The investor and regional authorities called "economically unattractive" the project to complete the construction of the residential complex "Swan Lake" near the village of Poyarkovo in the Solnechnogorsk district. It is cheaper to return the funds invested by the participants in shared construction. Payments will begin in October 2018 and plan to pay off in full by the end of 2019.

“The construction of the residential complex “Swan Lake” began in June 2013 and was suspended in January 2014 due to insufficient funding. The initial commissioning date for the facility was planned for the second quarter of 2016,” the Ministry of the Construction Complex of the Moscow Region reports.

In November 2017, the regional government chose a potential investor for the residential complex - the Granel group of companies. Then Granel, the developer who assumed the obligation to complete the project, decided to provide preferences in the amount of 700 million rubles. So far, 230 million have been allocated for monthly payments of 28.5 million, which will be distributed among the affected equity holders from October 2018 to May 2019.

Officials promised to approve the mechanism for returning the remaining 470 million rubles by the end of this year, and to fully pay off people who spent money on unfinished construction by the end of next year.

The money invested more than five years ago will not be enough for most to buy a new property. Many hoped to get "squares" in other complexes. However, all that Granel could offer was to use compensation as a down payment to new residential complexes. The company also promised to consider a system of discounts for those who invested in Swan Lake. It will depend on the number of citizens wishing to purchase housing from Granel.

The deceived equity holders of the Swan Lake residential complex learned about all this at a meeting with the participation of Yulia Barinova, Deputy Minister of the Construction Complex of the Moscow Region, representatives of the Solnechnogorsk District Administration, Safuat Azibaev, Vice President of the Granel investor company, and an external manager, which took place in Solnechnogorsk in end of July.

“LCD “Swan Lake” will remain under the control of the Ministry of Construction Complex until the rights of the last shareholder are restored,” Barinova promised.

“I bought an apartment in the residential complex “Swan Lake” from [the first developer] “Russian Estate” in early 2012. The contract says that the settlement will take place in the first quarter of 2013. […] I gave the main part of the money, paid the loan every month and started to wait [along the way, I tracked the construction: I came to the place, inspected]. But nothing happened, [except] that the workers began to leave the construction site. Then they stopped letting people inside, but even from the street it was clear that as there was a foundation slab (more precisely, a footing with waterproofing), everything remained unchanged,” one of the participants in shared construction said at the thematic forum back in April 2015.

After the "Russian Estate" there was another developer - "Premier Development", which, according to "Vek", was unable to open a credit line.

According to the project provided by the Russian Estate developer, the equity holders of the Swan Lake residential complex were promised 12 monolithic three-section five-story houses for 2035 apartments, a kindergarten, a sports complex and a shopping center, guest parking in the local area, areas for recreation and children's games, sidewalks for walking and sports grounds, round the clock security. To provide future residents with electricity, hot water and heating, the residential complex provided for its own autonomous gas turbine station. Which, as equity holders later found out, was rather a minus, since in the event of an accident, prompt assistance from municipal services could hardly be counted on.

Other objects of the Russian Estate, started at about the same time as the Swan Lake, are the Shemyakinsky Dvorik housing complexes between Lunevo and Perepechino and Zarechye in Radumla.

According to the victims, developer company managed to collect about 800 million rubles for this "mirage", and now either does not respond to complaints from former clients, or feeds people with "breakfasts", once again pushing back the "date of resumption of construction work." “We couldn’t open a credit line,” Ekaterina Tekhneryadova, general director of Premier Development Management Company LLC, explained to equity holders in September 2015. “So far, all these issues have been suspended in banks.”

As always, local authorities are in no hurry to help. " As soon as we recognize the construction as problematic, it will turn out that the administration will have to raise funds from the budget in order to complete it. You understand - this is an additional burden", - said the deputy head of the administration of the Solnechnogorsk municipal district Alexei Pavlov.

People understand that the construction of the residential complex will not be completed at such a pace, as promised, in the second quarter of this year. “Despite repeated appeals from citizens participating in shared construction, representatives of municipal authorities have been inactive for a long time, referring to the lack of effective legislative levers, and representatives of the Ministry of the Construction Complex of the Moscow Region refer to the fact that issues of shared construction are attributed exclusively to the powers of local governments, however both structures were initially informed about the problem and had enough time to solve it, but for unknown reasons they were inactive,” the authors of the letter write to the country's leadership.

In addition, shareholders report that from a letter from the Ministry of the Construction Complex of the Moscow Region dated August 24, 2015, it became clear that due to insufficient funding, the construction of the residential complex "Swan Lake" was suspended from January 2014, and at present the construction readiness of the facility is only 5%. And although Vitaly Somov, Deputy Minister of the Construction Complex of the Moscow Region, assured investors that the head of the Solnechnogorsk district was aware of the situation and was going to solve it, none of the deceived equity holders believe in these fairy tales anymore. For more than two years, things have not moved beyond the foundation, and the object has not been recognized as problematic.

However, now the question arises: what will the notorious monitoring of the situation lead to and how long will the “discussion of issues” take, when things are still there, and the long-term construction from an empty “talking shop” will suddenly not be completed. Shareholders see a solution to the problem only in recognizing the object as problematic and finding a new developer. But even the corresponding order of the Minister of the construction complex of the Moscow Region Marina Ogloblina (not to mention the collective complaint of the affected co-investors) was ignored by Solnechnogorsk officials, the authors of the letter report. Then, in the Ministry of Construction Complex of the Moscow Region, they even stated that, they say, it is unprofitable for the participants in shared construction to recognize the object as problematic - so, they say, the construction will not be completed at all.

Desperate people did not find support from the governor of the Moscow region, although Andrei Vorobyov repeatedly promised to “give the keys” to almost all the deceived real estate investors in the region, and to bring unscrupulous developers to justice. But all these promises remained only declarative statements. " People are nervous and give us warm greetings about the fact that maybe you still ask the construction companies to hand over when it is written in their contract. I think it's a fair demand- Vorobyov said at a meeting of the government of the Moscow Region on February 9. — Within the framework of the association, I ask you to carry out this work in February carefully, thoughtfully, and at the same time, toughly and report to us openly: who is delaying, how much". The necessary and correct words were spoken, but the matter did not move a single step forward from this.

Moreover, the affected co-investors write that before the governor of the Moscow region " it is almost impossible to get through, all appeals are redirected to the Ministry of the Construction Complex of the Moscow Region, and, perhaps, he does not really care about the aggravation of the social situation on the territory of the Solnechnogorsk municipal district».

Deceived equity holders will begin to return their invested funds from October 2018. Yulia Barinova, Deputy Minister of the Construction Complex of the Moscow Region, spoke about this at a meeting with long-term construction investors. The meeting took place on July 27 at the Shot Palace of Culture.

“In November last year, the Government of the Moscow Region chose a potential investor for the residential complex Swan Lake - the Granel group of companies. The amount of preferences to be granted to the company will amount to 700 million rubles. After a meeting with the investor and an initiative group of equity holders, it was decided to restore the rights of equity holders through the return of funds within the framework of the funds they paid under the equity agreement,” Yu.Barinova commented on the situation.

According to her, today the issue of allocating preferences in the amount of 230 million rubles has been resolved. Payments to equity holders will begin in October this year. Every month they will be allocated 28 million 500 thousand rubles. Investors in Swan Lake face a difficult task - to determine the top priorities.

Answering the question of residents when the last equity holder will receive their money, Yu. Barinova emphasized that the road map for solving the problems of deceived equity holders, approved by the Deputy Chairman of the Government of the Moscow Region, was compiled and published on the website of the Ministry of Construction of the Russian Federation, which is a guarantee of ensuring the rights of citizens. All payments must be made by the end of 2019.

The company's lawyer familiarized those present with the mechanism for concluding contractual relations and the procedure for transferring funds.
