The city's resort opportunities are in no way inferior to Karlovy Vary and Baden-Baden. The only thing I recommend is to stay in the surrounding area, since there are no healing springs in the city itself. But there is an international airport, a railway, a federal highway, so there are a lot of tourists for whom Mineralnye Vody serves as a transshipment point.

This heterogeneity, due to the exposure of the slopes, as well as the difference in altitude above sea level (altitude ranges from 300 to 1000 meters), can be traced in all seasons, but it is especially pronounced in the cold season.

In summer, the differences in weather are not as pronounced as in autumn and winter. Nevertheless, the area of ​​interest to us can be divided into two zones: Mineralnye Vody-Zheleznovodsk-Pyatigorsk-Essentuki and the area of ​​Kislovodsk.

In the first zone, summer (counting from the time when the average daily temperature is at least 15°) begins at the end of the second ten days of May and ends at the end of the second ten days of September. In July and August, the average daily air temperature ranges from 20 to 25°. Most hot month- July. On some days of this month, the absolute maximum air temperature can reach 38-42°. However, such high temperatures are rarely observed. As a rule, summers are warm, but not sultry. True, the weather here cannot be called constant. In June and July it often rains and thunderstorms. The rains, which usually fall around midday, are torrential in nature and sometimes vary high intensity. Precipitation during these months reaches its annual maximum. Despite the abundance of precipitation, the relative humidity is low and does not cause unpleasant sensations. In August, thunderstorm activity noticeably weakens, the amount of precipitation decreases and the sky becomes cloudless more and more often. In July and August, for example, there are on average no more than 1-2 days without sun per month. The duration of sunshine in July reaches its annual maximum and amounts to 250-260 hours per month.

Winds in summer are weak. More than 70% occurs during calms and winds of up to 3 meters per second.

In the second zone - and the Kislovodsk region - the weather pattern in summer is general outline similar to the first zone. But summer here is somewhat shorter and cooler. It starts on average on May 27 and ends around September 10. Usually there are no such high air temperatures as in other resorts of Caucasian Mineral Waters. Atmospheric pressure in the Kislovodsk area is 25-30 millimeters lower than in Pyatigorsk and Essentuki: this resort is located at an altitude of 817-1062 meters above sea level, while the height of the resorts in the first zone only slightly exceeds 600 meters. It rains often in summer, almost every second or third day. Their intensity is great. The Berezovka River, flowing through Kislovodsk, sometimes cannot accommodate all the precipitation and overflows its banks. Thunderstorms and hail are also quite common. The duration of sunshine is no less than in the resort cities of the first zone, and in June-August it is about 250 hours per month. However, this is only a little more than 50% of its possible duration.

By the end of August the weather becomes calmer. Precipitation, thunderstorms, and fog become more rare. The sky is often clear.

Autumn in the area of ​​the cities of Mineralnye Vody-Zheleznovodsk-Pyatigorsk-Essentuki begins in the second half of September and lasts until the end of November. The air temperature is dropping quickly. Frosts are possible already in September. At the beginning of autumn the weather is mostly calm and clear. In October, the frequency of fogs sharply increases, and the first ice storms begin. Rainfall is replaced by light but persistent drizzle. The sun does not appear for 8-13 days a month due to clouds. In the Kislovodsk region, autumn begins a little earlier, usually around September 10, and also ends at the end of November. The air temperature also drops sharply from month to month. But throughout the fall the weather in Kislovodsk is mostly clear or partly cloudy. In October-November, the monthly duration of sunshine is 50-60 hours longer than in other cities of Caucasian Mineralnye Vody. There are only 3-4 cloudy days per month, 2-3 times less than in other resort cities. The number of days with precipitation and its intensity are sharply reduced.

15) persons under the age of 24 years studying in full-time training in educational organizations located on the territory of the experiment;

16) persons permanently working on the territory of the experiment on the basis employment contract or service contract;

17) persons who have a place of residence in the experiment territory;

18) persons who have the right of ownership of residential buildings (shares in the ownership of them) and (or) residential premises (shares in the ownership of them) on the territory of the experiment;

19) athletes, coaches, sports judges, as well as other specialists in the field physical culture and sports who arrived to participate in official sporting events in the experiment territory.

Exemption from payment of the resort fee is carried out upon presentation to the operator of the resort fee of the original document confirming the right to exemption from payment of the resort fee, or a duly certified copy thereof. Exemption from paying the resort fee for the persons specified in paragraph 11 may also be carried out on the basis of a written application from the accompanied person or his legal representative.

PROCEDURE FOR CALCULATION, PAYMENT AND TRANSFER OF THE RESORT FEE:

1. The amount of the resort fee payable is calculated as the product of the number of days the resort fee payer actually stays at the accommodation facility, excluding the day of arrival, and the corresponding amount of the resort fee. However, the amount of the resort fee payable is not included in the cost of your stay.

2. The resort fee will be charged no later than the time of check-out from the property.

3. Repeated collection of resort fees for the same period of stay in the experiment territory is not permitted.

4. The resort fee is subject to credit to the budget of the Stavropol Territory.

5. The transfer of the resort fee to the budget of the Stavropol Territory is carried out by the operator of the resort fee after the expiration of the period of actual residence of the payer in the accommodation facility no later than the 28th day of the month, based on the results of which the resort fee is calculated, but not earlier than the expiration of the period of actual residence of the payer in the accommodation facility.

6. If it is impossible to withhold from the payer the calculated amount of the resort fee, the operator of the resort fee, no later than three working days from the date of departure of the payer from the accommodation facility, is obliged to notify the authority of the impossibility of withholding the resort fee from the payer and the amount of the resort fee payable executive branch Stavropol Territory, responsible for conducting the experiment (hereinafter referred to as the authorized body), according to the form established by it.

RESPONSIBILITIES OF RESORT FEE OPERATORS:

1. Operators of resort fees, in accordance with the procedure established by the law of the constituent entity of the Russian Federation, are obliged to calculate, collect and transfer resort fees to the budget of the constituent entity of the Russian Federation.

2. The operator of the resort fee, when collecting from the payer of the resort fee the amount of the resort fee subject to payment, is obliged to issue the payer of the resort fee a document confirming the fact of payment.

3. Operators of resort fees, in the manner established by the authorized body of a constituent entity of the Russian Federation, are obliged to keep records of payers of resort fees and persons exempt from paying resort fees, in compliance with the requirements of Federal Law of July 27, 2006 N 152-FZ “On Personal Data”.

4. The resort fee operator is obliged to submit to the authorized body of the constituent entity of the Russian Federation a report of the resort fee operator, prepared on the basis of accounting data, as well as the information necessary for maintaining the register of resort fee operators.
