This strange ice is soft and, as the name implies, looks like hair that grows from plants. The bacterium "Pseudomonas syringae" is the cause of this a rare occurrence. It raises the freezing point of water inside plants and when the water leaves the plant and meets cold air, there are such ice hairs.
