2. Recognize as invalid the orders of the Ministry of Education and Science of the Russian Federation:
4. The GIA is carried out by state examination boards (hereinafter referred to as the SEC) in order to determine the compliance of the results of mastering basic educational programs by students with the relevant requirements of the federal state educational standard.

5. The GIA is held in the Russian language and mathematics (hereinafter referred to as compulsory subjects). Exams in other academic subjects - literature, physics, chemistry, biology, geography, history, social studies, foreign languages (English, German, French and Spanish), informatics and information and communication technologies (ICT), as well as in the native language from among the languages of the peoples of the Russian Federation and the literature of the peoples of the Russian Federation in their native language from among the languages of the peoples of the Russian Federation (hereinafter referred to as the native language and native literature) - students take voluntary basis of their choice.
6. GIA in all academic subjects specified in paragraph 5 of this Procedure (with the exception of foreign languages, as well as native language and native literature), is conducted in Russian.
II. Forms of the GIA
7. GIA is carried out:
a) in the form of a unified state exam (hereinafter - the USE) using control measuring materials, which are sets of tasks of a standardized form (hereinafter - CIM), - for students educational programs middle general education, including foreign citizens, stateless persons, including compatriots abroad, refugees and internally displaced persons who have mastered the educational programs of secondary general education in full-time, part-time or in absentia, as well as for persons who have mastered the educational programs of secondary general education in the form family education or self-education and admitted to the GIA in the current year;

The exam in mathematics is held at two levels:

b) in the form of a state final exam (hereinafter - GVE) using texts, topics, assignments, tickets - for students in educational programs of secondary general education in special educational and educational institutions of a closed type, as well as in institutions executing punishment in the form of deprivation of liberty , for students receiving secondary general education as part of the development of educational programs of secondary vocational education, including educational programs of secondary vocational education integrated with educational programs of basic general and secondary general education, for students with handicapped health or for students of disabled and disabled children in educational programs of secondary general education, for students who have mastered educational programs of secondary general education in 2014-2016 in educational institutions located in the territories of the Republic of Crimea and the federal city of Sevastopol;

8. For students on educational programs of secondary general education in special educational and educational institutions of a closed type, as well as in institutions executing punishment in the form of deprivation of liberty, for students receiving secondary general education as part of the development of educational programs of secondary vocational education, including educational programs of secondary vocational education, integrated with educational programs of basic general and secondary general education, for students with disabilities or for children with disabilities and disabled students studying in educational programs of secondary general education, for students in educational programs of secondary general education in 2014- 2016 in educational organizations located in the territories of the Republic of Crimea and the federal city of Sevastopol, the GIA in individual academic subjects, at their request, is held in USE form.

III. GIA participants
9. Students who do not have academic debts, including those for the final essay (statement), and who have fully completed academic plan or an individual curriculum (having annual marks in all subjects of the curriculum for each year of study in the educational program of secondary general education not lower than satisfactory).
Students of grades X-XI (XII) who have annual grades not lower than satisfactory in all subjects of the curriculum for the penultimate year of study are allowed to the GIA in academic subjects, the development of which was completed earlier.

9.1. The final essay (statement) as a condition for admission to the GIA is carried out for students of XI (XII) classes on the first Wednesday of December last year training on topics (texts) formed by time zones by the Federal Service for Supervision in Education and Science (hereinafter referred to as Rosobrnadzor).
The following categories of persons may write the statement:
Students with disabilities or disabled and handicapped children;
Students studying in educational programs of secondary general education in special educational institutions of a closed type, as well as in institutions executing punishment in the form of deprivation of liberty;
Students studying at home, in educational organizations, including sanatorium-and-spa, which carry out the necessary medical, rehabilitation and recreational activities for those in need of long-term treatment based on the conclusion of a medical organization.
Students of XI (XII) grades to participate in the final essay (statement) submit an application no later than two weeks before the start of the final essay (statement) in organizations that carry out educational activities in which students master the educational programs of secondary general education.
The final essay is entitled to be written at will by persons who have mastered the educational programs of secondary general education in previous years and have a document of education confirming the receipt of secondary general education (or educational programs of secondary (complete) general education - for persons who have received a document of education confirming the receipt of secondary (complete) general education, until September 1, 2013), citizens with secondary general education received in foreign educational organizations (hereinafter - graduates of previous years), studying in educational programs of secondary vocational education, as well as students receiving secondary general education in foreign educational organizations.
The specified categories of persons for participation in the final essay submit applications no later than two weeks before the start of the final essay to the places of registration for participation in writing the final essay, determined by the executive authorities of the constituent entities of the Russian Federation, exercising public administration in the field of education. The terms of participation in the final composition from among those established by this Procedure are chosen by such persons independently.
The final essay (statement) is carried out in organizations engaged in educational activities, in which students master educational programs of secondary general education, and (or) in places determined by the executive authorities of the constituent entities of the Russian Federation, exercising public administration in the field of education (hereinafter collectively - the venues final essay (statement).
For the categories of persons specified in paragraph 37 of this Procedure, the duration of the final essay (statement) is increased by 1.5 hours.
Sets of topics of the final essay (texts of presentations) are delivered by Rosobrnadzor to the executive authorities of the constituent entities of the Russian Federation that carry out state administration in the field of education, to the founders of educational organizations located outside the territory of the Russian Federation and implementing state-accredited educational programs of secondary general education (hereinafter referred to as the founders) , to the foreign institutions of the Ministry of Foreign Affairs of the Russian Federation (hereinafter - the Ministry of Foreign Affairs of Russia), which have specialized structural educational units in their structure (hereinafter - the foreign institutions), on the day of the final essay (statement). If, for objective reasons, the delivery of a set of topics of the final essay (texts of presentations) on the day of the final essay (statement) is impossible, a set of topics of the final essay (texts of presentations) can be delivered at an earlier date.
The set of topics of the final essay (texts of presentations) is stored in conditions that exclude access to it by unauthorized persons and allow ensuring its safety.
Opening a set of topics of the final essay (statement texts) before the start of the final essay (statement) is not allowed.
The result of the final essay (statement) is "pass" or "fail".
Re-admitted to writing the final essay (statement) in additional terms in the current year (on the first Wednesday of February and the first working Wednesday of May):
Students who received an unsatisfactory result in the final essay (statement) ("failure");
Participants of the final essay (statement) who did not appear at the final essay (statement) for good reasons (illness or other documented circumstances);
Participants in the final essay (statement) who did not complete the writing of the final essay (statement) for good reasons (illness or other documented circumstances).

10. Students who have mastered the educational program of secondary general education in the form of self-education or family education, or who have studied under an educational program of secondary general education that does not have state accreditation, have the right to take an external course of the State Academic Examination in an organization that carries out educational activities according to an educational program of secondary general education that has state accreditation, in the forms established by this Order.

11. The subjects chosen by the student, the level of the Unified State Examination in mathematics, the form (forms) of the GIA (for students specified in paragraph 8 of this Procedure) are indicated by him in the application.

An application before February 1 is submitted to an organization engaged in educational activities in which the student mastered educational programs of secondary general education, and for persons specified in paragraph 10 of this Procedure, to an organization engaged in educational activities according to an educational program of secondary general education that has state accreditation.

Students change (supplement) the choice of a subject (list of subjects) if they have good reasons(illness or other circumstances, documented). In this case, the student submits an application to the SEC indicating the changed list of subjects for which he plans to take the GIA, and the reasons for changing the previously declared list. The specified application is submitted no later than two weeks before the start of the relevant examinations.

Graduates of previous years, persons studying in educational programs of secondary vocational education, as well as students receiving secondary general education in foreign educational organizations, also have the right to take the USE, including if they have valid results USE past years.

To participate in the Unified State Examination, these persons submit before February 1 to the places of registration for passing the Unified State Examination an application indicating the selected subjects.

After February 1, an application for participation in the USE by students, graduates of previous years, persons studying in educational programs of secondary vocational education, as well as students receiving secondary general education in foreign educational organizations, is accepted by decision of the SEC only if the applicant has good reasons (illness or other circumstances, documented) no later than two weeks before the start of the exams.

The founders, the Ministry of Foreign Affairs of Russia and foreign institutions, if possible, will organize the delivery USE for graduates past years in educational organizations located outside the territory of the Russian Federation and implementing state-accredited educational programs of secondary general education, foreign institutions.

Graduates of past years - military personnel passing military service by conscription and under a contract, applicants for training in military educational organizations of higher education, for participation in the Unified State Examination, are submitted no later than two weeks before the start of the corresponding exam (relevant exams) to the places of registration for passing the Unified State Examination in the constituent entity of the Russian Federation where the military educational organization of higher education, statements indicating the subject (list of subjects) for which they plan to take the exam in the current year.

The original certificate is presented to students receiving secondary general education in a foreign educational organization, with a duly certified translation from a foreign language.

IV. Organization of the GIA
13. Rosobrnadzor carries out following features within the framework of the GIA:

Establishes the procedure for the development, use and storage of KIM (including the requirements for the mode of their protection, the procedure and conditions for placing information contained in KIM on the Internet information and telecommunication network (hereinafter referred to as the Internet network));

14. The executive authorities of the constituent entities of the Russian Federation, exercising state administration in the field of education, ensure the conduct of the SIA, including:

Carry out accreditation of citizens as public observers in the manner established by the Ministry of Education and Science of Russia;

15. The founders, the Ministry of Foreign Affairs of Russia and foreign institutions ensure the conduct of the State Examination outside the territory of the Russian Federation, including:

Ensure information security during the storage, use and transfer of examination materials, including determining the storage locations for examination materials, persons who have access to them, take measures to protect KIM from disclosure of the information contained in them;
Organize the entry of information into the federal information system in the manner established by the Government of the Russian Federation;

Ensure that the GIA is carried out in the PES in accordance with the requirements of this Procedure;

Ensure that students and graduates of previous years are familiarized with the results of exams in all academic subjects within the time limits established in accordance with paragraph 72 of this Procedure;
Carry out accreditation of citizens as public observers in the manner established by the Ministry of Education and Science of Russia.

17. Organizational and technological support for conducting the GIA outside the territory of the Russian Federation, ensuring the operation of the federal information system, conducting a centralized verification of examination papers performed on the basis of KIM, is carried out by an organization defined in accordance with the legislation of the Russian Federation (hereinafter referred to as the authorized organization).
Organizational and technological support for the GIA in the territories of the constituent entities of the Russian Federation, including the provision of activities for the operation of regional information systems and interaction with the federal information system, processing of examination papers of students, graduates of past years, is carried out by organizations defined in accordance with the legislation of the Russian Federation - regional processing centers information (hereinafter referred to as RTsOI).
18. The composition of the SEC is formed from representatives of the executive authorities of the constituent entities of the Russian Federation exercising state administration in the field of education, executive authorities of the constituent entities of the Russian Federation exercising delegated powers in the field of education, founders of the Ministry of Foreign Affairs of Russia and foreign institutions, local governments, organizations engaged in educational activities , scientific, public and other organizations and associations, as well as representatives of Rosobrnadzor.

20. Members of the SEC:
Ensure compliance with the established procedure for conducting the State Examination, including, by decision of the Chairman of the SEC, no later than two weeks before the start of the exams, they check the readiness of the PES, ensure the delivery of examination materials to the PES on the day of the exam, monitor the conduct of the State Examination in the PES, RTsOI, subject commissions and the conflict commission, as well as in the places of storage of examination materials;

Interact with the head and organizers of the PES, public observers, officials of Rosobrnadzor, the executive authority of the constituent entity of the Russian Federation exercising the delegated powers of the Russian Federation in the field of education, present in the PES, RTsOI, subject commissions and the conflict commission on compliance with the established procedure for conducting the GIA;
In case of violations of the established procedure for conducting the State Examination, decisions are made to remove students, graduates of previous years, as well as other persons who are in the PES from the exam, in agreement with the chairman of the SEC, they decide to stop the exam in the PES or individual PES classrooms.
21. Checking the examination papers of students and graduates of previous years (including oral answers) is carried out by subject commissions in the relevant academic subjects.
The composition of subject commissions for each academic subject is formed from persons who meet the following requirements (hereinafter referred to as experts):
The presence of higher education;
Compliance with the qualification requirements specified in the qualification guides and (or) professional standards;
Work experience in organizations engaged in educational activities and implementing educational programs of secondary general, secondary vocational or higher education (at least three years);
The presence of a document confirming the receipt of additional professional education, which includes practical classes (at least 18 hours) for assessing samples of examination papers in accordance with the assessment criteria for the corresponding academic subject, determined by Rosobrnadzor.

22. General management and coordination of the activities of the subject commission in the relevant academic subject is carried out by its chairman. Candidates for the chairmen of the subject commissions created in the constituent entities of the Russian Federation are approved by Rosobrnadzor.
Chairman of the Subject Committee:
Submits to the SEC proposals on the composition of the subject commission, on the candidacies of experts proposed for inclusion in the subject commissions created by Rosobrnadzor;
In agreement with the head of the RCOI, he forms the work schedule of the subject commission;
Provides advice to experts on the evaluation of examination papers;
Interacts with the head of the RCOI, the chairman of the conflict commission, the Commission for the development of KIM;
Submits to the SEC information about the violation by the expert of the established procedure for conducting the GIA.
23. Consideration of appeals of students, graduates of previous years is carried out by a conflict commission, which does not include members of the SEC and subject commissions. The composition of the conflict commissions is formed from representatives of the executive authorities of the constituent entities of the Russian Federation exercising state administration in the field of education, executive authorities of the constituent entities of the Russian Federation exercising delegated powers, founders, the Ministry of Foreign Affairs of Russia and foreign institutions, local governments, organizations engaged in educational activities, scientific, public and other organizations and associations.
Mediation board:
Accepts and considers appeals of students, graduates of previous years on violations of the established procedure for conducting the GIA, as well as on disagreement with the points given;
Based on the results of the consideration of the appeal, makes a decision on the satisfaction or rejection of the appeals of students, graduates of previous years;
Informs students, graduates of previous years who filed appeals, and (or) their parents (legal representatives), as well as the SEC about the decisions made.
The general management and coordination of the activities of the conflict commission is carried out by its chairman.
24. Decisions of the SEC and conflict commissions are documented in protocols. In case of equality of votes, the vote of the chairman of the SEC, the conflict commission, is decisive.
25. In order to facilitate the conduct of the GIA, organizations engaged in educational activities:
Send their employees to work as leaders and organizers of the PES, members of the SEC, subject commissions, the conflict commission, technical specialists and assistants for the persons specified in paragraph 37 of this Procedure;
Enter information into the federal information system and regional information systems in the manner established by the Government of the Russian Federation;

26. In order to ensure compliance with the procedure for conducting the GIA, citizens accredited as public observers in the manner established by the Russian Ministry of Education and Science are entitled to:

V. Timing and duration of the GIA
27. For the conduct of the Unified State Examination and the GVE on the territory of the Russian Federation and beyond its borders, a single examination schedule is provided. For each academic subject, the duration of the examinations is determined.

28. For persons re-admitted this year to take exams in the relevant academic subjects in the cases provided for by this Procedure, and graduates of previous years, additional terms for the GIA in the forms established by this Procedure are provided (hereinafter referred to as additional terms).
29. For students, graduates of previous years, the GIA, at their request, can be carried out ahead of schedule, but not earlier than March 1, in the forms established by this Procedure.

30. The GIA in the form of GVE for students in institutions executing a sentence of deprivation of liberty, released from serving a sentence no earlier than three months before the start of the GIA, is carried out within the time limits determined by the executive authorities of the constituent entities of the Russian Federation that carry out public administration in the field of education , in agreement with the founders of such institutions, but not earlier than February 20 of the current year.
31. The break between examinations in compulsory academic subjects, the timing of which is established in accordance with paragraph 27 of this Procedure, is at least two days.
32. The duration of the examination in academic subjects does not include the time allocated for preparatory activities (instructing students and graduates of previous years, issuing examination materials to them, filling in the registration fields of examination papers, setting up the necessary technical means used during examinations).
With the duration of the exam 4 or more hours, meals are provided for students.
For students and graduates of previous years specified in paragraph 37 of this Procedure, the duration of the exam is increased by 1.5 hours (with the exception of the Unified State Exam in foreign languages (section "Speaking").

33. By decision of the chairman of the SEC, the following are allowed to take exams this year in the corresponding academic subject in additional terms:
Students who received an unsatisfactory result at the GIA in one of the compulsory subjects;

Students and graduates of previous years who did not appear for exams for good reasons (illness or other documented circumstances);

Students and graduates of previous years, to whom the conflict commission satisfied the appeal of violation of the established procedure for conducting the GIA;
Students and graduates of previous years, whose results were canceled by decision of the chairman of the SEC in the event of violations of the established procedure for conducting the GIA, committed by persons specified in paragraph 40 of this Procedure, or other (including unidentified) persons.
VI. Conducting a GIA
34. KIM for the USE are delivered to the executive authorities of the constituent entities of the Russian Federation that carry out state administration in the field of education, the founders, the Ministry of Foreign Affairs of Russia and foreign institutions on paper media in specialized packaging, on electronic media.

PES - a building (structure) that is used for carrying out the GIA. The territory of the PES is the area inside the building (structure) or part of the building (structure) allocated for the GIA.

In the event of a threat of an emergency, the executive authorities of the constituent entities of the Russian Federation exercising state administration in the field of education, the founders and the Ministry of Foreign Affairs of Russia, in agreement with the SEC, decide to postpone the exam to another PES or to another day, provided for by the schedules of the Unified State Examination and the State Higher Examination.
36. The number, total area and condition of the premises provided for the GIA (hereinafter referred to as the audience) ensure that examinations are conducted in conditions that meet the requirements of sanitary and epidemiological rules and regulations.
The number and location of PES are determined based on the fact that there are at least 15 students, graduates of previous years in the PES (with the exception of PES organized for the persons specified in paragraph 37 of this Procedure, including PES organized at home, in hard-to-reach and remote areas, in special educational institutions of a closed type, in institutions that carry out punishment in the form of deprivation of liberty, as well as those located outside the territory of the Russian Federation, including in foreign institutions), while in each classroom there are no more than 25 students, graduates past years in compliance with the relevant requirements of sanitary and epidemiological rules and regulations. In the absence of the possibility of organizing a PES in accordance with the specified requirement, additional measures of control over compliance with the established procedure for conducting the GIA are provided.

PES are equipped with stationary and (or) portable metal detectors, video surveillance equipment. The term of storage of the video recording of the exam is until March 1 of the year following the year of the exam. Before the specified date, the materials of the video recording of the exam can be used by Rosobrnadzor and the executive authorities of the constituent entities of the Russian Federation that carry out public administration in the field of education in order to identify facts of violations of the procedure for conducting the GIA. 37. For students, graduates of past years with disabilities, students, graduates of past years with disabled children and disabled people, as well as those who studied at home for health reasons, in educational organizations, including sanatoriums and resorts, in which the necessary medical, rehabilitation and health-improving measures for those in need of long-term treatment, the executive authorities of the constituent entities of the Russian Federation that carry out state administration in the field of education, foreign institutions and the founders organize the GIA in conditions that take into account their state of health, especially psychophysical development.
The material and technical conditions for the exam provide the possibility of unhindered access for such students, graduates of previous years to the audience, toilets and other premises, as well as their stay in these premises (the presence of ramps, handrails, widened doorways, elevators, in the absence of elevators, the audience is located on the first floor; availability of special chairs and other devices).
Information about the number of these students, graduates of previous years in the PET and the need to organize the GIA in conditions that take into account their state of health, especially psychophysical development, is sent to the PET no later than two working days before the exam in the relevant academic subject.

For students who have mastered the educational programs of secondary general education in special educational institutions of open and closed types, as well as in institutions executing punishment in the form of deprivation of liberty, the executive authorities of the constituent entities of the Russian Federation, exercising public administration in the field of education, with the assistance of the administrations of such institutions organize the GIA, taking into account special conditions content and the need to ensure public safety during the passage of the GIA.
39. In the PES, a room (rooms) is allocated for the head of the PES, equipped with a telephone connection, a printer and a personal computer with the necessary software and information security tools for automated distribution of students, graduates of previous years and organizers among audiences for the exam (if such distribution is made in PES), as well as for the safe storage of examination materials. In the case of using CMM on electronic media of the audience, PES is also provided with a specialized hardware and software complex for printing CMM. If, according to the decision of the SEC, the examination papers of students and graduates of previous years are scanned in the PES (in classrooms), then the PES is also provided with scanners.

Persons who have undergone appropriate training are involved as leaders and organizers of the PES. When conducting the Unified State Examination in a subject, the organizers and assistants do not include specialists in this subject. It is not allowed to involve as leaders and organizers of PES, as well as assistants and technical specialists of pedagogical workers who are teachers of students taking an exam in this PES (with the exception of PES organized in hard-to-reach and remote areas, in organizations engaged in educational activities outside the territory of the Russian Federation). Public observers move freely along the PES. At the same time, there is no more than one public observer in one auditorium.

41. Admission to the PES of the persons specified in paragraph 40 of this Procedure is carried out only if they have documents proving their identity and confirming their authority. The admission of students, graduates of previous years in the PES is carried out if they have documents proving their identity, and if they are on the distribution lists in this PES.
If the student does not have an identity document, he is admitted to the PES after confirmation of his identity by the accompanying person.
At the entrance to the PES, law enforcement officers and (or) employees of the internal affairs bodies (police), together with the organizers, check the availability of the indicated documents from students, graduates of previous years, as well as the persons specified in paragraph 40 of this Procedure, establish the correspondence of their identity submitted documents, check the presence of the indicated persons in the distribution lists in this PES.
42. Exam materials are delivered to the PES by members of the SEC on the day of the exam in the relevant academic subject.
43. Prior to the start of the exam in the form of the Unified State Examination, the head of the PES organizes the automated distribution of students, graduates of previous years and organizers by audience. According to the decision of the SEC, the automated distribution of students, graduates of previous years and organizers by audience is carried out by the RCOI. In this case, the distribution lists are transferred to the PES along with the examination materials. The distribution of students, graduates of previous years, specified in paragraph 37 of this Procedure, is carried out individually, taking into account their state of health, features of psychophysical development.
The distribution lists of students, graduates of previous years by audience are transferred to the organizers, and are also posted on the information stand at the entrance to the PES and at each audience in which the exam will be held. The organizers assist students, graduates of previous years in placing in the classrooms in which the exam will be held.
Organizers are distributed among audiences based on the fact that each audience has at least two organizers. During the exam, some of the organizers are on the floors of the PES and help students, graduates of previous years navigate the premises of the PES, and also control the movement of persons not involved in the exam.
In the case of using KIM in electronic form, the SEC member receives from the authorized organization data for accessing KIM in electronic form. The organizers, in the presence of students, graduates of previous years and public observers (if any), organize the printing of KIM on paper and complete the examination materials for the exam. When performing tasks in the "Speaking" section in foreign languages, the KIM is presented to the student, graduate of previous years in electronic form.

44. Students, graduates of previous years are seated at their desks in accordance with the distribution. Changing the workplace is not allowed.
Before the start of the exam, the organizers instruct students, graduates of previous years, including informing them about the procedure for conducting the exam, the rules for completing the exam paper, the duration of the exam, the procedure for filing appeals about violations of the established procedure for conducting the SIA and about disagreement with the points given, about cases of removal from the exam , as well as the time and place of familiarization with the results of the GIA.
The organizers issue examination materials to students and graduates of previous years. Exam materials for conducting the exam include KIM, registration forms, forms for answering the tasks of the examination work (hereinafter referred to as the USE forms). Examination materials for the GVE in writing include tasks and answer forms for the tasks of the examination paper.

The organizers issue examination materials to students and graduates of previous years. In case of detection of marriage or incompleteness of examination materials, the organizers issue a new set of examination materials to the student, graduate of previous years.
At the direction of the organizers, students, graduates of previous years fill in the registration fields of the examination paper. The organizers check the correctness of filling in the registration fields of the examination paper by students, graduates of previous years. Upon completion of filling in the registration fields of the examination paper by all students, graduates of previous years, the organizers announce the beginning of the exam and the time of its end, fix them on the board (information stand), after which the students, graduates of previous years proceed to the examination work.

45. During the exam, students, graduates of previous years observe the established procedure for conducting the GIA and follow the instructions of the organizers, and the organizers ensure the established procedure for conducting the GIA in the classroom and monitor it.
The exam is taken by students, graduates of previous years on their own, without the help of outsiders. During the exam, on the desktop of a student, a graduate of previous years, in addition to examination materials, there are:
a) gel, capillary pen with black ink;

During the exam, students, graduates of previous years should not communicate with each other, they cannot move freely around the audience and PES. Acts on the removal from the exam and on the early completion of the exam for objective reasons on the same day are sent to the SEC and the RCOI for consideration when processing examination papers.
46. When conducting the Unified State Examination in foreign languages, the audition section is included in the exam, all tasks for which are recorded on audio.
Audiences allocated for the "Listening" section are equipped with audio media playback facilities.
To complete the tasks of the "Listening" section, technical specialists or organizers set up an audio recording playback tool so that it can be heard by all students, graduates of previous years. The audio recording is listened to by students, graduates of previous years twice, after which they proceed to the examination work.
47. When conducting the Unified State Examination in foreign languages, at the request of the USE participant, the "Speaking" section is included in the exam, the oral answers to the tasks of which are recorded on audio media.

To complete the tasks of the "Speaking" section, audiences equipped with digital audio recording facilities are used. Technicians or organizers set up digital audio recording tools to record high-quality oral responses.
Students, graduates of previous years are invited to the audience to receive the task of the oral part of the KIM and the subsequent recording of oral answers to the tasks of the KIM. In the audience, a student, a graduate of previous years, approaches the digital audio recording facility, gives a loud and legible oral answer to the tasks of the CIM, and then listens to the recording of his answer to make sure that it was produced without technical failures.

48. When conducting the GVE orally, the oral answers of the students are recorded on audio media or recorded. Auditoriums intended for recording oral responses are equipped with digital audio recording facilities. In the oral response room, technicians or facilitators set up digital audio recording facilities to record the oral responses in a quality manner. After preparation, students are invited to the digital audio recording facility. At the command of the organizer, students give a verbal answer to the task loudly and legibly. The organizer gives the student to listen to the recording of his answer and make sure that it was made without technical failures. In the case of recording oral answers, the student is given the opportunity to familiarize himself with the protocol of his answer and make sure that it is recorded correctly.
49. 30 minutes and 5 minutes before the end of the exam, the organizers inform students, graduates of previous years about the imminent completion of the exam and remind them of the need to transfer answers from drafts and KIM to the examination paper.
At the end of the exam, the organizers announce the end of the exam and collect examination materials from students, graduates of previous years. If the answer forms for tasks with a detailed answer and additional forms contain blank areas (with the exception of registration fields), then the organizers cancel them in the following way: "Z".
The collected examination materials are packed by the organizers into packages (separate for each type of material). On each package, the organizers mark the name, address and number of the PES, the number of the audience, the name of the subject on which the exam was conducted, and the number of materials in the package, the surname, name, patronymic (if any) of the organizers.
Students, graduates of previous years, who completed the examination work ahead of schedule, hand it over to the organizers and leave the PES without waiting for the completion of the exam.
50. Answers to the tasks of the examination paper, performed by blind and visually impaired students, graduates of previous years in specially provided notebooks and oversized forms, as well as examination papers performed on a computer, in the presence of SEC members, are transferred by assistants to the USE forms.
51. Upon completion of the exam, the members of the SEC draw up a report on the USE in the PES, which is submitted to the SEC on the same day.
Examination papers of the Unified State Examination of students, graduates of previous years on the same day are delivered by members of the SEC from the PES to the RCOI, with the exception of the PES, in which, by decision of the SEC, examination papers are scanned. In such PES, immediately after the completion of the exam, the technical specialist scans the examination papers in the presence of the SEC members, the head of the PES and public observers (if any). By decision of the SEC, examination papers are scanned in classrooms in the presence of students, graduates of previous years. Scanned images of examination papers are transferred to the RCSC, an authorized organization for further processing. Examination papers of the GVE on the same day are delivered by the members of the SEC from the PES to the subject commissions.
Unused and used examination materials, as well as used drafts, are sent to the places determined by the executive authority of the constituent entity of the Russian Federation in charge of state administration in the field of education, the Ministry of Foreign Affairs of Russia, and the founder to ensure their storage. VII. Checking examination papers and their evaluation
52. When conducting the GIA in the form of the Unified State Examination (with the exception of the Unified State Exam in mathematics at the basic level), a hundred-point assessment system is used.

55. The processing of the USE forms is carried out by the RTSOI using special hardware and software. The processing of examination papers received during the USE outside the territory of the Russian Federation is carried out by an authorized organization.

58. 61. According to the results of the first and second checks, experts independently assign points for each answer to the tasks of the USE examination paper with a detailed answer, for each answer to the tasks of the GVE examination paper. The results of each assessment are entered into the protocol for checking the examination papers of students and graduates of previous years by the subject commissions. The protocols for checking exam papers of the Unified State Examination, after filling out, are transferred to the RTSOI for further processing.
62. In the event of a significant discrepancy in the scores given by two experts, a third test is scheduled. A significant discrepancy in scores is determined in the assessment criteria for the corresponding academic subject.
The expert who carries out the third check is provided with information about the scores given by the experts who previously checked the examination paper.
63. Distribution of USE examination papers among experts, calculation of scores for each task of the USE examination paper with a detailed answer, as well as determination of the need for a third check are carried out automatically, using specialized hardware and software tools of the RCI.
The distribution of the GVE examination papers, the calculation of the final points of the GVE examination work is carried out by the chairman of the subject committee and recorded in a protocol, which is then transferred to the SEC.
64. RCSC and subject commissions work in premises that exclude the possibility of access to them by unauthorized persons and the dissemination of information limited access. The RTsOI and subject commissions are represented by:
c) officials of Rosobrnadzor, the executive authority of the subject of the Russian Federation exercising the transferred powers of the Russian Federation in the field of education - by decision of the relevant authorities.
65. Immediately upon completion of the processing and verification of the exam papers of the Unified State Examination, the RCOI sends the results of processing and verification of the answers of the exam papers of the Unified State Examination to the authorized organization.
After receiving the specified data from all subjects of the Russian Federation, the authorized organization ensures the conduct of a centralized verification of the USE examination papers.
66. Centralized verification includes:
Organization of inter-regional cross-checking and, in cases established by this Procedure, re-checking;
Reconciliation of the answers of students, graduates of previous years to the tasks of the examination paper with a short answer with the correct answers to these tasks;

Determination of the primary USE scores (the sum of points for correctly completed tasks of the examination paper);

By decision of Rosobrnadzor, the exchange of USE examination papers between the constituent entities of the Russian Federation (interregional cross-checking) is organized.
Organizational and technological support for inter-regional cross-checking of examination papers is carried out by the RCI of the relevant subjects of the Russian Federation with the assistance of an authorized organization.
The centralized verification is completed no later than five working days from the date of receipt of the results of processing the USE forms, as well as the results of verification of answers to the tasks of the examination paper with a detailed answer and oral answers in foreign languages from all constituent entities of the Russian Federation (with the exception of the centralized verification of examination papers sent to for rechecking).
Until March 1 of the year following the year of the exam, on behalf of Rosobrnadzor or by decision of the SEC, the subject commissions recheck individual examination papers of students, graduates of previous years who took the exam in the territory of the Russian Federation or abroad.

By decision of the executive authority of the constituent entity of the Russian Federation, which carries out state administration in the field of education, the subject commissions of the constituent entity of the Russian Federation recheck individual examination papers of students, graduates of previous years who passed the GIA on the territory of the constituent entity of the Russian Federation.
The results of the recheck are documented in the protocols of the SEC.

Upon completion of the centralized verification of the exam papers of the USE, the authorized organization ensures the transfer of the results of the USE to the RCSI.
VIII. Approval, modification and (or) cancellation of the results of the GIA
67. Upon completion of the verification of the examination papers of students, graduates of previous years, including the receipt from the authorized organization of the results of the centralized verification of examination papers of the Unified State Examination, the RTSOI, the authorized organization transmits data on the results of the Unified State Examination to the relevant State Examination Commissions, and the chairmen of the subject commissions - data on the results of the GVE on to each student, graduate of previous years.
The Chairman of the SEC reviews the results of the GIA for each academic subject and decides on their approval, amendment and (or) cancellation.
68. Approval of the results of the GIA is carried out within one working day from the date of receipt of the results of the centralized verification of the examination papers of the Unified State Examination, the results of the verification of the examination papers of the SVE.
69. Based on the results of rechecking the examination papers of students, graduates of previous years, the chairman of the SEC decides to save the results of the State Examination or to change the results of the State Examination in accordance with the protocols for rechecking the examination papers of students, graduates of previous years.

70. If the conflict commission satisfied the appeal of a student, a graduate of previous years about a violation of the established procedure for conducting the State Examination, the chairman of the SEC decides to cancel the result of the State Examination of this student, a graduate of previous years in the relevant academic subject, as well as on his admission to the State Examination in additional terms.
If the conflict commission satisfied the appeal of the student, graduate of previous years about disagreement with the points given, the chairman of the SEC decides to change the result of the GIA in accordance with the protocols of the conflict commission.
71. When establishing the facts of violation of the procedure for conducting the State Examination by students, graduates of previous years or persons listed in paragraph 40 of this Procedure, the absence (malfunction) of video surveillance equipment, the chairman of the SEC decides to cancel the results of the State Examination in the corresponding academic subject.
In order to make a decision to cancel the result of the GIA in connection with a violation of the established procedure for conducting it, the SEC requests from authorized persons and organizations the necessary documents and information, including examination papers, information about the persons present at the PES, and other information on compliance with the procedure for conducting the GIA, checks on the facts of violation of the established procedure for conducting the GIA.
72. The decision to cancel the results of the exam in the cases provided for by this Procedure is taken within two working days from the moment the conflict commission makes the relevant decisions, the completion of the audit organized by the chairman of the SEC.
73. After approval, the results of the SEC within one working day are transferred to organizations engaged in educational activities, as well as local governments that manage education, founders and foreign institutions to familiarize students, graduates of past years with the results of the SEC approved by the chairman of the SEC.

Familiarization of students, graduates of previous years with the results of the State Academic Examination approved by the chairman of the SEC in the academic subject is carried out within one working day from the date of their transfer to organizations engaged in educational activities, as well as local governments that manage education, founders and foreign institutions. IX. Evaluation of the results of the GIA
74. The results of the GIA are considered satisfactory if the student in compulsory subjects when passing the Unified State Examination (with the exception of the Unified State Examination in mathematics at the basic level) scored at least the minimum number of points determined by Rosobrnadzor, and when passing the GVE and the Unified State Examination in mathematics at the basic level received marks not lower than satisfactory (three points).

75. Students who have not passed the GIA or who have received unsatisfactory results at the GIA in more than one compulsory academic subject, or who have repeatedly received an unsatisfactory result in one of these subjects at the GIA in an additional period, are given the right to pass the GIA in the relevant academic subjects no earlier than September 1 of the current years within the terms and in the forms established by this Procedure. X. Acceptance and consideration of appeals
76. The conflict commission accepts in writing the appeals of students, graduates of previous years about the violation of the established procedure for conducting the GIA in the academic subject and (or) about disagreement with the points given to the conflict commission.
77. The conflict commission does not consider appeals on the content and structure of assignments in academic subjects, as well as on issues related to the assessment of the results of completing assignments for examination work with a short answer, violation by students, graduates of previous years of the requirements of this Procedure and incorrect execution of the examination work.

78. When considering an appeal, the verification of the facts set forth in it is not carried out by persons who took part in the organization and (or) conduct of the relevant examination or who previously checked the examination work of the student, graduate of previous years who filed the appeal.
79. In order to perform its functions, the conflict commission requests from authorized persons and organizations the necessary documents and information, including examination papers of the GVE, forms of the Unified State Examination, KIM, information about the persons present at the PES, other information on compliance with the procedure for conducting the State Examination.
80. A student, a graduate of previous years and (or) his parents (legal representatives), if desired, are present during the consideration of the appeal.
The appeal also includes:
a) members of the SEC - by decision of the chairman of the SEC;
b) public observers accredited in accordance with the established procedure - at will;
c) officials of Rosobrnadzor, the executive authority of the constituent entity of the Russian Federation exercising the transferred powers of the Russian Federation in the field of education - by decision of the relevant authorities.
The hearing of the appeal is conducted in a calm and friendly atmosphere.
81. An appeal about a violation of the established procedure for conducting the SEC (with the exception of cases established by paragraph 77 of this Procedure) is submitted by a student, a graduate of previous years on the day of the exam in the relevant academic subject to a member of the SEC, without leaving the PES.

82. In order to verify the information contained in the appeal about the violation of the procedure for conducting the GIA, the SEC members organize an audit with the participation of organizers who are not involved in the audience in which the student, graduate of previous years took the exam, technical specialists and assistants, public observers, security officers law enforcement and healthcare workers. The results of the audit are drawn up in the form of a conclusion. The appeal and the conclusion on the results of the audit on the same day are transferred by the members of the SEC to the conflict commission.
83. When considering an appeal about a violation of the established procedure for conducting a GIA, the conflict commission considers the appeal and the conclusion on the results of the audit and makes one of the following decisions:
On the rejection of the appeal;
On the satisfaction of the appeal.
If the appeal is satisfied, the result of the GIA, according to the procedure of which the student, graduate of previous years filed an appeal, is also canceled and the student, graduate of previous years is given the opportunity to take an exam in a subject on another day, provided for by the schedules of the Unified State Examination, GVE.
84. An appeal of disagreement with the points given is submitted within two working days after the official day of the announcement of the results of the GIA in the corresponding academic subject.

Students file an appeal about disagreement with the points given to the organization carrying out educational activities, by which they were admitted to the GIA in the prescribed manner, graduates of previous years - to the places where they were registered for passing the exam, as well as to other places determined by the executive body the authorities of the constituent entity of the Russian Federation exercising state administration in the field of education.

By decision of the SEC, the filing and (or) consideration of appeals is organized using information and communication technologies, subject to the requirements of the legislation of the Russian Federation in the field of personal data protection.
Students, graduates of previous years are informed in advance about the time, place and procedure for considering appeals.
85. The head of the organization, who accepted the appeal, immediately transfers it to the conflict commission.
86. When considering an appeal about disagreement with the points given, the conflict committee requests to the RCOI, the subject committee, printed images of the examination paper, electronic media containing files with digital audio recordings of the student’s oral answers, a graduate of previous years, protocols of the student’s oral answers who passed the GVE orally, copies of the protocols for checking the examination paper by the subject committee and KIM, texts, topics, assignments, tickets performed by the student, graduate of previous years who filed an appeal.

These materials are presented to the student, graduate of previous years (in case of his participation in the consideration of the appeal). 87. Prior to the meeting of the conflict commission to consider the appeal of disagreement with the points given, the conflict commission establishes the correctness of the evaluation of the examination work of the student, graduate of previous years who filed the appeal. To do this, experts in the relevant academic subject are involved in the consideration of the appeal.

If the experts do not give an unambiguous answer about the correctness of the assessment of the examination work of a student, a graduate of previous years, the conflict commission applies to the Commission for the development of KIM for the relevant academic subject with a request for clarification on the assessment criteria.

88. Based on the results of consideration of the appeal of disagreement with the points given, the conflict commission decides whether to reject the appeal and keep the points set, or to satisfy the appeal and change the points. At the same time, if the appeal is satisfied, the number of points previously awarded may change both upwards and downwards in the number of points.
Protocols of the conflict commission on consideration of appeals of students, graduates of previous years within one calendar day are transferred to the subject commission, as well as to the RCOI for entering the relevant information into the regional information system. To recalculate the results of the Unified State Exam, the protocols of the conflict commission are sent by the RCSC to the authorized organization within two calendar days. The authorized organization recalculates the results of the Unified State Examination on satisfied appeals in accordance with the protocols of the conflict commission and, no later than five working days from the date of receipt of these protocols, transfers the results of the recalculation USE results to the RCSC, which within one calendar day submits them for further approval by the SEC.

89. The conflict commission considers an appeal about a violation of the established procedure for conducting a GIA (with the exception of cases established by paragraph 76 of this Procedure) within two working days, and an appeal about disagreement with the scores - four working days from the date of its receipt by the conflict commission.

9 Is it possible to retake the GIA? Students who have received an unsatisfactory result in one of the compulsory subjects (in the Russian language or in mathematics) are allowed to retake the GIA in the corresponding academic subject in the current year; - those who did not appear for exams for good reasons (illness or other circumstances, documented); - those who did not complete the examination work for good reasons (illness or other circumstances, documented); - whose appeal about the violation of the established procedure for conducting the GIA by the conflict commission was satisfied; - the results of which were canceled by the SEC in case of detection of violations of the established procedure for conducting the GIA, committed by persons entitled to be present at the PES. Appeals are accepted: - about violation of the established procedure for conducting the OGE (submitted on the day of the exam to a member of the SEC, without leaving the PES); - on disagreement with the points given (submitted within two working days from the date of announcement of the results of the exam in the relevant general education subject to the educational organization). Participants of the OGE are informed in advance about the time, place and procedure for considering appeals.
Based on the results of consideration of the appeal on violation of the established procedure for conducting the OGE, the conflict commission may decide: - to reject the appeal if the commission recognized the facts set forth in the appeal as insignificant or not taking place; - on the satisfaction of the appeal, if the facts set forth in the appeal may have a significant impact on the results of the OGE. In the latter case, the result of passing the OGE is canceled and the OGE participant is given the opportunity to pass the OGE in this subject on another additional day.
Based on the results of the consideration of the appeal of disagreement with the points set for the OGE, the conflict commission may decide: - to reject the appeal due to the absence of technical errors in the processing of the OGE forms and errors in assessing the answers to tasks in free form by experts and saving the points set; - on the satisfaction of the appeal and the issuance of changed points (the result can be changed both upwards and downwards). In the latter case, the result of passing the OGE is changed based on the decision of the conflict commission. Drafts as materials of the appeal are not considered.

3. The GIA is carried out by state examination boards (hereinafter referred to as the SEC) in order to determine the compliance of the results of mastering educational programs of basic general education by students with the relevant requirements of the federal state educational standard of basic general education<1>.
4. The GIA includes compulsory exams in the Russian language and mathematics (hereinafter referred to as compulsory subjects). Examinations in other academic subjects: literature, physics, chemistry, biology, geography, history, social studies, foreign languages (English, German, French and Spanish), computer science and information and communication technologies (ICT), as well as in the native language from among languages of the peoples of the Russian Federation and literature of the peoples of the Russian Federation in their native language from among the languages of the peoples of the Russian Federation (hereinafter referred to as the native language and native literature) - students take it on a voluntary basis of their choice. dated 07.07.2015 N 692)
For students with disabilities, students with disabilities and disabled children who have mastered the educational programs of basic general education, the number of exams to be taken, at their request, is reduced to two mandatory exams in the Russian language and mathematics. 5. GIA in all academic subjects specified in paragraph 4 of this Procedure (with the exception of foreign languages, as well as native language and native literature), is conducted in Russian.
6. If the study of the subject of the invariant part of the curriculum of the educational organization was carried out in the native language, the GIA for the subject is also conducted in the native language, provided that the textbooks included in the federal list of textbooks approved by the Ministry of Education and Science of the Russian Federation were used in its study recommended for use in the implementation of state-accredited educational programs of primary general, basic general, secondary general education by organizations engaged in educational activities<1>.
c) in the form established by the executive authorities of the constituent entities of the Russian Federation, exercising public administration in the field of education<1>, - for students in educational programs of basic general education who studied their native language and native literature (national literature in their native language) and chose an exam in their native language and / or native literature to pass the GIA.
III. GIA participants
9. Students who do not have academic debts and who have fully completed the curriculum or individual curriculum (having annual marks in all academic subjects of the curriculum for grade IX not lower than satisfactory) are allowed to the GIA.
The subjects chosen by the student, the form (forms) of the GIA (for students in the case specified in paragraph 8 of this Procedure) and the language in which he plans to take exams (for students specified in paragraph 6 of this Procedure), are indicated by him in the application, which he submits to the educational organization until March 1 inclusive. Students who are winners or prize-winners in the current academic year final stage All-Russian Olympiad for schoolchildren, members of the national teams of the Russian Federation that participated in international Olympiads and formed in the manner established by the Ministry of Education and Science of the Russian Federation<1>, are exempted from passing the state final attestation in an academic subject corresponding to the profile of the All-Russian Olympiad for schoolchildren, the international Olympiad.
10. Students who have mastered the educational program of basic general education in the form of family education, or who have studied under an educational program of basic general education that does not have state accreditation, have the right to take an external course of the State Academic Examination in an organization that carries out educational activities according to an educational program of basic general education that has state accreditation, in the forms established by this Regulation<1>. When applying, students with disabilities submit a copy of the recommendations of the psychological, medical and pedagogical commission, and students with disabilities and disabilities - the original or a duly certified copy of a certificate confirming the establishment of disability, issued by the Federal government agency medical and social expertise.
IV. Organization of the GIA
12. federal Service for Supervision in the Sphere of Education and Science (hereinafter referred to as Rosobrnadzor) performs the following functions as part of the SIA:
establishes the procedure for the development, use and storage of CIM (including the requirements for the mode of their protection, the procedure and conditions for placing information contained in CIM on the information and telecommunication network "Internet" (hereinafter referred to as the "Internet"))<1>;
determine the locations of the examination points (hereinafter referred to as the PES) and the distribution of students between them, the composition of the leaders and organizers of the PES, authorized representatives of the SEC, technical specialists, specialists in instructing and providing laboratory work, assistants for the persons specified in paragraph 34 of this Procedure; (As amended by the Order of the Ministry of Education and Science of the Russian Federation of March 24, 2016 N 305)
provide PES with the necessary set of examination materials for conducting the GIA, including examination materials in their native language;
organize the formation and maintenance of regional information systems to ensure the conduct of the GIA for students who have mastered the basic educational programs of basic general and secondary general education (hereinafter referred to as RIS)<1>, and entering information into the FIS in the manner established by the Government of the Russian Federation<2>;
ensure the processing and verification of examination papers in the manner established by this Procedure;

organize the entry of information into the FIS in the manner established by the Government of the Russian Federation<1>;
ensure the conduct of the GIA in the PES in accordance with the requirements of this Procedure;
ensure the processing and verification of examination papers in accordance with this Procedure;
determine the minimum number of points;

provide students with the results of the GIA in all academic subjects;
carry out accreditation of citizens as public observers in the manner established by the Ministry of Education and Science of Russia<1>.

16. Organizational and technological support for conducting the GIA outside the territory of the Russian Federation, ensuring the operation of the FIS is carried out by a certain organization in accordance with the legislation of the Russian Federation (hereinafter referred to as the authorized organization).
17. HEC:
1) organizes and coordinates the work on the preparation and conduct of the GIA, including:
approves the proposals of the executive authority of the constituent entity of the Russian Federation, which carries out state administration in the field of education, the founder, foreign institution on the personal composition of the leaders and organizers of exams, authorized representatives of the SEC, members of subject commissions, technical specialists, specialists in briefing and providing laboratory work, assistants for persons specified in paragraph 34 of this Procedure; (As amended by the Order of the Ministry of Education and Science of the Russian Federation of March 24, 2016 N 305)
coordinates the work of subject commissions;
2) ensures compliance with the established procedure for conducting the GIA, including:
sends its authorized representatives to the places of examinations and RTsOI, subject commissions to monitor the progress of the GIA and compliance with the regime information security during the GIA;
interacts with public observers on issues of compliance with the established procedure for conducting the GIA;
organizes an audit on violations of the established procedure for conducting the SIA;
3) considers the results of the State Examination at its meeting and, in the cases established by this Procedure, makes decisions to approve, change or cancel the results of the State Examination.
Representatives of the executive authorities of the constituent entities of the Russian Federation exercising state administration in the field of education, executive authorities of the constituent entities of the Russian Federation exercising delegated powers in the field of education, founders and foreign institutions, local governments, organizations engaged in educational activities are involved in the SEC and authorized representatives of the SEC , public organizations and associations.
Authorized representatives of the SEC are informed about the location of the PES to which they are sent, not earlier than three working days before the exam in the relevant academic subject.
18. Checking the examination papers of students is carried out by subject commissions in the relevant academic subjects.
Persons meeting the following requirements (hereinafter referred to as experts) are involved in the subject commissions for each academic subject:
availability of higher education;
compliance with the qualification requirements specified in the qualification reference books and (or) professional standards;
work experience in organizations engaged in educational activities and implementing educational programs of basic general, secondary general, secondary vocational education (at least three years);
availability of a document confirming the receipt of additional professional education, which includes practical classes (at least 18 hours) for evaluating samples of examination papers in accordance with the criteria for evaluating examination papers in the relevant academic subject, determined by Rosobrnadzor<1>.
19. Consideration of students' appeals is carried out by a conflict commission, which does not include members of the SEC and subject commissions.
Mediation board:
accepts and considers appeals of students on violations of the established procedure for conducting the GIA, as well as on disagreement with the points given;
makes a decision on the satisfaction or rejection of the student's appeal based on the results of the consideration of the appeal;
informs the student who filed the appeal, and (or) his parents (legal representatives), as well as the SEC about the decision.
Representatives of the executive authorities of the constituent entities of the Russian Federation exercising state administration in the field of education, executive authorities of the constituent entities of the Russian Federation exercising delegated powers, founders and foreign institutions, local authorities, organizations engaged in educational activities, public organizations and associations are involved in the composition of the conflict commissions.
20. By decision of the executive authority of the subject of the Russian Federation exercising state administration in the field of education, territorial examination, subject and conflict commissions are created as part of the SEC, subject and conflict commissions, exercising certain powers of the SEC, subject and conflict commissions on the territory of one or several municipal districts and (or) city districts.
21. Decisions of the SEC, subject and conflict commissions are documented in protocols.
22. In order to facilitate the implementation of the GIA, educational organizations, as well as local governments that manage education:
against signature, inform students and their parents (legal representatives) about the timing, places and procedure for submitting applications for passing the GIA, about the procedure for conducting the GIA, including the grounds for removing from the exam, changing or canceling the results of the GIA, about maintaining a video recording in the PES, about the procedure for filing appeals about violation of the established procedure for conducting the GIA and about disagreement with the points given, about the time and place of familiarization with the results of the GIA, as well as about the results of the GIA received by students;
send their employees to work as leaders and organizers of the PES, members of subject commissions, technical specialists, specialists in briefing and laboratory work, assistants for the persons specified in paragraph 34 of this Procedure, and monitor the participation of their employees in the conduct of the GIA; dated 03/24/2016 N 305, dated 01/09/2017 N 7)
against signature, inform the employees involved in the GIA about the timing, places and procedure for conducting the GIA, including the video recording in the PES and classrooms, the grounds for removal from the PES, the application of disciplinary and administrative measures against persons involved in conducting a GIA and violating the established procedure for conducting a GIA; (as amended by the Order of the Ministry of Education and Science of the Russian Federation of 09.01.2017 N 7)
enter information into the FIS and RIS in the manner established by the Government of the Russian Federation<1>.
The GIA starts no earlier than May 25 of the current year. (as amended by the Order of the Ministry of Education and Science of the Russian Federation of 16.01.2015 N 10)
25. For persons who are re-admitted this year to take exams in the relevant academic subjects in the cases provided for by this Procedure, additional terms for conducting the GIA in the forms established by this Procedure (hereinafter referred to as additional terms) are provided.
26. For students who do not have the opportunity, for valid reasons, documented, to pass the GIA within the time limits established in accordance with paragraphs 24 and 25 of this Procedure, the GIA is carried out ahead of schedule, but not earlier than April 20, in the forms established by this Procedure. 27. The GIA for students of educational organizations at correctional institutions of the penitentiary system, released from serving a sentence no earlier than three months before the start of the GIA, is carried out ahead of schedule within the time limits determined by the executive authorities of the constituent entities of the Russian Federation that carry out public administration in the field of education, according to agreement with the founders of such correctional institutions, but not earlier than February 20 of the current year.
28. The break between examinations in compulsory academic subjects, the timing of which is established in accordance with paragraph 24 of this Procedure, is at least two days.
29. The duration of examinations in academic subjects does not include the time allocated for preparatory activities (instructing students, opening packages with examination materials, filling in the registration fields of the examination paper, setting up technical equipment).
With the duration of the exam 4 or more hours, meals are provided for students.
For students with disabilities, students of disabled and disabled children, as well as those who studied at home for health reasons, in educational organizations, including sanatoriums and resorts, in which the necessary medical, rehabilitation and recreational activities are carried out for those in need long-term treatment, the duration of the exam is increased by 1.5 hours (with the exception of the OGE in foreign languages (section "Speaking"). 30. By decision of the SEC, the following students are re-admitted to passing the GIA in the current academic year in the relevant academic subjects in additional terms: (as amended by the Order of the Ministry of Education and Science of the Russian Federation of 09.01.2017 N 7)
those who received unsatisfactory results at the GIA in no more than two academic subjects; (as amended by the Order of the Ministry of Education and Science of the Russian Federation of 09.01.2017 N 7)
those who did not appear for exams for good reasons (illness or other circumstances, documented);
those who did not complete the examination work for good reasons (illness or other circumstances, documented);
whose appeal about the violation of the established procedure for conducting the GIA by the conflict commission was satisfied;
the results of which were annulled by the SEC in case of detection of facts of violations of the established procedure for conducting the GIA, committed by the persons specified in paragraph 37 of this Procedure, or other (unidentified) persons.
VI. Conducting a GIA
31. KIM for conducting the OGE are formed and replicated by the founders, foreign institutions and executive authorities of the constituent entities of the Russian Federation, exercising public administration in the field of education, with the help of open bank tasks and specialized software posted on the official website of Rosobrnadzor or a dedicated website on the Internet.
Texts, topics, assignments, tickets for the GVE are sent to the constituent entities of the Russian Federation, foreign institutions and founders on electronic media in encrypted form.
Storage of examination materials is carried out in accordance with the requirements of the procedure for the development, use and storage of CMM, established by Rosobrnadzor<1>. Opening examination materials before the start of the exam, disclosure of information contained in the KIM, texts, topics, tasks, tickets for the GVE is prohibited.
PES - a building (structure) that is used for carrying out the GIA. The territory of the PES is the area inside the building (structure) or part of the building (structure) allocated for the GIA. places for storing personal belongings of students, organizers, medical workers, specialists in briefing and providing laboratory work, experts evaluating the performance of laboratory work in chemistry, technical specialists and assistants providing the necessary technical assistance to persons specified in paragraph 34 of this Procedure; (As amended by the Order of the Ministry of Education and Science of the Russian Federation of March 24, 2016 N 305)
premises for representatives of educational organizations accompanying students (hereinafter - accompanying). (As amended by the Order of the Ministry of Education and Science of the Russian Federation of March 24, 2016 N 305)
In the event of a threat of an emergency, the executive authorities of the constituent entities of the Russian Federation exercising state administration in the field of education, the founders and foreign institutions, in agreement with the SEC, decide to postpone the exam to another PES or to another day, provided for by the schedules of the OGE and GVE. 33. The number, total area and condition of the premises provided for the GIA (hereinafter referred to as the audience) ensure that the examinations are conducted in conditions that meet the requirements of the sanitary and epidemiological rules and regulations.
Premises not used for the examination must be locked and sealed on the day of the examination. (As amended by the Order of the Ministry of Education and Science of the Russian Federation of March 24, 2016 N 305)
On the day of the exams in the classrooms, stands, posters and other materials with reference and educational information on the relevant academic subjects should be closed. (As amended by the Order of the Ministry of Education and Science of the Russian Federation of March 24, 2016 N 305)
A separate workplace is allocated for each student. (as amended by the Order of the Ministry of Education and Science of the Russian Federation of 16.01.2015 N 10)
Audiences allocated for conducting exams in the Russian language are equipped with audio recording playback facilities, in foreign languages - are equipped with audio recording and playback facilities, in individual academic subjects - with laboratory equipment, in computer science and ICT, as well as in cases established by this Procedure - computer technology.
By decision of the executive authorities of the constituent entities of the Russian Federation that carry out state administration in the field of education, founders and foreign institutions, PES are equipped with stationary and portable metal detectors, video surveillance equipment, and means of suppressing mobile communications signals.
34. For students with disabilities, students of disabled and disabled children, as well as those who studied at home for health reasons, in educational organizations, including sanatoriums and resorts, in which the necessary medical, rehabilitation and recreational activities are carried out for who need long-term treatment, the educational organization is equipped taking into account their individual characteristics. The material and technical conditions of the exam provide the possibility of unhindered access for such students to the classroom, toilets and other premises, as well as their stay in these premises (the presence of ramps, handrails, widened doorways, elevators, in the absence of elevators, the audience is located on the ground floor; the presence of special chairs and other devices).
During the examination, there are assistants who provide the specified students with the necessary technical assistance, taking into account their individual characteristics, helping them to take a workplace, move around, and read the assignment.
These students, taking into account their individual characteristics, use the technical means they need in the process of passing the exam.
GVE in all academic subjects at their request is carried out orally. (as amended by the Order of the Ministry of Education and Science of the Russian Federation of 07.07.2015 N 692)
For hearing-impaired students, the exam rooms are equipped with sound-amplifying equipment for both collective and individual use. For deaf and hard of hearing students, an assistant sign language interpreter is involved. For blind learners:
examination materials are issued in Braille or in the form of an electronic document accessible using a computer;
written examination work is done in Braille or on a computer;
a sufficient number of special accessories are provided for the design of answers in Braille, a computer.
For visually impaired students, examination materials are presented in an enlarged size; in the exam rooms, magnifying devices and individual uniform lighting of at least 300 lux are provided.
For the deaf and hard of hearing, with severe speech impairments, at their request, the GVE in all academic subjects is carried out in writing.
For persons with disorders of the musculoskeletal system (with severe disorders of the motor functions of the upper limbs), written tasks are performed on a computer with specialized software. Information about the number of these students in the PET and the need to organize the GIA in conditions that take into account their state of health, especially psychophysical development, is sent to the PET no later than two working days before the exam in the relevant academic subject. During the exam, meals and breaks are organized for these students to carry out the necessary medical and preventive procedures.
For students with medical indications for studying at home and the relevant recommendations of the psychological, medical and pedagogical commission, the exam is organized at home. (as amended by the Order of the Ministry of Education and Science of the Russian Federation of 16.01.2015 N 10)
35. For students who have mastered the educational programs of basic general education in special educational institutions of closed types, as well as in institutions executing punishment in the form of deprivation of liberty, the executive authorities of the constituent entities of the Russian Federation, exercising public administration in the field of education, with the assistance of the administration of such institutions organize the GIA, taking into account the special conditions of detention and the need to ensure public safety during the passage of the GIA.
Premises are allocated in the PES for representatives of the media, public observers and other persons who have the right to be present in the PES on the day of the exam. 37. On the day of the exam in the PES there are:
a) the head and organizers of the PES; (as amended by the Order of the Ministry of Education and Science of the Russian Federation of 16.01.2015 N 10)
b) an authorized representative of the SEC;
c) a technical specialist for working with software, providing information and technical assistance to the head and organizers of the PES;
d) the head of the educational organization in whose premises the PES is organized, or a person authorized by him;
e) law enforcement officers and (or) employees of internal affairs bodies (police);

g) a specialist in briefing and provision of laboratory work;
h) the examiner-interlocutor for conducting the GVE orally; (As amended by the Order of the Ministry of Education and Science of the Russian Federation of March 24, 2016 N 305)
i) experts evaluating the performance of laboratory work in chemistry, if the CMM specification provides for the student to perform laboratory work; (As amended by the Order of the Ministry of Education and Science of the Russian Federation of March 24, 2016 N 305)
j) assistants providing the necessary technical assistance to the persons specified in paragraph 34 of this Procedure, taking into account their state of health, features of psychophysical development, including directly during the exam (if necessary). The leaders and organizers of the PES are appointed by the executive authority of the constituent entities of the Russian Federation, which carries out state administration in the field of education, by the foreign institution and the founder in agreement with the SEC.
Persons who have undergone appropriate training are involved as leaders and organizers of the PES. When conducting a GIA on a subject, the organizers and assistants do not include specialists in this subject. It is not allowed to involve technical specialists, specialists in conducting briefings and providing laboratory work, as well as assistants providing the necessary technical assistance to students specified in paragraph 34 of this Procedure, employees of educational organizations who are teachers of students taking the exam in this PES (with the exception of PES organized in hard-to-reach and remote areas, in educational organizations located outside the territory of the Russian Federation, foreign institutions, as well as in educational institutions penitentiary system). PES managers and organizers, technical specialists, specialists in briefing and providing laboratory work, interlocutor examiners for conducting GVE orally, experts evaluating the performance of laboratory work in chemistry, if the CMM specification provides for the student to perform laboratory work, are informed about the location of the PES to which they are sent, not earlier than three working days before the examination in the relevant academic subject. On the day of the exam, by decision of Rosobrnadzor, the executive authority of the constituent entity of the Russian Federation exercising the delegated powers of the Russian Federation in the field of education, officials of these bodies are present in the PES.
On the day of the exam, at will, representatives of the media, public observers, accredited in the prescribed manner, are present at the PES.
Representatives of the media are present in the classrooms for the exam only until the students open individual sets with examination materials. (As amended by the Order of the Ministry of Education and Science of the Russian Federation of March 24, 2016 N 305)
Public observers move freely along the PES. At the same time, there is only one public observer in one auditorium.
38. Admission to the PES of the persons specified in paragraph 37 of this Procedure is carried out only if they have documents proving their identity and confirming their authority. Admission of students to the PES is carried out if they have documents proving their identity, and if they are in the distribution lists approved by the executive authority of the constituent entity of the Russian Federation, exercising state administration in the field of education, the founder, foreign institution in this PES.
If the student does not have an identity document, he is admitted to the PES after confirmation of his identity by the accompanying person.
At the entrance to the PES, law enforcement officers and (or) employees of the internal affairs bodies (police), together with the organizers, check that the students have the indicated documents, as well as the persons specified in paragraph 37 of this Procedure, establish the correspondence of their identity to the submitted documents, check the presence of these persons in the distribution lists in this PES.
39. Exam materials are delivered to the PES by authorized representatives of the SEC on the day of the exam in the relevant academic subject.
In the case of using the examination materials on electronic media in encrypted form, the head of the PES receives the decryption code of the KIM from the RCOMI and, in the presence of an authorized representative of the SEC, public observers (if any), organizes the decoding, replication on paper and packaging of the examination materials. By decision of the SEC, the replication of examination materials is carried out in classrooms in the presence of students.
40. Before the start of the exam, the head of the PES organizes the distribution of students and organizers by audience. By decision of the executive authority of the constituent entity of the Russian Federation, which carries out state administration in the field of education, the distribution of students and organizers by audience is carried out by the RCEI. In this case, the distribution lists are transferred to the PES along with the examination materials. The distribution of students specified in paragraph 34 of this Procedure is carried out individually, taking into account the state of their health, the characteristics of their psychophysical development.
The lists of the distribution of students by audience are transferred to the organizers, and are also posted on the information stand at the entrance to the PES and at each audience in which the exam will be held. The organizers assist students in placing them in the classrooms where the exam will be held.
Students are seated at their desks in accordance with the distribution. Changing the workplace is not allowed.
Organizers are distributed among audiences based on the fact that each audience has at least two organizers. During the exam, some of the organizers are on the floors of the PES and help students navigate the premises of the PES, as well as control the movement of persons not involved in the exam.
41. The exam is conducted in a calm and friendly environment.
Before the start of the exam, the organizers conduct briefings, including informing students about the procedure for conducting the exam, the rules for completing the examination paper, the duration of the exam, the procedure for filing appeals about violations of the established procedure for conducting the SIA and about disagreement with the scores, as well as the time and place of familiarization with the results GIA.
The organizers inform students that the entries on the KIM for the OGE, texts, topics, tasks, tickets for the GVE and drafts are not processed or checked.
The organizers give students examination materials, which include sheets (forms) for recording answers.
In case of detection of marriage or incompleteness of examination materials, the organizers issue a new set of examination materials to the student.
At the direction of the organizers, students fill in the registration fields of the examination paper. The organizers check the correctness of filling in the registration fields of the examination paper by the students. Upon completion of filling in the registration fields of the examination work by all students, the organizers announce the beginning of the exam and the time of its end, fix them on the board (information stand), after which the students proceed to the examination work.
In case of lack of space in the sheets (forms) for answers to tasks with a detailed answer, at the request of the student, the organizers give him an additional sheet (form). At the same time, the organizers record the connection between the numbers of the main and additional sheet (form) in special fields of sheets (forms).
Drafts are given to students as needed. Students can make notes in KIM for the OGE and texts, topics, assignments, tickets for the GVE (with the exception of the OGE in foreign languages (section "Speaking"). 42. During the exam, students follow the established procedure for conducting the GIA and follow the instructions of the organizers, and the organizers ensure the established procedure for conducting the GIA in the classroom and monitor it.
During the exam, on the student's desktop, in addition to exam materials, there are:

b) an identity document;
c) means of education and upbringing<1>;

Students leave other things in a specially designated place for personal belongings of students in the building (building complex) where the PES is located. (as amended by the Order of the Ministry of Education and Science of the Russian Federation of 16.01.2015 N 10)
During the exam, students should not communicate with each other, they cannot move freely around the classroom. During the exam, students can leave the classroom and move around the PES, accompanied by one of the organizers. When leaving the classroom, students leave examination materials and drafts on the desktop.
During the exam in the PES it is prohibited:
a) students - to have with them means of communication, electronic computers, photo, audio and video equipment, reference materials, written notes and other means of storing and transmitting information;
b) organizers, assistants who provide the necessary technical assistance to the persons specified in paragraph 34 of this Procedure, medical workers, technical specialists, specialists in briefing and laboratory work, experts evaluating the performance of laboratory work in chemistry - to have communication equipment with them; (As amended by the Order of the Ministry of Education and Science of the Russian Federation of March 24, 2016 N 305)
c) to the persons listed in paragraph 37 of this Procedure - to assist students, including transferring to them means of communication, electronic computers, photo, audio and video equipment, reference materials, written notes and other means of storing and transmitting information;
d) students, organizers, assistants, providing the necessary technical assistance to the persons specified in paragraph 34 of this Procedure, technical specialists, specialists in briefing and providing laboratory work, experts evaluating the performance of laboratory work in chemistry - to remove examination materials from classrooms and PES on paper or electronic media, take pictures of examination materials. Persons who have committed a violation of the established procedure for conducting the GIA are removed from the exam. To do this, the organizers or public observers invite authorized representatives of the SEC, who draw up an act of removal from the exam and remove persons who have violated the established procedure for conducting the GIA from the PES.
If a student, for health reasons or other objective reasons, cannot complete the examination work, then he leaves the classroom ahead of schedule. In this case, the organizers accompany the exam participant to a medical worker and invite authorized representatives of the SEC. With the consent of the exam participant to complete the exam ahead of schedule, the authorized representative of the SEC and the medical worker draw up an act on the early completion of the exam for objective reasons. Acts on removal from the exam and on early completion of the exam for objective reasons on the same day are sent to the SEC for consideration when processing examination papers.
42.1. When conducting the OGE in foreign languages, the exam includes the section "Listening", all tasks for which are recorded on audio. (As amended by the Order of the Ministry of Education and Science of the Russian Federation of March 24, 2016 N 305)
Audiences allocated for the "Listening" section are equipped with audio media playback facilities. (As amended by the Order of the Ministry of Education and Science of the Russian Federation of March 24, 2016 N 305)
To complete the tasks of the "Listening" section, technical specialists or organizers set up the audio playback tool so that it can be heard by all students. The audio recording is listened to by the students twice, after which they proceed to the examination work. 43. When conducting an exam in foreign languages, the exam also includes the "Speaking" section, the oral answers to the tasks of which are recorded on audio media. (As amended by the Order of the Ministry of Education and Science of the Russian Federation of March 24, 2016 N 305)
To complete the tasks of the "Speaking" section, audiences equipped with digital audio recording facilities are used. Technicians or organizers set up digital audio recording tools to record high-quality oral responses. Students are invited to the audience to receive the task of the oral part of the KIM and the subsequent recording of oral answers to the tasks of the KIM. The student approaches the digital audio recording facility and, at the command of a technical specialist or organizer, gives a loud and legible oral answer to the task, after which he listens to the recording of his answer to make sure that it was produced without technical failures. If a technical failure occurred during the recording, the student is given the right to take the "Speaking" section again. 44. When conducting the GVE orally, the oral answers of the students are recorded on audio media or recorded. Audiences allocated for recording oral responses are equipped with hardware and software for digital audio recording. The student, at the command of a technical specialist or organizer, loudly and legibly gives an oral answer to the task. The technical specialist or organizer gives the student to listen to the recording of his answer and make sure that it was produced without technical failures. In the case of recording oral answers, the student is given the opportunity to familiarize himself with the protocol of his answer and make sure that it is recorded correctly.
45. 30 minutes and 5 minutes before the end of the exam, the organizers inform students about the imminent completion of the exam and remind them of the need to transfer answers from drafts to sheets (forms).
At the end of the exam, the organizers announce the end of the exam and collect exam materials from students.
The organizers pack the collected examination materials in separate packages. On each package, the organizers mark the name, address and number of the PES, the number of the audience, the name of the subject on which the exam was conducted, and the number of materials in the package, the surname, name, patronymic (if any) of the organizers.
Students who completed the examination work ahead of schedule hand it over to the organizers and leave the audience without waiting for the end of the exam.
46. Upon completion of the exam, authorized representatives of the SEC draw up a report on the examination in the PES, which is submitted to the SEC on the same day.
Sealed packages with examination papers are sent on the same day by authorized representatives of the SEC to the RCOI (structural divisions of the RCOI municipal district and (or) city district).
Unused examination materials and used KIM for the OGE and texts, topics, assignments, tickets for the GVE, as well as used drafts are sent to the places determined by the executive authority of the constituent entity of the Russian Federation, which carries out state administration in the field of education, the foreign institution, the founder to provide them storage.
Unused examination materials and used KIM for the OGE, texts, topics, assignments, tickets for the GVE are stored until March 1 of the year following the year of the exam, used drafts - within a month after the exam. After the expiration of the specified period, the listed materials are destroyed by a person determined by the executive authority of the subject of the Russian Federation, exercising state administration in the field of education, a foreign institution, a founder. If, by decision of the executive authority of the constituent entity of the Russian Federation, which carries out state administration in the field of education, the founder, the foreign institution, the examination papers of students are scanned in the PES (in the classrooms), then in the PES, immediately after the exam is completed, the technician scans the examination papers in the presence of authorized representatives of the SEC , head of the PES, public observers (if any). VII. Checking the examination papers of GIA participants and their evaluation
47. The RCSI provides subject committees with depersonalized copies of students' examination papers.
Draft entries are not processed or checked.
When checking oral answers to the tasks of the "Speaking" section of the OGE in foreign languages, subject commissions are provided with files with digital audio recordings of oral answers in foreign languages and specialized software for listening to them. 48. Examination papers are checked by two experts. According to the results of the check, the experts, independently of each other, set points for each answer to the tasks of the examination paper. The results of each assessment are entered into the protocols of verification by the subject committees, which, after filling out, are transferred to the RCSC for further processing. In the event of a significant discrepancy in the scores given by the two experts, a third test is scheduled. A significant discrepancy in scores is determined in the assessment criteria for the corresponding academic subject.
The third expert is appointed by the chairman of the subject committee from among the experts who have not previously checked the examination paper.
The third expert is provided with information about the scores assigned by the experts who previously checked the student's examination work. The points given by the third expert are final.
49. Subject commissions work in premises that exclude the possibility of access to them by unauthorized persons (with the exception of RCOI employees who provide organizational and technological support for the work of subject commissions, authorized representatives of the SEC and public observers) and the dissemination of restricted information. Experts are prohibited from copying and removing examination papers, assessment criteria, protocols for checking examination papers from the indicated premises, as well as disclosing to unauthorized persons the information contained in these materials. Upon completion of the check, the materials used by the experts (with the exception of the protocols for checking examination papers) are destroyed by a person designated by the head of the RCOI. Examination papers of students are stored in places determined by the executive authority of the subject of the Russian Federation, which carries out state administration in the field of education, the Ministry of Foreign Affairs of the Russian Federation, the founder until March 1 of the year following the year of the exam, and after the specified period are destroyed by a person authorized by the body executive power of the subject of the Russian Federation, exercising state administration in the field of education, the Ministry of Foreign Affairs of the Russian Federation, the founder. In the event that an expert violates these requirements, performs the duties assigned to him in bad faith, or uses the status of an expert for personal purposes, the executive authority of the subject of the Russian Federation exercising state administration in the field of education, the foreign institution, the founder, decide to exclude the expert from the subject commission.
50. By decision of the executive authorities of two or more constituent entities of the Russian Federation exercising public administration in the field of education, an exchange of examination papers between the relevant constituent entities of the Russian Federation (hereinafter referred to as interregional cross-checking) is organized.
53. The SEC at its meeting considers the results of the GIA for each academic subject and decides on their approval, modification and (or) cancellation in the cases provided for by this Procedure.
54. Approval of the results of the GIA is carried out within one working day from the date of receipt of the results of the verification of examination papers.
55. By decision of the executive authorities of the constituent entities of the Russian Federation that carry out state administration in the field of education, subject commissions recheck individual examination papers of students.
The results of the recheck are documented in protocols in accordance with paragraph 48 of this Procedure.
Based on the results of rechecking the examination papers of students, the SEC decides to save the results of the GIA or to change the results of the GIA in accordance with the protocols for rechecking the examination papers of students.
56. If the conflict commission has satisfied the student's appeal about the violation of the established procedure for conducting the GIA, the SEC decides to cancel the result of the GIA of this student in the relevant academic subject, as well as to admit him to the GIA in additional terms.
If the conflict commission satisfied the student's appeal about disagreement with the points given, the SEC decides to change the result of the GIA in accordance with the protocols of the conflict commission.
57. When establishing the facts of violation by the student of the established procedure for conducting the GIA, the SEC makes a decision to cancel the result of the GIA of the student in the corresponding academic subject.
If the violation is committed by the persons specified in paragraph 37 of this Procedure, or other (unidentified) persons, then the SEC decides to cancel the results of the GIA of students whose results were distorted in the relevant academic subject, as well as to re-admit them to the GIA in the corresponding academic subject at an additional time.
In order to make a decision to cancel the result of the GIA in connection with a violation of the established procedure for conducting it, the SEC requests from authorized persons and organizations the necessary documents and information, including examination papers, information about the persons present at the PES, and other information on compliance with the procedure for conducting the GIA.
58. The decision to change or cancel the results of the GIA in the cases provided for by this Procedure is made within two working days from the moment the conflict commission makes the relevant decisions, the completion of the recheck of the examination papers, documentary confirmation of the violation of the established procedure for conducting the GIA.
59. After approval, the results of the GIA are transferred within one working day to educational organizations, as well as local governments that manage education, founders and foreign institutions to familiarize students with the results of the GIA approved by the SEC. Familiarization of students with the results of the GIA approved by the SEC in the academic subject is carried out within one working day from the date of their transfer to educational organizations, as well as local governments that manage education, founders and foreign institutions. The specified day is considered the official day of the announcement of the results of the GIA. IX. Evaluation of the results of the GIA
60. The results of the GIA are recognized as satisfactory if the student has scored the minimum number of points in the subjects being passed, determined by the executive authority of the subject of the Russian Federation, which carries out state administration in the field of education, the founder, foreign institution. 63. The conflict commission does not consider appeals on the content and structure of examination materials in academic subjects, as well as on issues related to the evaluation of the results of completing short answer examination tasks, violation of the requirements of this Procedure by the student or incorrect execution of the examination paper. 64. When considering an appeal, the verification of the facts stated in it is not carried out by persons who took part in the organization and (or) conduct of the relevant exam or who previously checked the examination work of the student who filed the appeal.
65. In order to perform its functions, the conflict commission requests from authorized persons and organizations the necessary documents and information, including copies of examination papers and protocols of verification by subject commissions, protocols of oral answers, answers on audio media, information about the persons present at the exam, on compliance GIA procedures. 66. When considering an appeal, if desired, the student and (or) his parents (legal representatives), as well as public observers, are present.
The hearing of the appeal is conducted in a calm and friendly atmosphere.
67. An appeal about a violation of the established procedure for conducting the State Examination (with the exception of the cases established by paragraph 63 of this Procedure) is submitted by the student on the day of the exam in the relevant academic subject to an authorized representative of the SEC, without leaving the PES.
68. In order to verify the information contained in the appeal about the violation of the established procedure for conducting the GIA, an authorized representative of the SEC organizes an audit with the participation of organizers, technical specialists in working with software, specialists in briefing and providing laboratory work not involved in the audience in which he passed examination of the student, public observers, law enforcement officers, medical professionals, as well as assistants providing the necessary technical assistance to students with disabilities.
The results of the audit are drawn up in the form of a conclusion. The appeal and the conclusion on the results of the audit are transmitted on the same day by the authorized representative of the SEC to the conflict commission.
When considering an appeal on a violation of the established procedure for conducting a GIA, the conflict commission considers the appeal, a conclusion on the results of the audit and makes one of the following decisions:
to dismiss the appeal;
on the appeal.
69. If the appeal is satisfied, the result of the exam, according to the procedure of which the students filed an appeal, is canceled and the student is given the opportunity to take the exam in the corresponding academic subject on another day, provided for by the schedule of the SEA.
70. An appeal of disagreement with the points given is submitted within two working days after the official day of the announcement of the results of the GIA in the corresponding academic subject. Students file an appeal of disagreement with the points given directly to the conflict commission or to the educational organization in which they were admitted to the GIA in the prescribed manner. The head of the educational organization, who accepted the appeal, immediately transfers it to the conflict commission.
By decision of the executive authority of the constituent entity of the Russian Federation, carrying out state administration in the field of education, the founder, foreign mission, the filing and (or) consideration of appeals is organized using information and communication technologies, subject to the requirements of the legislation of the Russian Federation in the field of personal data protection.
Students and their parents (legal representatives) are informed in advance about the time and place of consideration of appeals.
71. When considering an appeal about disagreement with the points given, the conflict committee requests to the RCOI printed images of the examination paper, electronic media containing files with digital audio recordings of the student's oral answers, protocols of oral answers, copies of the protocols for checking the examination paper by the subject committee and examination materials performed by the student, who filed an appeal. These materials are presented to the student (with his participation in the consideration of the appeal).
The student (for students under the age of 14 - in the presence of parents (legal representatives) confirms in writing that he has been presented with images of the examination paper he completed, files with a digital audio recording of his oral answer, a protocol of the oral answer (in case of his participation in the consideration of the appeal ). 72. Prior to the meeting of the conflict commission to consider the appeal of disagreement with the scores, the conflict commission establishes the correctness of the evaluation of the examination work of the student who filed the appeal. To do this, experts in the relevant academic subject who have not previously checked this examination paper are involved in the consideration of the appeal. If the experts do not give an unambiguous answer about the correctness of the assessment of the student's examination work, the conflict committee applies to the Commission for the development of KIM for the relevant academic subject with a request for clarification on the assessment criteria. 73. Based on the results of consideration of the appeal on disagreement with the points given, the conflict commission decides whether to reject the appeal and keep the points set, or to satisfy the appeal and assign other points. At the same time, if the appeal is satisfied, the number of points previously awarded may change both upwards and downwards in the number of points. In case of detection of errors in the processing and (or) verification of the examination paper, the conflict committee transmits the relevant information to the RCSC in order to recalculate the results of the State Examination.
74. After approval, the results of the GIA are transferred to educational organizations, local governments, foreign institutions and founders to familiarize students with their results.
75. The conflict commission considers an appeal about a violation of the established procedure for conducting a GIA (except for the cases established by paragraph 63 of this Procedure) within two working days, and an appeal about disagreement with the scores - four working days from the date of its receipt by the conflict commission.

The procedure for conducting state final certification (SFA) for programs of basic general education has been revised.
This is due to the adoption of a new Law on Education.
The purpose of certification is to determine whether the acquired knowledge of schoolchildren meets the requirements of the federal state educational standard.
Exams in the Russian language and mathematics are still mandatory. For other subjects - on a voluntary basis at the choice of the student (previously it was required to choose 2-3 exams).
GIA is carried out in the following forms.
The first is the main state exam (OGE) using control measuring materials. We are talking about complexes of tasks of a standardized form. They are developed by Rosobrnadzor.
The second - written and oral exams using texts, topics, assignments, tickets (state final exam, GVE). They are handed over in special educational institutions of a closed type, in the MLS, in schools located abroad (including in foreign institutions of the Russian Foreign Ministry). In addition, students with disabilities are tested in this form. However, the student has the right to choose the OGE. The GVE materials are also determined by Rosobrnadzor.
The third form of the GIA is determined by the authorized regional bodies for those who have chosen the exam in their native language and / or native literature.
Exams are given according to a single schedule. The GIA in the Russian language and mathematics is appointed no earlier than May 25 (with a break of at least 2 days between exams), in other subjects - no earlier than April 20. If there are valid reasons, certification in compulsory subjects can be passed ahead of schedule. If the exam lasts more than 4 hours, catering will be provided.
Persons without academic debts who have completed the curriculum in full (having annual marks in all academic subjects not lower than satisfactory) are allowed to the GIA. Previously, it was allowed to have a "deuce" in 1 subject, subject to passing an exam in it.
Winners and prize-winners of the final stage of the All-Russian Olympiad for schoolchildren, as well as participants in international Olympiads, are exempt from certification in the relevant subject.
Regional bodies authorized in the field of education create state examination commissions. Organize examination points (requirements for them are established). Open hotlines. Citizens are accredited as public observers of the GIA.
Examination papers are checked by subject committees. This will take no more than 10 working days. Appeals of students are considered by the conflict commission. The order of their formation and work is established.
