Putin's resignation was a kind of gift for Miklushevsky's 50th birthday. After all, no one believes in the wording “of his own free will,” and Miklushevsky himself stated that he intended to run again for governor in 2019, no matter what he said now about the new “interesting work” in Moscow and that he was for rotation.

A little earlier, Miklushevsky even promised to take out a mortgage and build a house near Vladivostok. Looks like it won't be home. On Thursday, at a farewell briefing, the governor said that he did not feel like a stranger in Primorye. But even this Moscow official over the past 5 years, perhaps, did not become his own. Especially in contrast to "their own" predecessors - Nazdratenko and Darkin.

Not that this resignation was unexpected - rumors about it have been circulating for a long time. But rumors are rumors: rumors put the same Darkin to rest for many years in a row, and he outlasted even Nazdratenko in terms of the length of his stay at the head of the region.

A couple of weeks ago, at the suggestion of Navalny, participants in a rally in Vladivostok chanted: “Miklushevsky is a thief!” But the governor was fired not because of Navalny. On the other hand, the “ring was shrinking”: there were too many corruption scandals in the environment of the governor. And this despite the fact that Miklushevsky began with a programmatic statement about "decriminalization" (which was understood rather as "dedarkinization"). But already under Miklushevsky himself, the number of vice-governors and other regional officials who fell under investigation turned out to be a record even for Primorye, accustomed to everything. And the corruption trail has been trailing behind the governor himself for a long time - we mean the scandal with the Electronic University program when Miklushevsky was the rector of the Far Eastern Federal University (it was this position that he, who had previously worked as Deputy Minister of Education and Science of the Russian Federation, took in 2010, after which he was promoted to governor).

Miklushevsky never created a real team. The deputies changed like gloves, going to Moscow, then behind bars, then somewhere to the side. Performance discipline was weak: even the governor himself admitted in the spring that, for example, in the construction sector, there was a “systemic non-fulfillment” of his instructions.

Hyatts, two five-star hotels in Vladivostok, which were supposed to be commissioned by the APEC 2012 summit, have become a symbol of the Miklushevsky era, but have not yet been commissioned. One hotel cannot be completed in any way (and what has been built is already falling apart), another cannot be sold under the hammer (the price is reduced, but no one needs a long-term construction). Enormous sums were spent on the construction - almost 20 billion rubles, and at the suggestion of the governor, obedient regional deputies repeatedly allocated money from the deficit Primorye budget, saving on social programs. Scientists, studying the phenomenon of "Hyatts", capable, like black holes, absorb an unlimited amount of money, even introduced a new term - "miklunomics".

Other stories can be recalled: the flight of the governor in a private helicopter with Moët champagne ( from 5 to 25 thousand rubles. for a bottle.Ed.), the appearance of Miklushevsky in public either in a Louis Vuitton jacket for half a million, or with three smartphones in his hands (whence the nickname Vova Three iPhones). Or this: he promised to meet the New Year in Vladivostok, but turned out to be in Dubai - and for God's sake, but why be cunning?

Miklushevsky was also remembered for the fact that he attended the concerts of Zemfira and Mumiy Troll with pleasure. Refused "thieves" car numbers. Created the Public Chamber of Primorye and a network of public expert councils. True, these structures do not have real power, and in general the gap between word and deed was constantly gaping. Let's say, in words, the governor banned the open transshipment of coal in the ports of Primorye and even "broke through" the relevant law - but in reality the coal continues to gather dust, Primorye residents are protesting...

Miklushevsky himself considered his Primorye five-year plan to be successful on the whole (and what else would he say?!). Like, “objective difficulties” arose, but “they arise everywhere” ...

It was the first "Varangian" sent to Vladivostok from Moscow. He has already been replaced by another "Varangian": Putin appointed 54-year-old Andrey Tarasenko as acting governor. He was born in Vladivostok, but it seems that his connection with Primorye is limited to this: he studied in Leningrad, worked "on the fish line" in Moscow, the last position was the head of the Federal State Unitary Enterprise "Rosmorport".

With the resignation of Vladimir Miklushevsky, the investigation of the activities of his subordinates and himself personally by law enforcement agencies will not stop, Alexander Shemelev, former vice-governor for domestic policy of Primorsky Territory, emphasized in a conversation with a website correspondent. In his opinion, the ex-head of the region caused great harm to the region and the people living in it, and the path to the civil service is "ordered" for him.

"In my opinion, Vladimir Miklushevsky, dismissed from the post of governor of the Primorsky Territory, will not be remembered for anything especially good by Primorye. The infamous "bridgefall", broken roads, money-guzzling long-term construction hotels, endless promises, "Big" meetings and passages, inability to understand the desires and moods of the Primorsky people, subjectivism, broken in the first years (when he was still under the "shield" law enforcement agencies) the fate of many regional leaders, personal indiscretion (helicopters, jackets for half a million, beds for two million at the budget expense, etc.), an endless number of criminal cases against his close associates in recent years ... That's basically his "achievements".

According to Shemelev, the departure from the post of head of the region for Vladimir Miklushevsky should not be left without a logical continuation.

“I’m not the only one who hopes that with the resignation of Miklushevsky, the investigation of the activities of his subordinates and himself personally by law enforcement agencies will not stop. This person caused great harm to the region and the people living in it, but there was little benefit from him. flights to the north of the region.But this is negligible compared to what his predecessors did as governor.The further fate of Miklushevsky, as I would like to believe, is in the hands of law enforcement agencies.

I believe that the road to the civil service for Miklushevsky should be closed from now on. As for Acting Governor Tarasenko, who was appointed yesterday by decree of the President of Russia, many Primorye residents openly rejoice at the change of power - this morning I saw cars passing by the administration of Primorye, honking. New hopes, new man. It inspires optimism that the acting governor, a native of Vladivostok, a submarine officer, has experience in economic work. This is very good. We sincerely wish him good luck. This is a breath of fresh air for the region," Alexander Shemelev believes.

The result of the four-year work of the head of the region is the complete disorganization of state administration due to a number of circumstances, the expert said in a conversation with a REGNUM correspondent. Only one question remains open: in what scenario will Miklushevsky's resignation develop?

One of the circumstances that influenced the disorganization of public administration in Primorye is, first of all, the resignation of key vice-governors - in such a short time, even under the previous governor, Sergei Darkin, no one left. At the same time, the appointment of Miklushevsky was accompanied by obvious tasks on the part of the president: the fight against corruption processes.

“To date, this task has not been completed, it has failed successfully. In this situation, there can be no question of any trust in the governor. Therefore, the departure of Miklushevsky can develop according to two scenarios. The first is distrust on the part of the president, the second is his resignation with the institution of criminal cases. Where will they come from? The latest arrests, first of all, Avershin is now under investigation, it is possible that he will testify against the governor as well. Miklushevsky's trace of corruption has been traced since the time when he served as rector of the Far Eastern Federal University, ”the expert said.

“There is also a political component to the resignation of Miklushevsky,” added Piotr Khanas. - It should be noted that today the assessments of approval of the governor's activities have reached a historical minimum. In Primorsky Krai, no more than 42% approve of Miklushevsky's activities, in Vladivostok - no more than 34%. There was no such situation even under Darkin, in his worst times. Such low assessments of the governor's performance by the population are a big political risk for the 2018 presidential campaign. This is another reason for the governor's imminent resignation. If we said in October that there were no grounds for Miklushevsky's resignation, this was not visible from the public field, now it is obvious.

The processes of appointing a new governor, according to a political consultant, will be largely influenced by the presidential envoy to the Far East, Yuri Trutnev. This can be either one of his assistants, or one of the assistants to the head of the Ministry for the Development of the Russian Far East Alexander Galushka.

However, the new governor of Primorye will have to build a fundamentally new management system, so it would be more logical to appoint a representative of the local elite who is able to accumulate sufficiently large human resources both for the Primorsky Territory development program and for the state administration program. And here, it is likely that the candidacy of Sergei Sopchuk, who closely controls the situation in municipalities and knows the specifics of the system of legislative bodies, including the State Duma of the Russian Federation, will be considered.

“Even if we imagine that no criminal cases will be opened against Vladimir Miklushevsky, the loss of control on the territory of the Primorsky Territory is obvious. Further negative processes will only increase. A change is required,” Piotr Khanas concluded.

As REGNUM reported, Vice Governor of Primorye Oleg Yezhov resigned on April 30, but a few days later he was detained at the Vladivostok airport on suspicion of abuse of power. He will remain in custody until April 15, 2017. At the end of December, the court authorized the house arrest of Vice Governor Sergei Sidorenko for two months, he is charged with misappropriation of 40 million rubles allocated to eliminate the consequences of a devastating typhoon. Less than a week later, the chairman of the Union of Miners of Primorsky Territory, adviser to the governor Alexei Avershin, was detained. The reason for the detention was the investigation of fraud in the implementation of public procurement.

Detentions and resignations continue in the entourage of Primorye Governor Vladimir Miklushevsky. On Friday evening, Aleksey Avershin, chairman of the regional Union of Miners, who was part of his close circle, was detained on suspicion of fraud with public procurement. Earlier vice-governors Sergey Sidorenko and Oleg Yezhov were arrested. At the same time, information appeared in the regional media about the arrest of political strategist Ilya Spokoinov (adviser on a voluntary basis to Vice-Speaker of the State Duma Sergei Neverov), but he himself denied it. At the same time, the head of the region at the United Russia party conference announced his readiness to run for governor in 2019.


On Saturday, the Primorye media reported on the arrest of the chairman of the Union of Miners of the Primorsky Territory, Alexei Avershin, and the wife of the general director of the Admiral hockey club, the well-known political strategist Ilya Spokoinov (also known by the names Mitkin and Zeldovich), the general director of New Wave Television and Radio Company Marina Sviridova. According to unofficial information, entrepreneurs are suspected of abuses in public procurement. In the TFR in Primorye, they refrained from commenting.

Also, a number of Primorye media reported the arrest of Ilya Spokoinov himself. However, Mr. Spokoynov denied this. “Detractors wishful thinking. I am at home with my family, with children and continue to work,” he told the Primamedia news agency. Mr. Spokoinov has been advising the Governor of Primorye on domestic political issues for several years now. Previously, he collaborated with United Russia and governors in elections in different regions. For example, he advised the deceased governor of the Altai Territory Mikhail Evdokimov, the former governor of the Arkhangelsk region Ilya Mikhalchuk, worked on the United Russia primaries in the Novosibirsk region, and then became an adviser on a voluntary basis to State Duma Vice Speaker Sergei Neverov. The detention of Alexei Avershin was an unpleasant surprise for Vladimir Miklushevsky. The entrepreneur is in the inner circle of the governor. At the beginning of the year, they were at the center of a scandal together: footage of the joint flight of Avershin, Miklushevsky and Spokoinov on a Robinson R66 helicopter was posted on the Internet, into which packages with expensive champagne were loaded before takeoff. State Duma deputies from the Communist Party of the Russian Federation Sergey Obukhov and Valery Rashkin appealed to the Prosecutor General's Office and the presidential anti-corruption department with a request to check the legality of the use of a private helicopter by the governor (see Kommersant on February 5). Then Mr. Avershin said that he “acquired the helicopter in 2014” and leases it to everyone, and the governor’s press service stated that he paid for the trip at his own expense.

This year, vice-governors Oleg Yezhov and Sergei Sidorenko were arrested. The first is accused of abuse of power when paying for construction and installation work under a state contract (damage of 24.5 million rubles). The second is an attempted fraud in the distribution of compensation to agricultural enterprises affected by the flood (damage of 10 million rubles).

The governor is trying to show that he has nothing to do with the accusations against officials from his entourage. At the reporting and election conference of the regional branch of United Russia, which took place on Sunday, Vladimir Miklushevsky announced his intention to run for governor in the 2019 elections. “Your obedient servant, if he comes with good results and the population supports him, he is ready to participate in these elections,” he said. One of the conference delegates, however, noted in a conversation with Kommersant that "Miklushevsky looks very upset." “He sees that the bombs are falling closer and closer,” said the source.

“Over the past six months, two vice-governors of Primorye have been sent into custody, two more vice-governors - Alexander Los and Alexander Rolik - have gone to work in the regional parliament. The vice-governor Sergei Nekhaev also left the regional administration, and Ilya Mitkin, who had a strong influence on the governor's policy decisions, also retired with him. This is an indicator of "confusion and vacillation" in Miklushevsky's team and speaks of the instability of his position. The confrontation with the regional security forces is growing.
