General scheme of the system

The "Mercury" system is implemented as a web application, i.e. users interact with the system via the Internet. Thanks to this, all users always have access to up-to-date information. Work is carried out using a conventional web browser (browser), for example Google Chrome, Mozilla Firefox, Internet Explorer, etc. Thus, the user does not need to install anything at his workplace.

The "Mercury" system is located on a central server, which is also connected to the Internet, and processes requests received from users and generates responses. Since the central server may be unavailable (for example, if it is disconnected from the Internet or there is no power supply), a geographically remote backup server is provided, which automatically replicates with the central one and, if it is disconnected, starts processing user requests until the main server is restored.

Rice. 1. Scheme of the organization of the user's work with the system

To work with the Mercury system, it is recommended to use the Google Chrome or Mozilla Firefox browser version 3.0 or higher. It also supports Internet Explorer version 7.0 and higher, which is included in the operating system Windows. Work in other browsers (Opera, Safari, etc.) has not been fully tested. To enter the system, the user must type a specific address in the address bar of the browser and enter into the system his username and password given to the employee during registration in the system.

If the user is temporarily unable to access the Internet, then the development of a desktop version of the Mercury system is provided, which will require installation at the workplace and with which users can work when there is no connection to the network, and when it appears, they can synchronize the entries entered on the local computer data from the central server.

Scheme of the system operation (import of products to the Russian Federation)

Rice. 2. Scheme of the system operation on the example of importing products to the Russian Federation

Explanations for the scheme:

– The temporary storage warehouse receives imported cargo for veterinary inspection and full customs clearance. Here, the cargo is inspected and a veterinary certificate is issued for the cargo to be transported to the consignee's warehouse.
- The cargo follows the issued veterinary certificate to the recipient's warehouse; when the cargo arrives at the warehouse, information about it enters the warehouse's entry log, and the veterinary certificate is cancelled.
– When the cargo is sent to the final recipient or to another warehouse, a new veterinary accompanying document (veterinary certificate or certificate) is issued.
- Cargo according to the issued VSD should be transferred to another warehouse or sent to the final recipient; the final recipient extinguishes the VSD, which received the goods.

System update

The Mercury automated system is constantly being refined and, in view of the changes made, is regularly updated. The system update process takes place on the server and does not affect the user's work.

You can use the list of frequently asked questions about the Mercury system.

We remind you that the SDR plans to hold round table on Mercury at the Open Autumn Forum of the SPZ on September 19 as part of the ParkZoo exhibition..

All companies involved in the circulation of goods of animal origin are required to switch to electronic veterinary certification through the federal state information system (FSIS) "Mercury". These are manufacturers and distributors of goods supervised by the State Veterinary Control - meat processing plants, poultry farms, dairy plants, seafood producers, as well as logistics centers, retail chains, etc. Now they can choose how they arrange veterinary accompanying documents(VSD): in in electronic format or on paper. From July 1, 2018, they will be required to do this only through the FSIS "Mercury". Some groups of goods before July 1, 2018 did not need to be accompanied by veterinary documents at all.

How will it work?

Let's take a meat processing plant as an example.

The farm sends the delivery to the meat processing plant - draws up electronic VSD for the batch. Upon receipt, the meat processing plant makes a note in Mercury that it accepted this batch with a veterinary certificate under such and such a number - it extinguishes it. From this raw material, the meat processing plant has produced sausages, sausages and minced meat and sends them to various retail outlets - it creates new VSD for each position of its supply. When the store accepts the goods, it needs to pay off the corresponding VSD in Mercury.

Thus, using the system, it will be possible to trace where a particular sausage came from on the counter and which farms supplied meat for it. It is planned that such a system of work with accompanying veterinary documents will not give a chance for falsification.

What is the difference?

Paper VSD- This is a document on official letterhead with a signature and seal. You can issue one for the entire invoice, or you can issue one for individual positions in it. The sender keeps the spine of the document, the forwarder carries the document with him and, if necessary, presents it. If there are intermediate recipients in the way of the goods, for example, a distributor, then the paper VSD is passed from hand to hand through the chain until it reaches the final recipient, who keeps it until the expiration date of the product.

Electronic VSD- this is an electronic document generated in the FSIS "Mercury", the main attribute of which is a unique UUID identifier. An electronic IRR is created for each invoice item. It happens in production and transport. In production, the fact that such and such a product is produced from certain raw materials is recorded. They don't need to be extinguished. Transport reflect the fact of the movement of products, both with a change of ownership and not, for example, from production to a warehouse. Recipients, including intermediate ones, are obliged to cancel such VSD and issue new ones when they send the goods for further sale.

How to work with VSD in Kontur.Mercury

The Mercury circuit has three solutions:

Web version and mobile application

The web version and the mobile application Kontur.Mercury are designed for retail stores, cafes and municipal institutions. The solutions are designed for those who only need to accept controlled goods and mark the receipt in Mercury. To start working in the web version and mobile application All you need is a device with Internet access.

In the web version and mobile application, the user can:

  • receive automatic notifications of incoming VSD;
  • extinguish VSD for received goods fully or partially;
  • generate return VSD;
  • read information from the QR code on the product packaging using a scanner;
  • find the IRR on the invoice and combine them for faster repayment.

Module for 1C

Suitable for any configuration 1C: 7.7, 8.X, for regular and managed forms.

It helps users who create production and transport VSDs:

  • work in a single window mode directly in your 1C database, and not switch from 1C to Mercury and vice versa;
  • avoid errors and discrepancies: data is automatically pulled from 1C;
  • forget about the loss of documents, they will always be in the system;
  • get access to features that are not available when working via the web, for example, instant creation of CS and sites of your clients;
  • automatically generate IRR for each invoice in a few seconds.

How to register in FSIS "Mercury"?

You need to register with Mercury in accordance with the approved procedure: either submit an application to the Rosselkhoznadzor or its territorial department on paper, or send it by e-mail. In the second case, the requirements are different for individual entrepreneurs and organizations.

In the web interface, employees of the organization can register with different rights: make applications for VVD, form them, extinguish, combine these functions. Veterinarians who are authorized persons of a body or institution that is part of the system of the State Veterinary Service of the Russian Federation are registered from it.

The Mercury web interface has the disadvantages of any web interface: all data - product category, manufacturer, where it was received from, production date, etc. - must be entered manually. At the same time, firstly, there is a risk of errors, and secondly, it takes a long time, so IT companies already offer solutions that allow you to automate and speed up work with VSD.

How to prepare?

  • Already now, register with Mercury and master its web interface: create a list of products, your outlets, legal entities, etc.
  • Understand exactly what actions your organization will have to carry out with electronic VSD: form, extinguish, or both. If to create, then what type: production or transport, and also who has the right to do it. The rights to form VVD are delineated by Orders of the Ministry of Agriculture of the Russian Federation of December 18, 2015 No. 646, 647, 648. Based on this, register your employees with the appropriate rights in Mercury.

To issue electronic VSD for products from the list according to Order No. 647, specialists need to pass certification. It is carried out by commissions, which are created by the bodies executive power subjects of the Russian Federation in the field of veterinary medicine. Meetings of the attestation commission are held monthly. The schedule of its work is approved by the authorized bodies and posted on their official websites. The register of certified specialists is already underway.

For more details, see Decree of the Government of the Russian Federation No. 1145 dated November 9, 2006 “On approval of the rules for certification of specialists in the field of veterinary medicine” and Order of the Ministry of Agriculture of the Russian Federation No. 212 dated May 3, 2017 “On approval of the application form for certification of specialists in the field of veterinary medicine and the procedure for conducting an inspection knowledge by specialists in the field of veterinary medicine of acts regulating the implementation of veterinary certification, and practical skills of registration of veterinary accompanying documents».

  • Familiarize yourself with the rules of work in "Mercury". They are in Annexes 1 and 2 to the above (please note that the procedure for amending this Order has been initiated).
  • Assess the amount of work with the VSD. If you need to create more than 300 packages per month (remember that one VSD is for one position in the invoice, it takes three to five minutes to complete it), choose an integration solution, implement and master it before July 1, 2018.
  • If you work with retail chains, carefully study their requirements for issuing an IRR in their address, and then try to fulfill these requirements at least in the web interface. Keep them in mind when choosing an integration.

Municipal institutions, non-chain retail and catering also need to prepare. Companies that only accept controlled products must register with the FSIS Mercury, create sites and ensure that all suppliers correctly send accompanying documents. Such enterprises will have to master a massive state portal, even if they only extinguish incoming VSD. The optimal solution for such organizations is to choose service for simplified work with Mercury.

What are the risks of non-compliance?

If a truck with a load is stopped en route for inspection, the freight forwarder must show the UUID or QR code of specific VSDs. The UUID can be checked in a public service. If you scan a QR code, it will lead to the same resource, but with the UUID already entered. How exactly will the forwarder present these data: in the form of a printout from Mercury or on mobile device- to be decided by the supplier.

Failure to do so will result in a fine. According to, the fine will be from 3,000 rubles if it is issued to the driver as an official, or from 10,000 to 20,000 rubles. - to a legal entity. In the latter case, the suspension of activities for up to 90 days can also be punished. There are currently proposed changes to this article.

Working with GIS "Mercury": manual input or integration

The GIS "Mercury" Rosselkhoznadzor (FGIS Vetis) has the ability to create applications for the issuance of veterinary certificates, but the company has to create applications by manually entering all the necessary data. At in large numbers certificates issued per day, this way of working requires significant labor costs, and therefore additional costs.

In this regard, the integration of the enterprise accounting system with the GIS "Mercury" becomes an urgent issue in order to automate the process of creating electronic veterinary certificates. As a result of integration, they will be created automatically based on primary data from the enterprise accounting system, which will immediately bring tangible savings.

Solution from CJSC "ASP"

October 13, 2016 between the Federal Service for Veterinary and Phytosanitary Supervision (Rosselkhoznadzor) and CJSC "ASP" signed a cooperation agreement.

On the official website of the State information system in the field of veterinary medicine VETIS, the ASP company is listed under the heading IT-partners.

CJSC "ASP" offers the integration of existing automated accounting systems of the enterprise with the GIS "Mercury" Rosselkhoznadzor. The introduction of the ASP.Mercury software package will significantly reduce the company's costs. All work is done on a turnkey basis.

As a result, you will have the opportunity to independently or with the help of certified veterinary specialists automatically draw up VSD for the entire range of transported products, which means completely getting rid of the maintenance of the state veterinary service and the significant financial costs associated with them. At the same time, the company does not need to hire additional specialists for self-registration of the VSD.

The main advantages of the solution from the ASP company:

  • All work is done on a turnkey basis.
  • Compliance with the requirements of the legislation of the Russian Federation in the field of veterinary supervision.
  • Integration with all existing automated accounting systems.
  • Open source.
  • Possibility of flexible adjustment of integration, taking into account the peculiarities of the existing accounting system.
  • Savings on VVD forms.
  • Reduction of time for registration of veterinary accompanying documentation due to automation of this process.
  • Comprehensive annual support.
  • The development of the software package was carried out in cooperation with the developers of the GIS "Mercury" and specialists from Rosselkhoznadzor.

The ASP company offers two integration options: ASP.Gluz (integration of any enterprise accounting system through the gateway, including 1C platform versions 7.7; 8.0; 8.1; 8.2; 8.3) from 30,000 rubles and ASP.Mercury ( direct integration of "1C" version of the platform 8.0; 8.1; 8.2; 8.3 on managed and unmanaged forms) from 60,000 rubles. Each option is relevant depending on the size of the enterprise and the version of the accounting system.

The ASP company also offers comprehensive annual support. It includes the maintenance of this integration, since the accounting systems of the enterprise and the GIS "Mercury" of the Rosselkhoznadzor are periodically updated, and accordingly the exchange format or requirements may change, consulting on the integration module with the GIS "Mercury", incident support, making changes and updates to processing.

Unlike other developers, ASP CJSC has already successfully implemented projects for integrating enterprise accounting systems with GIS Mercury in various production areas: meat processing plants, dairy plants, poultry farms, seafood producers, distributors, retail chains.

The deadline for issuing veterinary certificates in electronic form has been postponed to July 1, 2018. From July 1, 2018, all organizations that deal with products controlled by Gosvetnadzor are required to connect to the Mercury system. From this date, veterinary accompanying documents (certificates, certificates and references) will be issued exclusively in electronic form.

Recall that within the framework of the federal state information system of veterinary medicine "Vetis" 14 subsystems for various purposes have been created and are functioning. So, "Irena" is used for registration veterinary drugs, feed, additives; Hermes is intended for licensing pharmaceuticals for animals. And "Mercury", which will be discussed below, was created for the electronic certification of goods controlled by the State Veterinary Supervision Service, tracking their movement across the territory of the Russian Federation.

According to controllers, one system electronic veterinary accompanying documents (VVD) will improve biological and food safety. The number of electronic VSD is increasing every month. In February 2018, 33.8 million units were issued through Mercury. This is 4.1 million (14%) more than in January 2018 and 29.9 million more than in February 2017. The dynamics of the development of electronic certification in the regions varies. According to the results of February, 21 subjects of the Russian Federation issued more than 600 thousand electronic veterinary documents every month.

Who and when must join

From July 1, 2018, all organizations that deal with products controlled by the State Veterinary Supervision Service are required to connect to the Mercury system. These include those who now draw up paper veterinary accompanying documents: farms, meat processing plants, poultry farms, seafood producers, their suppliers, distributors.

Starting July 1, 2018, this list will be replenished by dairy producers, logistics companies and retail outlets that deal with any regulated products.

A complete list of controlled goods that are subject to mandatory electronic veterinary certification is contained in the order of the Ministry of Agriculture of Russia dated December 18, 2015 No. 648. The list includes about 25 large groups of goods (in TN VED codes). In order not to guess, you need to check with him: if you work with any of the goods named there, then you need to register with Mercury.

Individual entrepreneurs can also submit an application either in writing to the TU of the Rosselkhoznadzor, or in electronic form to the address [email protected].

The procedure and data that must be indicated in the application are prescribed in the Order of the Ministry of Agriculture of the Russian Federation dated December 27, 2016 No. 589. This document regulates the rules for issuing veterinary accompanying documents both in paper and in electronic form. In the application, in particular, indicate the surname, name, patronymic of the authorized employee; citizenship; information about the identity document; e-mail address, and in case of its absence - postal address; phone number (at the request of the registrant). Registration is made within two working days after the application is submitted.

Attention

Application templates can be downloaded from the website of the federal state information system of veterinary medicine (Administration of the list of users of an economic entity in Vetis.Passport).

What needs to be done in retail

Outlets are required to cancel veterinary accompanying documents (VSD). When they receive products for which the supplier has issued a veterinary certificate, the store representative must enter Mercury and note that the goods with this VSD have been accepted in full or in such and such a quantity. This ensures the traceability of products, its path from the manufacturer to end point- shelves of a particular store.

If the store does not have Internet access, you can issue a power of attorney for the supplier to extinguish the VSD in Mercury upon receipt of the delivery. In addition, paragraph 61 of the order of the Ministry of Agriculture of Russia dated December 27, 2016 No. 589 provides for the remote cancellation of electronic veterinary certificates. Even a store does not have Internet access, she has, for example, an accountant with Internet access. In this case, he can enter the "Mercury" and pay off the VSD.

How to make work easier

Electronic certificates for one delivery are formed many times more than paper ones. This is due to the fact that they are issued for each item of controlled goods, while a paper document could be made one for the entire delivery. To extinguish each received VSD in the web version of "Mercury" is laborious and time consuming. If the data needs to be corrected during acceptance, processing of one incoming veterinary certificate may take several minutes.

IT partners of the Rosselkhoznadzor (the list is on the website of the department), including SKB Kontur, have developed solutions that can be used to integrate Mercury with the company's accounting system. This allows you to automate the work with electronic VSD. In particular, special modules allow in a familiar and familiar 1C interface to process the entire array of VSD for delivery in a few seconds.

Will there be delays and penalties?

With paper VSD you can work until July 1 of the current year. From July 1, 2018, paper documents become invalid. Originally set deadline January 1, 2018 (according to federal law RF dated July 1, 2015 No. 243 “On Veterinary Medicine”) was postponed for six months, so it is hardly worth counting on a second postponement.
In mid-March (03/15/2018), a draft amendment to the Code of Administrative Offenses on fines for violating the rules for issuing VSD was published. For the production, transportation or transfer of ownership of controlled goods accompanied by incorrectly executed veterinary documents or without them at all for legal entities the following sanctions are imposed:
  • up to 100 thousand rubles for the transportation or transfer of ownership of animals accompanied by incorrectly executed veterinary documents or without them at all;
  • up to 20 thousand rubles for the transportation or transfer of ownership of fish and products from aquatic biological resources;
  • up to 10 thousand rubles for the transportation or transfer of ownership of raw milk and raw cream;
  • up to 5 thousand rubles for the production, transportation or transfer of ownership of heat treatment products;
  • up to 50 thousand rubles for the production, transportation or transfer of ownership of all other goods, if they are subject to mandatory certification.
Repeated violation of the rules threatens with a fine of up to 200 thousand rubles. Until 04/04/2018, the draft law is under public discussion. The terms for the entry into force of individual articles vary from 180 days from the date of adoption to 01/01/2019.

In addition, do not forget about the risk of spoiling business relationship with a partner due to non-compliance with the law.
