Initially, the package of regulatory legal acts should include the main valid papers. Thus, one should rely on Federal Law No. 273-FZ “On Education in the Russian Federation.”

This document establishes indicators for the size of government payments of such a plan. All scholarships are paid in accordance with Article 36 of this Federal Law. Paragraph 17 of the article talks about how the amount of the benefit should be formed.

Since financing is provided from all-Russian funds. And for all students the benefit will be the same. There is also a separate document with its provisions on increased payments.

This is the Decree of the Government of the Russian Federation No. 679 “On increasing scholarships for needy first- and second-year students of federal state educational institutions of higher professional education who are studying full-time at the expense of federal budget allocations for undergraduate programs and specialist training programs and who have “good” and “good” grades. "Great"".

And the creation of this document began after Decree of the President of the Russian Federation No. 599 “On measures to implement state policy in the field of education and science” was put into effect.

How to apply for a state social scholarship for low-income students

This type of benefit is issued upon the student’s application. Therefore, it is necessary to prepare for a number of requirements and actions. Initially, you need to understand that receiving government assistance in this area is based on the citizen’s success in education.

Photo: procedure for applying for a social scholarship

It is to stimulate his high achievements that funding was introduced. The registration procedure itself involves several stages.

And in this case, the most important ones will be:

  • registration procedure;
  • collection of documents.

In order to receive financial support, you must constantly attend classes at the educational institution and receive high grades for the work done.

Registration procedure

Receiving state-issued financial assistance requires taking a number of steps:

Draw up a certificate stating that the student is studying at the institution This document can be obtained from the dean's office of an educational organization - universities or colleges
The dean’s office also prepares a document on the amount of income for the last three months. In their absence, a document is still drawn up indicating zero indicators for benefits
Pass all items for the session without debt If there are any “tails”, social scholarship payments are terminated
Confirm the status of a low-income family - according to all norms established by law All documents are transferred to the educational institution for verification and reporting

This algorithm should be carried out every session. Since the social scholarship is awarded only to excellent and good students and under certain conditions, it is necessary to constantly confirm the status.

Collecting certificates and calculating payments should begin in advance to avoid delays and long breaks in assistance. The student takes care of this on his own.

It is usually necessary to collect documents in the first month of the semester in order to process payments on time. More detailed deadlines are set at the place of study - there you should get advice on registration.

Typically, applying for a scholarship does not take much time at the university. Therefore, it is worth obtaining the status of a low-income family in advance, so that there are no problems in further registration.

After the documents have been transferred from social protection to a higher or secondary educational institution, an administrative act of local significance is issued.

List of documents

A basic set of papers includes the following items:

For nonresident students, additional paper options must be provided:

  • confirmation of registration in a dormitory or residential premises according to Form 9;
  • receipt of payment for accommodation in the hostel and absence of debt.

If a citizen does not live in a hostel, he must provide the appropriate certificate from a passport officer.

Amount of assistance this year

The amount of assistance benefits is determined based on several factors. So, there is an indicator of a student’s category, which is within the following framework:

Place of study, degree Amount of social scholarship, rubles
Technical schools 890
Colleges 890
Higher educational institutions, universities 2.5 thousand
Graduate students, assistants, residents 3.1 thousand
Postgraduate students in the field of technical and natural sciences 7.7 thousand

These indicators are payments with indexation included. In 2020, the supplement level for social scholarships will be 4%. Therefore, in the first academic semester, payments are less than in the second.

Advantages and Disadvantages

It is necessary to understand that this type of payment has its own nuances:

In the near future, no increase in this category of scholarship is expected in Russia. Therefore, the poor cannot count on privileges and will receive the same amount of assistance.

The only option to increase your income is to receive a survivor's pension. Although such a payment is available only to certain categories of citizens.

Since the training takes place on a full-time basis, Denis also cannot earn extra money. Citizens live in the village of Revny.

In this situation, a child who has lost his parents is provided by law with assistance in the form of a social state scholarship. This issue is regulated by Article 36, paragraph 5. To register such a social support measure, the following certificates are collected:

  • about family composition;
  • about income for the last quarter;
  • on the transfer of guardianship rights;
  • about studying and receiving (lack of) scholarships.

Denis’s grandmother collected the necessary certificates of income and guardianship. Denis, in turn, received a certificate from the university dean’s office confirming his studies and receipt of a scholarship. Citizens handed over the collected papers to social protection authorities. As a result, Denis began to receive additional 2237 rubles scholarships. The most popular question and answer regarding social scholarships for students

Question: We are a young family, both of us are currently studying at one of the state universities in Moscow. We live in a university family dormitory. I work part-time in my free time from studying, however, I still don’t have enough money for a decent living. Can we receive any additional scholarship, given that we both do not have health problems or other significant reasons that guarantee us these payments? What is the maximum amount for these scholarships?

Answer: Each educational institution independently accepts decision on the amount of social scholarship students who applied. Usually, to assign payments, it is enough to provide the public protection authority, in addition to the required documents, with a certificate of low family income and proof of residence in a hostel. Families must present a marriage certificate.

The amount of social scholarships is set individually for each individual university. However, “On establishing standards for the formation of a scholarship fund at the expense of budgetary allocations from the federal budget” determines the minimum amounts of payments without establishing an upper limit - 2452 rubles for students receiving higher education in Russia.

For graduates of Russian schools, one of the most difficult periods of their lives is coming to an end. The majority of recent schoolchildren successfully passed the Unified State Exam, received the results and applied to Russian universities for the specialties with which they dream of connecting their lives. While waiting for the announcement of the verdict and preparing for additional tests required for admission to budget places in the most popular educational institutions in the country, it’s time to ask what the scholarship will be in the 2017-2018 academic year. After all, what is a scholarship for a student? Often questions of actual survival and the need to find part-time jobs depend on it. Consequently, the size of the scholarship directly affects the quality of education and standard of living.

From this article you will learn:

Before proceeding to a detailed analysis, it is worth clarifying what a scholarship is.

A scholarship is financial assistance established at a certain level, which is provided to students of universities, colleges, technical schools, colleges and a number of other educational institutions, as well as cadets, graduate students and doctoral students.

The scholarship amounts, in most cases, are set by the educational institution itself, and, therefore, can differ significantly in different universities of the Russian Federation. Also, when choosing a place of study, you should know that the state scholarship, which will be discussed in this article, is paid exclusively to students of state educational institutions. Students of private universities, as well as those enrolled in contact form of education, are deprived of financial assistance from the state.

So, the average student of a state higher educational institution in Russia studying on a budget can count on the following types of scholarships:

  1. Academic– provided to full-time students undergoing training at the expense of the budget and who do not have academic debt. In other words, those who only have “good” and “excellent” can count on this type of payment. Although this is not the final indicator and the score for receiving a scholarship may vary in different universities, as well as additional criteria.
  2. Advanced academic The scholarship for students is awarded from the 2nd year, which means that those who entered the university in 2017-2018, in order to increase the amount of payments, must achieve certain high results in education or sports during the first year of study, as well as take direct part in cultural life of the educational institution.
  3. Social– paid to students in need of financial support from the state. Its size does not depend on success in education and is calculated on the basis of the documents provided confirming the corresponding right of the citizen to state assistance. It can be provided not only in cash, but also, for example, to pay for a hostel. The list of documents for its registration can be clarified in the dean’s office.
  4. Increased social intended for socially vulnerable students during their 1st and 2nd year studies. Like a regular social scholarship, this scholarship does not depend on grades and is awarded under one condition - the absence of academic debt.
  5. Personalized government and presidential scholarships– payments that students of faculties of priority areas who demonstrate high educational achievements can count on.

Amount of scholarships in the 2017-2018 academic year

As mentioned earlier, the amount of financial payments to students at different universities in Russia may differ due to the fact that the law gives educational institutions the opportunity to independently set the amount of scholarships, regulating only the lowest level of payments. All universities enjoy these rights, establishing scholarships for students in accordance with financial capabilities.

According to the changes made to the Federal Law “On Education in the Russian Federation”, three stages of increasing scholarships are planned:

1 in 20175,9 % 1419 rub.
2 in 20184,8 % 1487 rub.
3 in 20194,5 % 1554 rub.

It is obvious that for a student to have a normal life, it is not enough just to have good academic performance and no debt. It is necessary to strive to obtain the right to increased payments. For comparison, the average amount of an increased academic scholarship in the last academic year was about 7,000 rubles.

Today, the views of all Russian students are turned to the State Duma, where a bill has been introduced justifying the increase in scholarships to the level of the minimum wage, which means raising the minimum payment bar to 7,800 rubles.

Increased scholarship

The right to an increased social scholarship is granted on the basis of a package of documents confirming the student’s special status. Applicants for increased social benefits include:

  • orphans;
  • children deprived of parental care;
  • disabled people of groups 1 and 2;
  • disabled people and combat veterans;
  • Chernobyl victims.

Accrual of an increased academic scholarship is a complex process, since the amount of payments directly depends on the student’s rating and personal achievements. The amount of financial assistance, as well as the criteria for its applicants, is determined by each university independently.

If you are planning to compete for an increased academic scholarship, it is important to know that:

  • The scholarship is awarded on a competitive basis;
  • only 10% of students receiving a regular scholarship can qualify for increased payments;
  • The award decision is reviewed every semester.

An informational video was released for students of the Siberian Federal University on how to receive an increased scholarship. Perhaps it will shed light on some of your questions.

Personalized government and presidential scholarships in 2017-2018

For special achievements in studies and scientific work, students of universities of the Russian Federation are provided with a Presidential scholarship, which in the 2017-2018 academic year will be provided to 700 undergraduates and 300 graduate students in the amount of 2,000 rubles. and 4500 rub. respectively.

The number of students at a particular university will be determined by allocating quotas. The largest number of presidential scholarship recipients this year will be:

The distribution of quotas for graduate students for 2017-2018 gives the right to assert that the President's scholarship will be more accessible to scientists from the following universities:

UniversityQuota
1 Moscow Institute of Physics and Technology7
2 National Research Nuclear University "MEPhI"7
3 St. Petersburg National Research University of Information Technologies, Mechanics and Optics7
4 Ural Federal University named after. Yeltsin6
5 Peter the Great St. Petersburg National Research University5

In addition to presidential awards, students can compete for other personal payments:

  • Moscow government scholarships;
  • regional scholarships;
  • scholarships from commercial organizations: Potaninskaya, VTB Bank, Dr. Web, etc.

Why can a scholarship be revoked?

Most budget students expect to receive a scholarship upon admission. But, in practice, not all university students maintain a high level and receive financial assistance throughout the entire period of study. The loss of a scholarship is a serious problem for many, and therefore it is worth finding out in advance what can lead to such negative consequences and trying to avoid such situations.

So, in the overwhelming majority of cases, a student is deprived of a scholarship if:

  • the student systematically skips classes;
  • at the end of the academic semester there is academic debt;
  • grades below the “good” level appear in the record book.

You will also have to say goodbye to the scholarship when switching to part-time study and when applying for academic leave. However, all these reasons are well known and lead not only to the loss of a scholarship, but also to expulsion from the university.

A significant portion of needy students may lose social scholarships due to amendments to the Law “On Education” that came into force on January 1, 2017. Human rights activists point out that while previously all low-income people had the right to support, now in a number of regions the list is limited, for example, to “citizens of working age who are actively looking for a way out of a difficult life situation.” The Ministry of Education and Science said that tightening the rules will not lead to a reduction in the scholarship fund and will allow an increase in the amount of scholarships for those who “really need support from the state.”

After amendments to the federal law “On Education” came into force, some regions found themselves in a situation that threatens needy students with refusal to pay social assistance. For example, until 2017, a student living in a dormitory could apply to the social security authorities to be recognized as low-income and receive a certificate confirming low income (despite the fact that the real income of the student’s family may be higher than the subsistence level established by regional authorities). Based on the certificate, the university awarded the student a social scholarship - in the 2016/17 academic year in an amount of no less than 2010 rubles. (minimum academic scholarship - 1340 rubles). The scholarship is awarded for one year from the date of submission of documents from the social security authorities to the university.

Now, in order to qualify for a social scholarship, a student must pass the filter of regional social protection authorities, proving that his family or himself has an income below the established subsistence level and needs social assistance from the state. At the same time, each region determines the conditions for assigning such assistance independently. Each subject issues certificates of recognition as low-income in their own sample, from which it is not always obvious whether the student really needs additional support, Andrei Nikolaenko, rector of the Moscow Polytechnic University, told Kommersant. “The requirements for assistance are stricter, that is, this amendment allows us not to dilute the scholarship fund, but to provide support to students in a more targeted and effective manner,” Mr. Nikolaenko emphasized.

The Ministry of Education and Science is also talking about strengthening targeted assistance to students “who really need support from the state.” “The scholarship fund funds in 2017 are protected and will be indexed by 5.9% from September 1. Thanks to the innovations, it will be possible to increase the amount of social scholarships for students, as well as expand the opportunity to receive financial assistance for graduate students, residents and intern assistants,” they said "Kommersant" in the press service of the department. That is, if there are fewer recipients of social scholarships at the university, those remaining among them will be able to receive a larger accrual due to the redistribution of funds from the scholarship fund.

The ministry’s optimism is not shared by Student Rights Commissioner Artem Khromov: “Each region independently determines what ‘reasons beyond a citizen’s control are why his income is below the subsistence level,’ so a significant portion of needy students may find themselves without state social assistance, and, accordingly, and without social benefits." According to Mr. Khromov, not all regions are focused on social support for low-income students, so a significant part of them will remain without social scholarships in the new year.

For example, in Crimea, assistance will be provided if a student is caring for a disabled child under the age of 18, or a child under the age of three, or is raising three or more children, or is a pregnant woman. In the Samara region, only students from low-income families, in which both parents are non-working pensioners or at least one of the parents is disabled, can receive support from the state. In the Tyumen region, the independent reason why a low-income citizen living alone has the right to receive state targeted social assistance is his disability. The social code of the Yaroslavl region states that single disabled citizens, large and single-parent families and citizens of working age who are actively looking for a way out of the difficult life situation in which they find themselves have the right to receive social assistance.

In addition, students may be denied social assistance if there is a lack of funding in regional budgets for the corresponding payments, explains Mr. Khromov. According to him, there is a risk that a significant proportion of students will not receive them on time. “Many simply do not know that the rules have changed, and the university does not have the right to award a scholarship without new documents, the preparation of which takes time,” he says.

The amount of scholarships for Russian students is significantly lower than the corresponding payments in developed European countries. However, students still expect to receive government assistance, otherwise they will be forced to devote less time to their studies in order to find part-time work.

The rights of students are specified in the following regulatory documents;

  • Federal Law of December 29, 2012 No.;
  • 12/17/2016 No. 1390 “On the creation of a scholarship fund”;
  • “On approval of the Procedure for assigning a national academic scholarship and (or) a national social scholarship.”

A scholarship is a permanent monetary payment that is assigned to a student at an educational institution in order to stimulate and (or) support their mastery of the relevant educational course. This issue is regulated by Federal Law No. 273-FZ of December 29, 2012 “On Education in the Russian Federation”, namely Article 36 “Scholarships and other cash benefits”. The amounts of national cash payments are established in accordance with.

Types of scholarships for students:
