This year's admission campaign started two weeks ago, but applicants have no less questions. What is the best way to deal with original certificates? Do they affect priority enrollment? Is it necessary to be afraid that all budget places will be taken by Olympiads? Who are “invited applicants”? These and many other questions are repeatedly encountered at the selection committee. HSE Vice-Rector answered the questions most of all of concern to applicants.

This year, the role of original documents has significantly increased when applying to universities. How to properly dispose of originals to increase your chances of getting into HSE?

The innovation of this year is that now enrollment will take place in two stages. I will demonstrate with a simple example. Let's take an educational program where the number of state-funded places at the Higher School of Economics is 160 people. First, all applicants submit documents before July 24. There is a category of applicants who enter without entrance tests, for example,. If they want to use their benefits, it is important that they bring the original of their certificate before July 29. Another category of applicants, whose originals must also come to us before July 29, is for social benefits, that is, children without parental care, and so on. The same applies to target recipients entering the quota of the target set. All these three categories must provide original documents by July 29, and on July 30 we will enroll them.

- If the "beneficiaries" bring the originals after July 29, will they be credited already on a general basis?

Yes, in this case they will already lose the benefit.

We took the Economics program as an example, where there are 160 state-funded places. Let's assume that 50 Olympiads, 5 orphans and 5 more target recipients wanted to come to us for this program. That is, out of 160 budget places, 60 places have already been taken (provided that all of them brought original documents by July 29). This means that we have 100 places left for a free competition based on the results of entrance examinations. These 100 places are enrolled in two stages. At the first stage, 80% of the places put up for the competition are filled. In our example, 80 people should be enrolled in the first stage.

- That is, these are only those who brought the original documents, and they have the highest scores?

That's right, those who want to get into the first wave must bring the original documents before August 3rd. We have one ranked list of applicants by the number of points scored, but some of them have original documents, while others do not. Those who do not have originals, we simply do not take into account in these 80%, which will be credited at the first stage.

- They are not taken into account, even if they have more points than those who bring the originals before August 3?

Yes, we only count those who have originals. If the second has more points than the fourth, but he did not bring the original documents, he will not fall into the first wave. And here it is necessary to make the first emphasis. If you are determined to enroll in this program, then you need to bring the original documents before August 3. On August 4, 80 applicants with the highest amount of competitive points will be enrolled, but only from among those who provided the original certificates.

- What happens in the second wave, in which the importance of the originals is just as great?

Yes, a short period of time is allotted for the second wave. Those who, for some reason, did not get into the first wave, but want to get into the second, must bring the originals before August 6. This is how the places left after the first wave are filled.

- And if those who brought the originals are less than 80%, in our example - less than 80 people?

At the first stage, we fill 80% of the places, at the second stage we get 20%. But this is provided that those who were enrolled at the first stage, for some reason, did not take their documents. If they took away, or initially the number of submitted originals was less than 80, let's say 75, then the number of competitive places in the second stage increases by this delta - that is, in our case, places in the second stage will not be 20, but 25.

- And if the number of applicants on the basis of benefits is greater than the number of budget places?

This is the second most important question that worries many applicants. On July 30, the enrollment of persons with special rights upon admission is carried out - these are Olympiads entering without entrance examinations; incoming social benefits and targeted admission. And, if social benefits are quota-based and cannot exceed the announced quota, then the number of Olympiads who can choose one or another program is impossible to predict. All Olympiads, whose original documents for July 29 will be in the selection committee (I remind you that they are enrolled before the start of the first wave), will be enrolled. Even if their number will be equal to the number of budget places or will exceed them. At the same time, the university decided that the university adds 25% of the places from the initial admission target for free competition - admission based on the results of the Unified State Examination. In other words, if there were 100 places in the program, and all of them are occupied by Olympiads, then another 25 places are put up for a free competition.

Now there is no requirement to publish lists of recommended ones. Therefore, the HSE has developed the appropriate admission regulations and we will publish the lists of those invited to enroll. We annually conduct surveys of applicants and make a predictive assessment, highlighting the green wave. This wave includes all those who, according to our estimates, will enter the HSE if they provide the original certificates. Thus, uncertainty is removed, the applicant will not have to rush between universities, not understanding their chances of admission. He will see that HSE is inviting him.

- At what stage does the applicant find out that he is invited to enroll?

The list of invitees will be determined on July 30, when it becomes clear how many Olympiads and other preferential categories have already been enrolled. This does not cancel the operation of the system 80% - 20%. As I already said, at the first stage we credit no more than 80%. But even if the “invited” applicant does not pass in the first wave, but he is on our list, he will be enrolled in the second stage.

- How does the applicant know that he has received the status of "invited"?

All "invited" will be highlighted in the lists on the website of the selection committee.

What about those who were a little less fortunate and still did not have enough points to enter the first and second waves?

There is no need to despair. We have a sufficient number of paid places and a large and flexible. From the first of July there is a conclusion of contracts for paid places. Already now we have corridors of points, which correspond to a certain discount. Quite funny - we still do not know the passing score for the program, but we already know what kind of discount an applicant with his number of points according to the results of the Unified State Examination - he falls into the corridor of points that give him a 25%, 50% or 70% discount.

Can a student insure himself and apply for a paid place, and in case of admission to a budget place, pick them up?

Yes. If for some reason an applicant is worried that his points will not be enough to enter the budget, you can immediately apply for both the budget and the paid one. And before summing up the budget receipts, be sure that you entered the university. In this case, the applicant concludes an agreement on paid training, pays for it. If this applicant eventually enters the budget, then the contract is terminated, the money is returned in full.

- Were there such cases in previous years?

Last year, about 100 people who signed and paid for the contract eventually entered the budget.

Another important thing is that for all those applicants who fall under certain discounts, we guarantee that they will be accepted regardless of the availability of paid vacancies. The point is that admission figures have been announced for paid places, as well as for budget places. And if, for example, we recruited 50 students for 50 paid places, and then an applicant comes to us who has the opportunity to study with us at a discount, then we take him, because these are strong applicants with high USE results.

And if he comes not after the conclusion of contracts with those 50, but together with them, then those who have fewer points will simply be cut off?

Yes, absolutely right.

- At the same time, for studying at a paid department, you can take a special educational loan, right?

Yes, those who understand that they will enter a paid place should remember about the system of educational loans. At the moment, this is a unique chance to take money from the state at a very low interest rate and start giving it away after you graduate from university, get an education and go to work. We are quite detailed about the benefits of an educational loan and the conditions for its provision, all this can be studied and a decision can be made.

You have probably already chosen the universities and faculties where your grown-up child wants to study. Perhaps they have already sent the documents to the selection committee. And the most important, most exciting question remained: will they enroll - will they not enroll? What else can you do to get into the desired educational institution? Something is possible!

Check the documents again

You, of course, have already studied the websites of the institutes and know what documents are required for admission. Check again if you have everything assembled correctly?

To participate in the competition you will need:

  • statement;
  • copy of the passport;
  • a copy of the certificate with the application;
  • originals of documents confirming benefits (for privileged categories, target recipients, olympiads)
  • (sometimes) medical certificate 086/U (this document is not mandatory, it should be specified on the website of the university).

What can you miss?

Firstly, if the child graduated from school not this year, but recently retaken the exam, it should be indicated in the application, Which exam result should be taken into account?(After all, they are all in the All-Russian database).

Secondly, do not forget about such an important thing as additional points for individual achievements! The admission committee can add up to 10 points for sports and scientific achievements, as well as for participation in volunteer activities - carefully study this section on the university website, the requirements of educational institutions differ. Another ten extra points can be earned for an essay - the same one that was written in the winter for admission to the exam. Especially often they are interested in the commissions of humanitarian faculties, some are even ready to extract them from the database and re-evaluate them on their own according to a 10-point system. So don't forget to indicate that you wrote the essay!

Applicant calendar: don't miss the moment!

The key dates of admission to the university are very important. We would like to note that if a child has passed the Unified State Examination and will not pass entrance tests and creative competitions, then you have not missed anything yet.

  1. Start of acceptance of documents - June 20(for training in full-time and part-time forms for undergraduate and specialist programs).
  2. Completion of the acceptance of documents required for admission from persons entering the training based on the results of additional entrance examinations of a creative and (or) professional orientation - July 7.
  3. Completion of the acceptance of documents required for admission from persons entering training based on the results of other entrance examinations conducted by a higher education organization independently, - July 10.
  4. Completion of the acceptance of documents required for admission from persons entering the training without passing the specified entrance examinations (according to the results of the Unified State Examination) - 26 July.
  5. Placement of lists of applicants on the official website and at the information stand - no later than July 27.
  6. Completion of acceptance of applications for consent to enrollment from persons entering without entrance examinations, entering places within quotas - July 28th.

Please note that these dates specified in the Order of the Ministry of Education and Science of Russia dated October 14, 2015 N 1147 (as amended on November 30, 2015) are marked “not later”. Be sure to check the university website for the exact dates!


Differences of the 2016 admission campaign - cancellation of priorities, statement of consent to enrollment (relevant in 2017)

The fundamental difference between the admission campaign of 2016 is the abolition of priority accounting for admission. Previously, when applying to a university for two or three specialties (training programs), it was possible to indicate your preferences with the numbers 1, 2 and 3. If you did not pass to your preferred specialty, you were automatically excluded from this list and included in the next one. Now an applicant participates on an equal basis in the competition in all specialties (recall, an application for admission can still be sent to five universities for three specialties (training programs) in each).

But where you ultimately decide to go will determine your statement of consent to enrollment. This is just a novelty of this year - without this document, an applicant cannot become a student, even if he tops the rating list and brought the original education documents to the university.

The procedure for admission to the university in two waves

So, how does the admissions process look like this year? You bring documents to the selection committee, according to the list above >>>>. After that, you are anxiously watching the progress of your name in the ranking of applicants. Almost all major universities today indicate in the ranking which of the applicants immediately agreed to enroll and the original documents (that is, they are quite serious), and who are not (that is, they consider this university as a fallback). On the 27th you will see the final list on the university website.

And only now, after July 27, the real introductory race begins - you can no longer tear yourself away from the university website for a minute!

What happens on the 27th? In fact, now the real qualifying competition begins - only between those who brought the original documents and consent to enrollment. The university is obliged to close 80% of the enrollment, while applicants without originals are ignored (even if they are recommended for enrollment), and those who were at the bottom of the list can move up quickly enough.

So, on August 3, all universities will recruit 80% of students. Of course, 80% is a rather arbitrary figure, someone will want to return the documents after the enrollment order, but in general, the main set will be completed.

I didn't get into the first wave. Will the chances be higher in the second wave?

Depends on which university you are talking about. If we are talking about a prestigious metropolitan university and you are literally on the border of the list recommended for enrollment, then you certainly have every chance to study at your dream university.

In a provincial university, the chances of enrolling may not be higher, but lower, because applicants who did not agree to be enrolled in the first wave can give it to the second! This means that many who sought happiness in the capitals will spit on the pie in the sky and return to Siberian universities for tits.


A good example: the admissions campaign at the Mukhomran Fence Building Institute.

Consider the situation on the example of the well-known Mukhomran Fence Building Institute in our country (for simplicity of the situation, we immediately consider only competitive recruitment on a general basis, not taking into account orphans, disabled people and citizens of Crimea)

Situation #1

So, 10 people are recruited for the popular faculty of chain-link mesh. Documents were submitted by 100 applicants, their ranked list is on the institute's website. Until August 1, 12 applicants brought original documents and consent to enrollment: No. 1, 2, 5, 7, 9, 55, 79, 95, 96, 97, 99 and 100 (numbers from the ranked list).

Since the university is obliged to fill 80% of the competitive places in the first wave, applicants No. 1, 2, 5, 7, 9, 55, 79, 95 will be enrolled. Yes, yes, they also took No. 95.

Situation #2

Applicants No. 7, 12 and 95 changed their minds about entering the faculty of chain-link mesh.

Applicant No. 12 brought an application for revocation of documents on July 30 at five o'clock in the evening. Since the selection committee worked only until six, they returned the documents to him on July 31 at 10 am, after which he managed to take the train and take his documents to MGIMO, where he also went through the competition.

Applicant No. 95, as we remember, was on the enrollment list, but on the morning of August 2 he changed his mind and came to pick up the documents. They were given to him after dinner, and he also rushed to MGIMO. But it turned out that he would no longer be enrolled on August 3, since consent to enrollment had to be given before August 1. Meanwhile, instead of the entrant No. 95, the entrant No. 96 was enrolled at the faculty of chain-link mesh on August 3.

Applicant No. 7 decided that he also wanted to go to MGIMO and that he, perhaps, had a chance to get there in the second wave. He came to the university on August 4 and also applied for the withdrawal of documents, hoping that they would be given to him within two hours. But since the enrollment order had already been signed, he was now waiting... waiting... waiting...

Situation #3

Applicant No. 95, who at first decided to wait for the second wave of enrollment at MGIMO, suddenly thought “what am I changing my native Mukhomransk for!”. He took the documents from MGIMO and again took them to the fence-building institute, handed over the originals and consent to enrollment to the selection committee. But it turned out that applicants No. 22, 58, 59, 60, seeing that they enrolled those whose USE results were much worse, decided to take a chance and also brought the original documents and consent to enroll! Since there were three free places left at the faculty (2 places - 20% of the admission plan, and a place vacated after applicant No. 7), applicants No. 22, 58, 59 were accepted there.

So, as a result, applicants No. 1, 2, 5, 9, 22, 55, 58, 59, 79, 96 will study at the faculty of netting. Applicants No. 60 and No. 95 can try their luck next year, although much less able applicants No. 79 and 96 have already become students. That's it!


The most popular questions of parents of applicants

- Can the child write a statement of consent along with the application for admission?

Maybe, especially if you submitted the original documents on education, but only one application for consent to enrollment can be attributed to the university.

And if he changes his mind about entering the specialty where he is enrolled, but chooses another one at the same university where he also applied for admission?

You will have to write a review on the statement of consent to enrollment and a new consent to enrollment.

- Maybe it's better to immediately submit the original documents to the selected university?

- Handed over the original documents, and then decided to pick up ...

And you are obliged to give them within two hours if you came to the selection committee more than two hours before the end of the working day, or in the morning the next day if you applied in the evening. In not the most popular universities, sometimes they try to withhold applicants' documents after the lists for enrollment are published, citing the fact that it takes time to prepare an expulsion order. Know it's not! You still have to return the documents within two hours!

Important!

    You may well be enrolled in the chosen university in the first wave, even if you are not included in the list of those recommended for enrollment. The lists are mobile, you can move up the rankings pretty quickly. It is important to bring the original documents on education and a statement of consent to enrollment in time. BOTH of these documents are required.

    The competition in the second wave may not be lower, but higher than in the first. Please take this into account when planning your admission.

After the exam and the painful choice of an educational program at the university, it's time to put your thoughts in order and mark on the calendar: when, what and where to take for admission.

For the 2016-2017 academic year, a new procedure for admission to universities has been launched. It also concerns future bachelors, and specialists, and masters: order of the Ministry of Education and Science of Russia dated October 14, 2015 No. 1147.

What documents to prepare for admission to a bachelor's or specialist's degree:

Undergraduate

FROM June 20 All universities are already accepting documents for full-time and part-time programs. But the deadline for accepting documents depends on the set of entrance tests. If for admission you do not need to take any additional internal exams to the Unified State Examination, then for you the deadline for submitting documents is 26 July.

If your program involves additional professional or creative tests, then be afraid of the date July 7. Universities may extend the date of collection of documents, but this must be obtained from the university itself.

Let's say you didn't pass the Unified State Examination and for admission you have to enter the university's internal exams (this can happen, for example, if an applicant enters after a specialized secondary vocational education). In this case, take care to hand over the documents before July 10. The university can set a later date here too, so be sure to clarify the issue on the website of your university.

Before 26 July must pass all internal and additional examinations, and thus this date marks the end of the first wave of admission.

For those who are going to study on a paid basis and / or at the correspondence department, the deadlines for submitting documents are entirely determined by the educational institution.

Master's degree

Students enter the magistracy according to the results of internal tests of the university. This may be a portfolio competition or a core subject, coupled with a foreign language. To participate in the competition, you must submit a diploma of higher education.

The only term for the master's program that puts forward a new admission procedure is August 10. The university cannot complete the acceptance of documents before this date.

Deadlines for the winners and prize-winners of the Olympiads

It is possible to enter a university without any examinations at all. First of all, this concerns the winners of the All-Russian school Olympiads from a special list established by law. Within four years following the year of the Olympiad, the winner or prize-winner of the competition can submit their results to universities and apply for out-of-competition admission.

Additional credits for portfolio

Additional points can be obtained:

  • for the certificate of secondary general education with honors,
  • diploma of secondary vocational education with honors,
  • certificate of volunteer (voluntary) activity,

Every year, changes in educational legislation can confuse any applicant. Applying to a university can become a very tedious and lengthy process if you do not know the nuances of the entrance campaign of your chosen university or the main package of documents required for admission is not collected.

First, I would like to remind all applicants that you need to pay attention not only to the availability of all the necessary documents, but also to your appearance when you go to the selection committee. Remember that you are already adults and should look appropriate: business attire, confident speech, documents should be in perfect condition, that is, not wrinkled, not frayed.

List of required documents

Finding out what documents are required for admission to a particular university is now very simple. Such information is available on the websites of educational institutions. Make sure you pack everything you need ahead of time so you have time to deal with emergencies. What you need to bring with you and what documents to submit:

Application form for admission. It can often be found on the website of the university and prepared at home, where no one will distract you from filling out the document;

Photo;

Photocopy of the passport;

Original or copy of the certificate or diploma of secondary specialized education;

Medical certificate;

Certificate of passing or exam results.

Online submission of documents. This type can be used by those applicants who do not have benefits for admission and rights to priority enrollment.

Waiting for the result

A very important point if you have applied to more than one university. Even at the time of submission of documents, walk around the university, think about whether you would like to study here. The first impression is often the most correct. Think over, or rather write down on a piece of paper, which of the educational institutions you have chosen is most preferable for you. Wait for a response from all the universities where you sent your documents, and only then decide on further actions.

The main nuances in different universities

The winners of the Olympiads must submit to the university the results of the USE in specialized subjects not lower than a certain number of points (65 and above).

– This publication contains a number of factual errors regarding the list of required documents. So, in particular, the current Admission Procedure requires applicants only to provide a document confirming their identity and citizenship, and a document on education of the established form, or copies thereof.

The photographs indicated in the text (2 pcs.) must be provided only to those applicants who enter the university based on the results of entrance examinations conducted by organizations independently. Applicants based on the results of the exam are not required to provide photographs to the selection committee.

A medical certificate, as a document, is not mentioned at all in the Admission Procedure. Admissions committees should not require it from applicants.

Evidence of the results of the exam for several years does not exist. Now all the results of the USE are summarized in a special database - the Federal Information System for Providing State Final Attestation and Admission of Citizens to Educational Organizations for Obtaining Secondary Vocational and Higher Education (FIS GIA and Admission). Each university that carried out the admission had to get access to this system and was obliged to check with its help all the results of the Unified State Examination declared by applicants during the admission campaign.

A few small remarks.

The most massive admission - full-time - begins no later than June 20. At the same time, the experience of past years shows that graduates of the current year by this date, as a rule, do not yet have certificates in their hands and, accordingly, cannot submit documents. Therefore, just in the first days of the admission campaign, there is no influx of applicants. But after a week and a half, at the end of June-beginning of July, there are, indeed, significantly more applicants. At the same time, with the correct organization of the work of the selection committee, there are still no long queues (at least in our university). It is necessary, however, not to forget that the deadlines for completing the acceptance of documents for different categories of applicants may be different. So if it is necessary to pass additional creative or professional tests for the chosen direction or specialty, the acceptance of documents can be completed as early as July 7 (the exact date must be specified in the admission rules of the selected university).

Another factual error is that the winners and prize-winners of school Olympiads from the list approved by the Ministry of Education and Science can take advantage of admission benefits only if they have at least 75 points in the core subject (the article refers to last year's threshold of 65 points) . At the same time, a particular university can raise this threshold even more. The exact number must be clarified in the admission rules.
