From 2014 to 2017, it was possible to get an educational loan not only for the first higher education, but also for the second one. In addition, the government decree on state support for the issuance of educational loans also regulated the issue of granting a loan. Thus, banks were not entitled to require the borrower to provide collateral in the form of movable or immovable property (loan security).

At the same time, the borrower was obliged to repay the full cost of the loan within 10 years after graduation. The term of study should not exceed 5 years. If the borrower took academic leave, then he should have been granted a deferral of loan repayment for the duration of the vacation.

Upon completion of studies, the borrower was given a two-year grace period, when interest was charged at a reduced interest rate. Starting from the third year, the accrual of interest was resumed in full, taking into account the interest that was provided during the grace period, and payments were made in equal installments ().

When providing an educational loan, banks were not entitled to charge additional payments that could lead to an increase in the interest rate, for example, a commission for maintaining an account. The bank should not have interfered with the borrower if the latter expresses a desire to repay the loan debt ahead of schedule.

How to get an education loan in 2017

Previously, it was possible to get an educational loan with state support in the following way. The following documents had to be submitted to the bank:

  • Russian passport;
  • if there is a certificate of temporary registration of the borrower, who actually does not live at the place of permanent residence (registration);
  • an agreement on the provision of paid educational services concluded with an organization carrying out educational activities;
  • a payment document of an organization carrying out educational activities in order to pay for the received educational services;
  • application form.

In this case, the recipient of the loan could be a student/applicant of a university who is a citizen of Russia aged 14 to 18, or an adult citizen of the country studying in a program of higher professional education.

What now?

Since January 2017, you can get a loan for education only without state support. Such loans are currently offered by two banks: Post Bank and Zapsibkombank.

Post Bank provides from 50 thousand to 2 million rubles for up to 12.5 years at a rate of 14.9% per annum (including insurance) to 27.9% per annum. At the same time, the borrower pays only interest on the loan for the entire period of study (the amount of the monthly payment is gradually increasing). On the fourth month after graduation, the borrower pays the remaining interest and the "body" of the loan.

In order to obtain such a loan, it is necessary to provide a credit institution with confirmation of the solvency of the borrower and co-borrower - a certificate of income in the form of 2-NDFL for the last three months.

In turn, Zapsibkombank provides up to 80% of the cost of training, based on the income of the borrower and co-borrower for up to five years at a rate of up to 18.4% per annum. The debt is repaid in equal monthly payments (interest plus the "body" of the debt). The loan is provided in equal annual tranches.

A loan can be issued under the guarantee of an individual, a pledge of property (including transport) or a bank deposit. The type of guarantee affects the interest rate. In addition, the borrower and co-borrower must also confirm their solvency (certificate 2-NDFL) and employment (copy of the work book).

Important! Sberbank continues to provide "preferential" educational loans under agreements concluded before December 31, 2016. At the same time, as noted in the press service of the organization, the timing of the resumption of acceptance of new applications directly depends on the promptness of the ministry's introduction of amendments to legislative acts. According to preliminary data, Sberbank plans to resume lending by the start of the new academic year.
