permission if you intend to take with you on the plane as baggage or hand luggage:

  • a wheelchair and other devices for transporting patients powered by batteries;
  • medical cylinders with gaseous oxygen or air (up to 10 kg).

At the same time, the packaging of such items should completely exclude the possibility of leakage of gas and liquid from the batteries, as well as provide protection against tipping over, short circuit. In addition, the packaging is subject to marking with a sign of corrosion hazard.

What can not be transported on an airplane

None of the airlines will accept for transportation as baggage items, the circulation of which is prohibited or restricted in Russia. An exception is provided for potent and other similar medicines if the passenger has medical documentation confirming their prescription.

In addition, in order to ensure flight safety, it is impossible to transport either in the baggage compartment or in the cabin:

  • any types and forms of explosives (including items stuffed with them);
  • radioactive, toxic, oxidizing, flammable, poisonous, poisonous, caustic and corrosive liquids and solids;
  • gases in a compressed and liquefied state;
  • gas, cold steel, firearms and traumatic weapons, with the exception of specialized flights (for example, during the extradition or other type of escort of a person in custody, if it is impossible to transport him by land transport).

Important! These prohibitions do not apply to mercury thermometers, tonometers and barometers, which are allowed to be carried in the amount of 1 pc. per passenger in sealed packaging. The same applies to disposable gas lighters, non-hazardous aerosols, 3% hydrogen peroxide (subject to liquid transport regulations), dry ice for cooling perishable food (no more than 2 kg per person).

In addition to the listed items prohibited for transportation on the plane, you cannot take any piercing and cutting objects with you into the cabin (you are not even allowed to carry nail scissors), as well as magnets - they can interfere with the operation of the ship's instruments.

Important! On some routes there are additional restrictions on the number, types and dimensions of baggage. In order to avoid unpleasant surprises, it is recommended to familiarize yourself with the rules of transportation established by a particular airline in advance. Passengers planning to fly with their pets should pay special attention to this. There are separate requirements for their transportation.

At the end of 2017, President Putin V.V. A law amending the General Rules for the Air Transportation of Passengers, Baggage, Cargo and Requirements for Servicing Passengers, Consignors, and Consignees was signed. According to the adopted law, Russian airlines are introducing uniform rules for carrying baggage on an airplane, with the exception of Aeroflot's subsidiary, Pobeda.

Actual!

Let's take a look at what rules are relevant in 2019 for carrying luggage on an airplane.

According to the adopted November law, the new baggage allowance allows for one piece of a bag or suitcase weighing up to 30 kg. Less is allowed, more is not. Individual baggage is issued for each passenger.

Important! The allowable weight of things depends on the ticket category: economy, business or first class. The higher the class of the ticket, the more opportunities are provided for the amount of luggage.

Separate baggage can be issued for a child under two years old. The weight of the bag must not exceed 10 kg.

There is no single global standard for all airlines. It is worth focusing on the country to which the passenger is flying. For example, when traveling to Dubai, objects and literary publications of a religious orientation are prohibited for transportation, with the exception of Islam. Also consider the restrictions of each airline individually.

Excess baggage

So, if a passenger has purchased an economy class ticket, then he can carry baggage weighing up to 23 kg. With a larger load, the traveler undertakes to pay extra, but some air carriers allow a small excess without additional payment.

If you know in advance that baggage will fall into the excess category, check with your air carrier for the cost of the surcharge.

Baggage over 30 kg - heavy baggage

Carriage of luggage on the plane: the new rules equate the weight of more than 30 kg to the heavy category. Previously, the maximum weight was up to 32 kg.

For such loads, you should pay extra for each kilogram. There are no uniform tariffs, each company sets the price at its own discretion.

In addition to excess weight, there may be an excess of dimensions in the sum of three dimensions. These things include:

  • mountain skis and other large sports equipment;
  • musical instruments, for example, guitar, double bass;
  • household appliances such as a refrigerator.

For the transportation of such goods, a preliminary agreement with the company is required. Before the flight, contact the support service. On the day of departure, it is better to arrive at the airport in advance, as it will take more time to check in a special cargo.

Some carriers allow you to bring free ski equipment in winter or diving boards to resorts.

Companies have the right to refuse transportation of oversized cargo if the cargo compartments are too small or there is not enough space.

Baggage free ticket

A number of airlines support the no-baggage service. According to him, the passenger flies only with hand luggage. This method has both advantages and disadvantages. The pluses include the low cost of the flight. The downside is that the tickets are non-refundable.

Consolidated baggage

For couples, traveling families, colleagues and friends, there is a luggage pooling service. You can put all things in one suitcase, which will be listed as one piece of luggage.

Fragile luggage

When transporting glassware, electronics and decor items, many passengers worry about the safety of things, because most often at airports suitcases are treated carelessly, thrown into a general dump.

In such situations, the traveler can check in baggage marked “fragile”. To do this, provide information when registering things, and the suitcase will not be allowed on the tape. It will be carried by loaders to the luggage compartment.

Note! The possibility of handling fragile baggage does not guarantee the safety of the passenger's belongings.

Fragile items that meet the parameters of hand luggage are best taken into the cabin. The main thing is that things do not contain liquid. Jars with jam and compotes will have to be abandoned by handing them over to the luggage compartment.

hand luggage

How much luggage is allowed on the plane? Amendments to the law on air travel that came into force in November limited the minimum weight of hand luggage. Previously, it was possible to carry at least 10 kg for non-refundable and refundable tickets for free, now the limit is from 5 kg.

Most carriers allowed a 10 kg suitcase to be carried on board. For transportation in the luggage compartment took an additional fee.

The new law means that the airline is obliged to take in the cabin from 5 kg, but if desired, it is possible to increase the weight upwards. For example, "S7", "UTair" and "Aeroflot" announced their intention to leave the previous norms of 10 kg.

Aeroflot's official website currently has the following rules:

In addition, the list of free items for carrying on board in addition to hand luggage has undergone changes. We'll talk about them below.

What items can be taken into the cabin without being checked in as hand luggage?

According to the old requirements, it was allowed to take the following things to the salon for free without weighing, tagging and registration:

  • suit;
  • a laptop;
  • video camera;
  • camera;
  • mobile phone;
  • baby food for the duration of the flight in an unrestricted flight;
  • carrying for the baby (folding cradle or folding stroller);
  • books, magazines, newspapers;
  • outerwear;
  • women's handbag;
  • briefcase;
  • folder with papers and documents;
  • cane;
  • crutches;
  • umbrella;
  • bouquet of flowers.

Now the umbrella, laptop and cell phone are excluded from the list. The Ministry of Transport explained these changes by the possibility of removing the listed items in the bag.

In addition, the list of free items for transportation was supplemented with a new item - a backpack. The management of Pobeda Airlines confirmed the information that the transportation of backpacks will be allowed if its size fits into the established norms of the company.

For Pobeda, hand luggage restrictions will be 36 × 30 × 27, while the minimum ticket price will start from five hundred rubles.

Things allowed in hand luggage and with you

A passenger may wish to keep a number of items with him or in hand luggage. These include:

  • carbon dioxide balloons (used to activate artificial limbs);
  • eyeglass repair tools, including a screwdriver less than 50 mm long;
  • lighter or non-hazardous matches (only with you);
  • pacemaker;
  • other pharmaceutical devices, including on radioactive isotopes, with lithium batteries. It is allowed to keep only with you;
  • robot toy;
  • razors, including disposable ones;
  • eyelash curlers;
  • nitroglycerin tablets or spray for treatment;
  • oxygen cylinders for medical purposes;
  • injection needles for a passenger with diabetes or specialized medicines.

Actions on loss

No one is protected from losing things on air travel. Items go missing when loaded or loaded into the baggage compartment, they are accidentally sent on another flight.

In case of loss of personal belongings, follow the instructions:

  1. Make sure you have your luggage receipt on hand;
  2. Apply with a leaflet to the department of search for missing things;
  3. Write a statement;

Within three weeks, the carrier chosen by the passenger is obliged to find the items and return them. The parcel is delivered to your home for free, and the client does not have to go anywhere and pay for anything.

When returning damaged baggage or missing it after three weeks, you can contact the company with a request to compensate for the losses.

If the carrier refused to compensate for the damage, the citizen has the right to request a written refusal, with which he can go to court for further proceedings.

The Montreal Convention has consolidated an international agreement that stipulates the maximum possible compensation for the loss of a bag - 1131 SDR (artificial reserve and means of payment issued by the IMF). It's about $1500.

In practice, the figure depends on the specific carrier. Foreign companies pay an average of $20/kg. Major foreign airlines may pay the excess amount according to their internal rules. Russian airlines pay about 600 rubles each.

If a passenger has lost baggage while on an international flight, they should apply for a search no later than one week after the date of receipt of the items.

On domestic flights, it is allowed to leave a claim within six months from the date of loss.

Standard compensation requires a description of the missing baggage. If you have receipts for lost items, you can present them with a statement. Then you should expect a full or partial refund.

Advice! If you are transporting fragile or valuable items, insure them before flying with a declared value by paying an additional fee.

All baggage carried by a passenger, including baggage in the cabin of the aircraft, must be presented at check-in for the flight, due to security requirements.

Passenger's baggage, which the airline accepts for transportation under its own responsibility for its safety, is marked with a baggage tag and transported in the baggage compartment of the aircraft, is called checked baggage.

On all Aeroflot own flights, there is a piece-by-piece system for carrying checked baggage (according to the number of pieces). The piece system is differentiated depending on the class of service and / or the type of fare applied and direction.

You can get acquainted with the list of items prohibited for transportation in the passenger cabin in the section "Pre-flight screening".

To place things in the passenger compartment, there is a luggage rack and a special place under the seat of the front seat. Please note that the use of under-seat space in the rows of emergency exits during takeoff and landing of the aircraft is not allowed.

Additional information can be obtained from the Contact Center.
