Education at MPI FSB RF

Acceptance of applications for admission to the university is carried out by military commissariats and FSB agencies. Entrance examinations take place during the first three weeks of July each year. The Border Academy of the FSB of Russia is located in Moscow at Leningradsky Prospekt, 3. In 1939, the Soviet-Finnish war began, 300 cadets of the school were sent to the front to replenish officers border detachments. On June 22, 1941, the cadets of the school were assigned sports competitions in the "Reutov camps", which were not destined to take place - at 6 in the morning they learned about the beginning of the Great Patriotic war. In 1944, the entire teaching and management staff returned to Moscow and again began training highly qualified border guard officers. In 1946, the higher officer school of the NKVD was reorganized into the Military Institute of the Ministry of Internal Affairs of the Orders of Lenin and the Red Banner, thus becoming the first border institute to train officers with higher education. The first set of cadets was made in October - 184 officers who successfully passed the entrance exams. In 1945, the educational institution was renamed into "Moscow military school troops of the NKVD", the main specialization here is radio communications. In addition to cadets receiving a secondary military education, junior officers of the NKVD undergo retraining on the basis of the school. The history of the Golitsyn Border Institute of the FSB of the Russian Federation dates back to November 14, 1930, when the First School of the Border Guard and the OGPU Troops was established in New Peterhof. The school, created on the basis of the former Caspian regiment, opened its doors to the first 570 cadets in April 1931. The teaching staff was originally formed from active officers of the border troops of the Red Army - who did not have teacher education, they shared their experience with the then cadets as best they could. With the technical base, the situation was also not in the best way- there were simply not enough classes, they studied in the barracks, instead of boards in such cases they used pieces of plywood. Half of the first recruitment of cadets, due to a shortage of personnel at the border, was transferred to the accelerated training regime, as a result of which the first graduation of 234 officers took place in April of the following year. The second admission to the school of border guards was twice as large as the previous one, and in 1933, a department for retraining junior officers of the Red Army border guard was opened on the basis of the educational institution - another 200 people. In 1934, the school was taken over by the NKVD, and the term of study here increased to three years, and from next year, entrance exams are introduced, according to the results of which cadets are divided into categories depending on the degree of readiness. From 1937 until the beginning of the Second World War, the educational institution was called the Novo-Peterhof Military-Political School of the NKVD Troops named after K.E. Voroshilov and trained border guards, specializing in command of infantry detachments, and political workers. The cadets of the border school of that period showed the best results in the Union in physical and fire training, and football team played on equal terms with professionals.

With the outbreak of war, cadets began to be released in an emergency mode - in June 1941 alone, a little less than 800 political workers were sent to the front. Courses in wartime conditions were held for 4 months, and most students spent time at the shooting range - in conditions as close as possible to the field. The Novo-Peterhof Border School is perhaps the only military educational institution that was awarded the Order of the Red Banner not for merits in training personnel, but for military merits of cadets. The border guards were involved in reconnaissance and sabotage operations - on August 26, the 1st company from Shorin's battalion destroyed the German headquarters in the village of Volgovo, capturing a package of important documents. Thus, by the forces of 2 battalions of cadets of the border school, the advance of the German army to Leningrad was delayed for 12 days.

The offensive of the massed German forces forced the school to be evacuated to Leningrad in September 1941, for 6 months of work in the besieged city, almost 900 commanders for the front were released. In April 1942, the Novo-Peterhof Border School was relocated to Saratov. Classes began already in May - more than 500 cadets from among the soldiers and sergeants, as well as 605 junior lieutenants, were placed at the disposal of teachers. Exactly 12 hours a day were allotted for classes - they slept, on average, for 5 hours. Since 1943, the situation at the front made it possible to increase the training period for border guards to twelve months. In June, a solemn presentation of the Order of the Red Banner took place. In the first years after the Second World War, the school mainly retrained officers of the Ministry of Internal Affairs - about 10% of graduates were sent to the border. Most students and cadets went through the war. The school still stood out for its unique results in physical training - the local athletes were in the leading positions in the country in skiing, running, and shooting. The educational institution was located in Saratov until December 1953, when it was disbanded by order of the leadership of the Ministry of Internal Affairs.

The story continued on October 3, 1967, when, by decree of the Council of Ministers of the USSR, the construction of a military-political school began in Golitsino near Moscow. The legal successor of the school of border guards in New Peterhof began to function in 1972, the first graduation took place in 1974. In May 1993, the school was transformed into the Golitsyn Military Institute of the Border Troops of the Russian Federation.

Today, the institute trains officers and warrant officers for the border troops of the FSB of the Russian Federation in the specialties "lawyer in border activities", "psychologist official activity" and " legal support national security". Within the walls of this military university, for the first time, a training course for future border guard officers in the specialty "social pedagogue-psychologist" was developed and implemented.

Entrance tests include psychological selection, testing the degree of physical fitness, exams in general and specialized subjects. Cadets are enrolled in the university based on the results of exams and move to the barracks position in the summer - 2 months before the oath, they adapt to the new team, military regulations, life in the barracks and the food of the soldiers. Only on September 4 does the solemn adoption of the military oath take place, during the summer period a part of those who have arrived, who are not ready to wear cadets, and subsequently officer epaulettes, is eliminated. The parents of yesterday's schoolchildren, veterans of the special forces of the FSB and border troops are present at the oath - the solemn event ends with a general parade of cadets.

From the moment of taking the oath, 5 difficult years of training in the military and humanitarian specialties. In the best traditions of their predecessors, the cadets of the Golitsyn Border Institute show excellent sports results - the university is one of the strongest in this aspect of training. The day is held annually open doors, when everyone can get acquainted with scientific programs and audiences, the life of students-border guards, as well as attend a gala concert and listen to the songs of cadets, become witnesses theatrical productions. Every year at the end of June, the next detachment of newly minted lieutenants graduates, in a solemn atmosphere, yesterday's cadets receive diplomas and parting words from the first persons of the FSB of the Russian Federation. The oldest border university trains highly professional officers to be sent to the border: among the former Golitsyn cadets, there are 19 heroes of the USSR and Russia. The last was Lieutenant Colonel of Department "B" of the Center for Special Forces of the FSB of the Russian Federation Mikhail Myasnikov, who saved his colleagues at the cost of own life during the counterterrorist operation in Chechnya. In anticipation of the graduation of 2010, an alley of heroes with memorial plaques was laid on the territory of the institute.

The Kaliningrad Border Institute of the FSB of Russia was opened in 1996 on the technical base of the relocated school engineering troops. The first set of cadets was made at four faculties - command, engineering, weapons, internal troops Ministry of Internal Affairs. Today, the university consists of three faculties. At the Faculty of Radio Engineering, there are departments of radio telemechanics and electromechanics - engineers (lieutenant) and technicians (ensign) for the border troops are trained here. Maintenance and repair specialists computer science prepared at the Faculty of Automechanics. At the command faculty, cadets are trained according to the programs of lawyers in the border service and commanders of military formations. Every summer, field training is organized for applicants, where secondary school graduates get used to the living conditions of a border guard, learn how to cook canned food on their own, and decide with their aspirations - whether it is worth entering a military university at all.

On December 10 of the last year, the temple of St. Elijah of Muromets, the patron saint of border guards, was opened and consecrated on the territory of the institute. The temple, created by the staff of the university, is also a memorial to the dead cadets. It is symbolic that the date of illumination fell on the Temple Feast of the Border Troops - celebrated since 1984 by a separate border guard corps.

On the basis of the Kurgan Border Institute of the Federal Security Service of the Russian Federation, officers with a higher legal education are trained in the following specializations: operational work at the border, border control, command of combat units of the border troops, management of the activities of units special purpose FSB RF. Applicants aged 16-22 are sent by local FSB bodies to thirty-day field training camps, who decided to study here and passed entrance tests, take the military oath and begin training. The cadets move to the barracks, and any exit to the city involves passing through the checkpoint. The term of training for cadets at the full-time department is 5 years, after which a military diploma is issued, on the day of graduation the rank of lieutenant is awarded. A three-year training is also provided, followed by the assignment of the rank of ensign.

In 2012, the university celebrated its 45th anniversary - its history dates back to March 13, 1967, when the Higher Aviation Military-Political School was created here. In 1995, the entire material base was transferred to the jurisdiction of the Federal Border Service, and in 2003 - to the FSB. A special faculty has been created in the structure of the Kurgan Border Institute of the FSB for training foreign citizens. The teaching staff is distributed among four departments - technical means border protection, tactical training, organization of activities border authorities and combating cross-border crime, radiation and chemical protection. More than 500 officers serving in the most remote regions of the country annually graduate from the only border university in the Trans-Urals.

In 1993, the first border institute was established on Far East- This is the Khabarovsk PI of the FSB of Russia. The university program provides for the training of ensigns (3-year course) and lieutenants (5-year course) in the specialty "lawyer". The system of admission and training is the same as in other similar institutions - Special attention here is given to operational work and border control. The infrastructure of the Khabarovsk Border Institute is a whole military town where cadets are accommodated in the barracks, apartments for teachers, a canteen and grocery stores are provided for cadets to eat. By the efforts of students and teaching staff on the territory of the institute in the past 2012, a monument to a border guard with a dog was erected on the territory - this is no coincidence, in the Russian border troops one of the best cynological schools. There is also a lyceum in Khabarovsk where students are trained to enter the institute.

Graduation from any frontier institute is a sad holiday. Yesterday students, and today lieutenants are sent to the outposts and units to which they are assigned. The FSB border service is receiving new qualified fighters. However, the celebration itself, according to the cadets themselves, is a “hurricane that swept through the city” - it all starts with rituals and receiving a diploma, and ends with large-scale festivities, meaning, in fact, farewell to life in civil society. There is a tradition among cadets to prepare a helmet for the day of graduation, completely cleaning it of paint, and it is from this container to drink festive champagne.
