Who Should Switch to Mercury?

Manufacturers and sellers of goods supervised by the State Veterinary Control must undergo mandatory registration with the FSIS "Mercury". These include dairies, meat processing plants, poultry farms, seafood producers, as well as logistics companies, distribution networks and retailers associated with the sale of such goods.

Mastering "Mercury"

Suppose a cattle farm sent raw materials to a meat processing plant. To do this, she is obliged to create an electronic VSD for a batch of her raw materials and assign a specific number to it. The meat processing plant, having received raw materials, puts a mark in Mercury, and extinguishes the number assigned by the farm. From the received raw materials, the meat processing plant produced semi-finished products, distributing them to retail outlets. For each item of this delivery, its own electronic VSD is issued. What is the difference between an electronic VSD and a paper one?

The main difference between the electronic VSD generated in the FSIS "Mercury" is the presence of a unique UUID identifier. An electronic VSD must be generated for each position in related product overhead. Documents are divided into production and transport. The production VRR confirms the fact that a specific raw material went into the production of a specific product. Such VSD extinguishes the recipient of the goods.

The transport VSD reflects the movement of goods, whether the owner changes or not, for example, when moving from production to its warehouse or from production to a retail outlet with which a contract has been concluded. Both final and intermediate recipients cancel the transport VSD with the issuance of new ones at the time of sending the goods to the next stage of implementation.

In the Mercury system, electronic VSDs are subject to storage for three years, but not less than the shelf life of the products for which a specific document was created (clause 11 of Appendix 1 of the Order of the Ministry of Agriculture of the Russian Federation dated December 27, 2016 No. 589).

It is important to note that only if it is present in the Mercury system, the electronic VSD is considered authentic and valid.

The system itself is part of the Federal State Veterinary Information System, which is operated by Rosselkhoznadzor. No private and third-party organizations have the right to engage in this activity and generate electronic invoices, be careful!

Product traceability system

Several decades ago, two large organizations- The Food and Agriculture Organization of the United Nations and the International Epizootic Bureau have joined forces to form a simple, understandable and convenient principle for controlling the entire production chain. It traces products from the field where a particular product is grown to the very counter of the store where it is sold. This system takes into account absolutely all the nuances, from the selection of fertilizers for specific plants or animal feed, to quality control of milk or meat on store shelves.

This mechanism is called product traceability. In other words, it allows you to accurately track the entire chain of growing plants or animals, their nutrition, their growth conditions, as well as all subsequent stages necessary for the production of a finished product of plant or animal origin. This means that even taking an ordinary piece of meat in a store, you can quickly and accurately determine which animal it belonged to, under what conditions it was kept, how it was processed and stored.

Of course, for the competent implementation of such a mechanism at each stage of production, it is necessary to have convenient mechanisms for determining the location of the product, tracking all routes of its transportation, processing methods, and so on. At the same time, it should be possible to learn absolutely everything about the product at any stage of its movement from the field to the counter. Obviously, the practical implementation of such a system is not an easy task, but, nevertheless, absolutely all civilized countries preferred it, and there are many reasons for this. Here are just a few of them:

  • Reliable protection against counterfeit and low-quality products of unknown origin getting on store shelves.
  • Convenient control over the level of food in the country, allowing timely regulation of the agricultural sector.
  • Effective fight against corruption among supervisory authorities.
  • Ability to deal with fraud in the field.
  • Minimization of bureaucracy and provision of a convenient transparent mechanism for the comfortable operation of private business.

Obviously, an analogue of this system should be present in every country, including Russia. Furthermore, modern solutions and opportunities already allow to realize it. However, the producers themselves across the country are divided into two completely opposite camps. Some are entirely in favor of such changes and the introduction of such a promising and easy-to-use mechanism, while others are categorically against it. However, it is obvious that it is precisely those entrepreneurs who are resisting who do not conduct their business honestly and do not produce high-quality products, because then strict and unbiased control will put an end to their business, or at least require serious changes in the usual and well-established working mechanism. .

Nevertheless, the control system itself will improve the health of people, expand the range of products, improve their quality and increase the well-being of entrepreneurs who honestly and responsibly deal with this difficult business. That is why the Rosselkhoznadzor is the only organization in the country that invests huge efforts and funds in the implementation of a complete and high-quality world-class traceability system.

Their goal is to create such conditions under which it will be possible to freely take any product of animal origin at any stage of its circulation and without problems to obtain any information about it, from the source of raw materials, for production, ending with points retail where it is implemented. Veterinary certificate as the main element of traceability

It is veterinary certificates that are the basis on which traceability systems are based all over the world. In fact, this document has much in common with the usual passport of any person, because without it we cannot do practically anything in society - neither find a job, nor go somewhere. It is to control the transportation of products that veterinary certificates are needed, because without them, goods cannot be sent outside the country or even to another region.

If we talk about Russia, then the classic service of veterinary control and certification is archaic, paid and completely non-objective. Who works in the Mercury system and how?

There are several modules in the system for separate work of state, veterinary inspectors of Rosselkhoznadzor, and regional veterinary departments of the country. It is they who supervise all food shipments that enter the territory of Russia and move within its borders.

In order to understand how the whole system functions, it is worth imagining the following situation. Suppose that 200 kilograms of fish from Bulgaria arrived in Moscow by air delivery. An act for these actions is issued in another program of the Rosselkhoznadzor, called "Vesta". If there are no questions to the cargo, then an act of sanitary and veterinary inspection is drawn up on the spot. The Mercury system checks all the information and makes a decision to let the cargo pass. Further, the inspector agrees with him and draws up a new veterinary passport. Here, Rosselkhoznadzor specialists complete their part of the work, and transfer the initiative to the employees of the state veterinary service. For them, the system has its own module, called "State Veterinary Expertise".

They inspect imported products after they arrive at a particular enterprise. Inside the system, they receive all current information about it, verify and confirm it. Then they transfer the information to another special log, in which all subsequent actions with the cargo will be recorded. At the same time, tracking will work even if a large batch needs to be divided into smaller ones in order to be sent to points of sale. In this case, the veterinary specialist will need to process transactions.

These transactions involve any actions with the cargo, whether it be transportation, processing or sale. All information is entered in a special form up to the type and number of transport on which transportation will be carried out and to the addresses of specific stores where the goods will be sold. Additionally, the volume of goods is indicated, so that later it would be possible to identify forgery or fraud. As a result of all these actions, a special veterinary accompanying document is formed, which can be printed on any ordinary office paper, because all its protection is based on the presence of a special bar code and an additional identifier, with which you can get all the information about a particular product in the system.

Mercury Automated System in Food Production

According to a similar, but somewhat more simplified principle, documents for domestic products are drawn up in the system. As a result, the program contains information about all stages of production, from the place where animals are grown, their number, feed used for them, to slaughter sites, warehouses where meat is stored, enterprises where it is processed and stores where it is sold. .

What is important, each stage creates its own certificate, which allows you to create a direct chain of electronic documents that can be used to trace the product to any stage of its production. Because of this, it will simply be impossible to enter counterfeit products into the system, and therefore sell them, making a profit from it.

The Mercury system has complex structure, on the implementation of which high-class professionals have been working for many years. And even now, when the program is working successfully, they are constantly improving and developing it in order to make product control more perfect.

With the help of the Mercury system, every year the work will become much easier for all respectable producers and consumers, and control over the entire turnover will be stricter and more accurate. Of course, this will have a positive impact on the standard of living of all residents of the country.

What it is? The "Mercury" system is implemented as a web application in which users interact with the system via the Internet. Thanks to this, all users always have access to up-to-date information.

The main feature of the system is that it is based on process approach, without entering information at the input, it is impossible to issue a veterinary accompanying document (VSD) for sale or movement in the system and withdraw the controlled product from the system at the end of the product's life.
The entrance to the system is to enter information about the production batch for domestic products, for imports - the presence of a veterinary certificate issued in the Mercury system. So, each subsequent VSD is drawn up on the basis of the previous one, thus building a chain along which you can track the full path of movement of goods from the moment of production (import) to end point(retail outlet or disposal).
What products fall under the veterinary control zone?

All products of animal origin fall under the scope of veterinary control: fish, meat, milk, honey, cheese, etc. The system of state veterinary control consists of the Rosselkhoznadzor, veterinary services of the subjects of Russia, as well as veterinary services in each power ministry. Rosselkhoznadzor exercises control at the state border and in seaports, and the subject services, subordinate to the governor of the region, are already working on the ground.

What is an electronic veterinary certification?
The first thing that was transferred from paper to electronic form was the permit for import, export and transit, which entrepreneurs now draw up on their own. An application is submitted using the Argus system, and the computer analyzes it (whether the supplier country falls into the risk zone, whether the manufacturing plant is certified, etc.) and instantly makes a decision: approve or reject. One second - the result on the monitor screen.

Almost 90% of cargo is the movement or crushing of an already finished batch of products. It is enough to register it in the system at the place of origin of raw materials, and then you will not have to waste time to enter this information every time. The batch has been checked, certification has been carried out, all information has been taken into account in information systems, and then it remains only to form an application for the movement of products from one warehouse in the computer, and then tick the box when the products arrive at another warehouse. It is only necessary to ensure that the volume and characteristics of the party correspond exactly to what is reflected in the "Mercury".
Most importantly, the system completely eliminates the possibility of registering illegal products in it.

How will the data in the system be checked?
The verification system is based on the exchange of information in real time between numerous registries and databases, both authorities and the companies themselves. It is based on the automated information systems developed by Rosselkhoznadzor in the field of veterinary medicine: Argus - issuing permits for the import of regulated goods, Vesta - registration of laboratory tests, Mercury - veterinary certification, Cerberus - registration of legally significant actions.

All companies involved in the circulation of goods of animal origin are required to switch to electronic veterinary certification through the federal state information system (FSIS) "Mercury". These are manufacturers and distributors of goods supervised by the State Veterinary Control - meat processing plants, poultry farms, dairy plants, seafood producers, as well as logistics centers, retail chains, etc. Now they can choose how they issue veterinary accompanying documents (VSD): in in electronic format or on paper. From July 1, 2018, they will be required to do this only through the FSIS "Mercury". Some groups of goods before July 1, 2018 did not need to be accompanied by veterinary documents at all.

How will it work?

Let's take a meat processing plant as an example.

The farm sends the delivery to the meat processing plant - draws up electronic VSD for the batch. Upon receipt, the meat processing plant makes a note in Mercury that it accepted this batch with a veterinary certificate under such and such a number - it extinguishes it. From this raw material, the meat processing plant has produced sausages, sausages and minced meat and sends them to various outlets- for each position of his delivery, he creates new VSD. When the store accepts the goods, it needs to pay off the corresponding VSD in Mercury.

Thus, using the system, it will be possible to trace where a particular sausage came from on the counter and which farms supplied meat for it. It is planned that such a system of work with accompanying veterinary documents will not give a chance for falsification.

What is the difference?

Paper VSD- This is a document on official letterhead with a signature and seal. You can issue one for the entire invoice, or you can issue one for individual positions in it. The sender keeps the spine of the document, the forwarder carries the document with him and, if necessary, presents it. If there are intermediate recipients in the way of the goods, for example, a distributor, then the paper VSD is passed along the chain from hand to hand until it reaches the final recipient, who keeps it until the expiration date of the product.

Electronic VSD- this is an electronic document generated in the FSIS "Mercury", the main attribute of which is a unique UUID identifier. An electronic IRR is created for each invoice item. It happens in production and transport. In production, the fact that such and such a product is produced from certain raw materials is recorded. They don't need to be extinguished. Transport reflect the fact of the movement of products, both with a change of ownership and not, for example, from production to a warehouse. Recipients, including intermediate ones, are obliged to cancel such VSD and issue new ones when they send the goods for further sale.

How to work with VSD in Kontur.Mercury

The Mercury circuit has three solutions:

The web version and the mobile application Kontur.Mercury are designed for retail stores, cafes and municipal institutions. The solutions are designed for those who only need to accept controlled goods and mark the receipt in Mercury.   • receive automatic notifications of incoming VSD;
  • extinguish VSD for received goods fully or partially;
  • generate return VSD;
  • read information from the QR code on the product packaging using a scanner;
  • find the IRR on the invoice and combine them for faster repayment.

How to register in FSIS "Mercury"?

You need to register with Mercury in accordance with the approved procedure: either submit an application to the Rosselkhoznadzor or its territorial department on paper, or send it by e-mail. In the second case, the requirements are different for individual entrepreneurs and organizations.

In the web interface, employees of the organization can register with different rights: make applications for VVD, form them, extinguish, combine these functions. Veterinarians who are authorized persons of a body or institution that is part of the system of the State Veterinary Service of the Russian Federation are registered from it.

The Mercury web interface has the disadvantages of any web interface: all data - product category, manufacturer, where it was received from, production date, etc. - must be entered manually. At the same time, firstly, there is a risk of errors, and secondly, it takes a long time, so IT companies already offer solutions that allow you to automate and speed up work with VSD.

How to prepare?

  • Already now, register with Mercury and master its web interface: create a list of products, your outlets, legal entities, etc.
  • Understand exactly what actions your organization will have to carry out with electronic VSD: form, extinguish, or both. If to create, then what type: production or transport, and also who has the right to do it. The rights to form VVD are delineated by Orders of the Ministry of Agriculture of the Russian Federation of December 18, 2015 No. 646, 647, 648. Based on this, register your employees with the appropriate rights in Mercury.

To issue electronic VSD for products from the list according to Order No. 647, specialists need to pass certification. It is carried out by commissions that are created by the executive authorities of the constituent entities of the Russian Federation in the field of veterinary medicine. Meetings of the attestation commission are held monthly. The schedule of its work is approved by the authorized bodies and posted on their official websites. The register of certified specialists is already underway.

  • Familiarize yourself with the rules of work in "Mercury". They are in Annexes 1 and 2 to the above (please note that the procedure for amending this Order has been initiated).
  • Assess the amount of work with the VSD. If you need to create more than 300 packages per month (remember that one VSD is for one position in the invoice, it takes three to five minutes to complete it), choose an integration solution, implement and master it before July 1, 2018.
  • If you work with retail chains, carefully study their requirements for registration of VSD to their address, and then try to fulfill these requirements at least in the web interface. Keep them in mind when choosing an integration.

Municipal institutions, non-chain retail and catering also need to prepare. Companies that only accept controlled products must register with the FSIS Mercury, create sites and ensure that all suppliers correctly send accompanying documents. Such enterprises will have to master a massive state portal, even if they only extinguish incoming VSD. The optimal solution for such organizations is to choose service for simplified work with Mercury.

What are the risks of non-compliance?

If a truck with a load is stopped en route for inspection, the freight forwarder must show the UUID or QR code of specific VSDs. The UUID can be checked in a public service. If you scan a QR code, it will lead to the same resource, but with the UUID already entered. How exactly will the forwarder present these data: in the form of a printout from Mercury or on mobile device- to be decided by the supplier.

Failure to do so will result in a fine. According to, the fine will be from 3,000 rubles if it is issued to the driver as an official, or from 10,000 to 20,000 rubles. - on the entity. In the latter case, the suspension of activities for up to 90 days can also be punished. There are currently proposed changes to this article.
